About this file

This document is a Question and Answer (Q&A) clarification for federal contract opportunity 140A2326Q0050, a labor hour purchase order for a Special Education (SPED) Teacher position at Santa Rosa Day School (SRDS), a Bureau of Indian Education (BIE) facility.

The 1,808 estimated annual hours represents an estimate only, not a funded ceiling, with no guaranteed minimum. The base year will be fully funded upon award, while option years are subject to separate funding decisions. The 336 summer compensatory education hours are included within the total estimated hours. The SPED Teacher position requires approximately 40 hours per week, with parent-teacher conferences and after-school hours billable at the same labor rate as regular duties. Contractors will be compensated for a structured transition period if a permanent BIE employee is hired mid-year. Background clearance through the PERSEC process may extend beyond the typical 60-day timeframe depending on historical background information.

The position serves Santa Rosa Day currently with 5 students receiving special education services, two of whom spend more than 60% of the day in the SPED room. No dedicated special education teacher assistant is assigned on-site. BIE housing units are available but do not include internet service; however, wireless internet access is available on school campus. Internet service can be obtained separately through Tohono O'odham Utility Authority (TOUA).
