About this file

This file is an addendum to the Instructions to Offerors for Commercial Products and Commercial Services that establishes submission and evaluation requirements for the solicitation. Offerors must submit one electronic copy by the due date specified on SF 1449 to Mindie Dixon at mindie_dixon@ios.doi.gov. The submission must include three required tabs: Tab A containing the completed Standard Form 1449 with original signature, date, contract administration data, UEI, and acknowledgement of any solicitation amendments; Tab B providing pricing with unit prices and itemized costs for each Contract Line-Item Number; and Tab C containing evaluation factor responses addressing Technical Capability.

For the Technical Capability evaluation factor, offerors must provide manufacturer descriptive literature clearly identifying the model number and compliance with salient characteristics, a detailed technical specification sheet with line-by-line explanations demonstrating how the proposed item meets each mandatory requirement, and warranty documentation outlining terms, duration, and coverage confirming compliance with specification requirements. Incomplete offers that fail to provide all three tabs will not be evaluated. The anticipated award date is September 1, 2026, with delivery required by October 1, 2026. This is a small business set-aside under NAICS code 336612 with a 1,000-employee size standard, and all offerors must be registered in SAM before award.
