JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER $10,000 ($2,000/$2500 for Construction/Services) AND
UP TO $250,000
(See FAR 13.106-1)
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): One brand new, unused marine inboard propulsion system, consisting of a 350 hp gas stern drive propulsion system. The desired outcome is to acquire a single 350hp, 6.2 liter Mercury MerCruiser stern-drive package including a Bravo 3 outdrive, controls and instruments. This propulsion equipment will be installed by Park staff on a Caplin vessel.
Repower of the MV Capelin is a planned overhaul event, funded in FY23 via Marine Management Funds. Fitment of new equipment on board the MV Capelin requires in-kind replacement of the propulsion system.

Extensive internal scoping found that consistency across our small fleet of marine vessels is a very significant safety and efficiency requirement. A stern drive propulsion system is a complete system and is integral to the vessel. It is critical that the existing unit be replaced in kind, to assure proper fitment and to minimize additional delays and expenses associated with repowering with a dissimilar propulsion system. Installing a system other a Mercury Marine MerCruiser would require significant and substantial structural and cosmetic modifications to the vessel in question.
For these reasons a Mercury Marine MerCruiser, gasoline powered, Bravo 3 outdrive propulsion system is required.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Mercury Marine was contacted and they produce a suitable package of components that integrate into a cohesive propulsion system, suitable for this vessel.
At this time, there is only one other manufacturer of gasoline powered stern-drive propulsion systems, Volvo Penta. Their installation requirements and specifically the physical dimensions of the transom cutout, transom assembly mounting points and engine mounting points differ substantially from those present in the vessel in which this equipment is to be installed. These differences preclude Volvo Penta stern-drives from consideration in this particular vessel repower.
