About this file

This is an addendum to the Instructions to Offerors for a commercial products solicitation that outlines the specific submission requirements and evaluation criteria for the mini/compact excavator purchase. Offerors must submit a single electronic copy by the deadline specified in SF1449 block 8 to Mindie Dixon at mdixon@usgs.gov. The submission must include four distinct tabs: Tab A containing the completed SF1449 form with original signature, contract administration data, UEI, and acknowledgement of any solicitation amendments; Tab B providing itemized pricing with unit prices and total amounts for each contract line item; Tab C containing completed FAR forms 52.212-3, 52.204-24 (if not updated in SAM.gov), and the Buy American Certificate (October 2022 version); and Tab D with evaluation factor responses addressing technical capability in no more than three pages.

The technical capability evaluation factor requires offerors to identify the proposed product by brand name, manufacturer, and model number; demonstrate compliance with salient characteristics; and provide a detailed capabilities statement addressing all Statement of Work requirements with a comprehensive approach to satisfy each requirement. If the offeror is an authorized distributor or reseller, relevant documentation must be included. Incomplete offers will not be evaluated, while complete offers will be evaluated in accordance with FAR 52.212-2. The underlying solicitation RFQ 140G0126Q0042 is a small business set-aside under NAICS code 333120 with a 1,250-employee size standard, with the anticipated award date of February 19, 2026, and delivery required within 90 days of purchase order receipt to Columbia, Missouri. All vendors must be registered in SAM.gov to be considered for award.
