About this file
This is the Indian Affairs Indian Economic Enterprise Representation Form, a self-certification document required under the Buy Indian Act (25 U.S.C. 47) for enterprises seeking to compete for federal contracts set aside for Indian Economic Enterprises (IEEs).
The form requires offerors to certify their eligibility as an IEE as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480. Eligibility must be maintained at three critical junctures: at the time of offer submission, at contract award, and throughout the full contract term. Contracting Officers retain the authority to request additional documentation or information to verify eligibility at any point during the acquisition lifecycle, including during pre-award proposal evaluation. The form collects the following information from the offeror: Solicitation/Sources Sought/RFI Number, Project Title, Date of Form Submission, Name of Federally Recognized Tribal Entity, Unique Entity ID (UEI), Legal Business Name, Name of the 51% (or greater) Owner of the IEE Firm, Certifying Signature, and Printed Name. The form includes warnings that false or misleading information submitted with an offer violates 18 U.S.C. 1001, while false claims during contract performance are subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287.
