About this file
This is a detailed boat specifications document for a federal procurement through the U.S. Geological Survey Oklahoma-Texas Water Science Center. The USGS seeks a complete 16-17-foot shallow-draft aluminum Jon boat with tunnel-style hull designed to accommodate up to three adult passengers and equipment totaling 1,300 pounds. The vessel must feature a 6-7-foot beam with a minimum bottom width of 60 inches, positive buoyancy, and marine-grade aluminum hull with MIG welding and stainless steel fastening hardware throughout. The boat shall be painted a neutral color and include a center console with steering wheel, controls, and seating. A built-in fuel tank (16-20 gallons) and comprehensive electrical system are required, including two battery trays, LED navigation lights compliant with U.S. Coast Guard standards, a 12-volt air horn, bilge pump with auto float switch, dual-USB outlet, and 12-volt power receptacle with weather cover.
The primary motor specification calls for a 70-75 horsepower four-stroke outboard engine (Yamaha 70 HP preferred) with hydraulic jack plate capable of 5-inch vertical adjustment, hydraulic steering system, digital tachometer and hour meter, electronic fuel injection, and minimum 30-amp alternator. A secondary manual jack plate shall accommodate a clamp-on 10 horsepower motor. The package includes a complete aluminum trailer equipped with Dexter torsion suspension, DOT-approved lighting with LED brake lights, manual strap winch, safety chain, spare tire with carrier, and guide posts suitable for towing behind a half-ton pickup truck. Delivery of the fully tested vessel with two key sets, original Bill of Sale, and Manufacturer's Statement of Origin must occur by October 1, 2026, to the USGS office at 1505 Ferguson Lane, Austin, Texas 78754. This is a competitive small business set-aside under NAICS code 336612 (Boat Building) with a 1,000-employee size standard, with quotations due to Mindie Dixon at mindie_dixon@ios.doi.gov and an anticipated award date of September 1, 2026. Offerors must be registered in the System for Award Management (SAM) database prior to award.
