About this file
This document is a Questions and Answers (Q&A) file for the St. George Ware Yard Security Fencing project (Solicitation Number 140L0625Q0022) issued by the Bureau of Land Management. The Q&A addresses five key technical clarifications about the security fencing installation, including soil composition, horizontal rail requirements, barbed wire support arm specifications, grounding needs, and gate latching. Specific clarifications include: the fence will be installed on 3" compacted road base over 1-2' of compacted pit run material on silty sand soil; horizontal rails are required only at corner sections and gate areas; two barbed wire support arms are needed at each post (contrary to initial specifications); no grounding is required since the fence is not within 100' of structures; and the BLM will provide a chain and padlock for gate closure instead of a built-in latch.

140L0625Q0022

A) The fence will be installed on approximately 3” of compacted road base siting on 1’ to 2’ of compacted pit run material sitting on uncompacted silty sand native soil.

A) A horizontal rail is required as shown in the drawings only at corner sections and sections next to gates.
3) Q) Can you clarify the requirements for the barb wire support arms? The specification appears to call for a single vertical arm, but the drawings a y shaped barb support arm, Can you clarify what is required?
A) The specifications are incorrect. Two barbed wire support arms are required at each post to support the concertina/razor wire as shown in the drawings.
4) Q) The specs call for grounding at 750’ intervals. Who is responsible for completing this.
A) No grounding/bonding is required because the fence does not fall within 100’ of any structures.
5) Q) The drawings and specs do not show a latch on the gates. Is this correct?
A) Yes. The BLM will provide a chain and pad lock for this purpose.
