SELECTION CRITERIA:
The source selection factors for this procurement are listed below in descending order of importance.
Factors 1 and 2 being most important, and Factors 3 through 6 of approximately equal importance.
Primary factors will be assigned a rating from “outstanding” to “unacceptable”, based on the risk to the Government that the Offeror will successfully perform that evaluated factor. An overall rating will also be applied to the proposal submission using the same rating scale. Proposals failing to respond or provide complete information for each factor as required by this solicitation will be determined non-compliant and will be removed from further consideration. After all ratings have been assigned, Offerors will be ranked as “Most Highly Qualified”, “Highly Qualified”, and “Not Qualified”
Factor 1: Past Performance (SF330, Part I, Section H)
The government will evaluate firms on past performance with a) U.S. Fish & Wildlife Service,
b) other Department of Interior bureaus, c) other U.S. Government agencies, or d) State or Municipal Entities.
Past performance will be evaluated based on information in the SF 330 package and the Example
Page 3 | 19
Projects submitted in Section F with an emphasis on the quality of work, compliance with performance schedules, cost control, efficient use of resources and stakeholder/customer satisfaction. Evaluation will be based on a subjective assessment by the board of the past performance evaluations submitted. Evaluation of past performance may also include information provided by the firm, customer inquiries, Government databases, and publicly available sources provide. Failure to provide requested data, accessible points of contact, or valid phone numbers may result in a firm being considered less qualified.
Factor 2: Key Personnel, Professional Qualifications (SF 330, Part I, Section E & G)
Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF330, Part I, Section G. Key personnel are individuals who will have major contract or project management duties.
Key Disciplines Required Key Experience Categories Code Description Code Description 08 CADD Technician B02 Bridges 32 Hydraulic Engineer ** H12 Hydraulics & Pneumatics 34 Hydrologist
48 Project Manager **
57 Structural Engineer **
**Professional engineering license, registration or certification required. Provide registration number and state of registration in résumé or type of certification as applicable.
Submission Requirements:
Complete SF 330 Part I, Section E, for each key person who will participate in this contract. The selected firm must have, either in-house or through sub-contractors, the disciplines listed above, with registration required where applicable. The key sub-contractors listed for the projects shall have resume(s) for at least one of the disciplines identified above. The prime contractor shall use the same sub-contractors during the contract unless the Contracting Officer approves a substitution.
Resumes provided should be limited to and focus on bridge inspection personnel, including team leader(s), bridge rating engineer(s), underwater inspection diver(s), project/program manager, and project principal(s).
Other areas of expertise that may be called for under the contract awarded as a result of this solicitation can be adequately demonstrated in SF 330 Part II. If an individual will serve in more than one discipline, then those disciplines shall be clearly indicated on the SF 330, Part I, Section E Block 13, “Role in this Contract”. Should a firm be selected for contract award, additional positions, labor categories and their associated rates will be subject to negotiation. The Contracting Officer must approve substitutions of Key Personnel. Key Personnel must oversee all task order work in their disciplines unless the Contracting Officer approves a substitution.
Evaluation of each discipline will consider relevant experience, education, training, professional registration, and longevity with the firm. Evaluation will be based on the board’s subjective assessment of the firm’s ability to address the professional qualifications effectively as described in the key personnel qualifications. A firm that provides resumes for key personnel with greater
Page 4 | 19 levels of relevant experience, education, training, and longevity with the firm will be considered more highly qualified than one that provides less qualified personnel. Failure to provide a balanced workforce in the disciplines required to satisfy the requirements of the scope listed above will result in the firm being considered not qualified.
Factor 3: Specialized Experience and Technical Competence (Projects) (SF330, Part I, Section F):
For Factor 2 Offeror’s are to show specialized experience and technical competence that meets the A-E Services definition as 40 U.S.C. § 1101 and FAR 2.101 defined in 40 U.S.C. 1101 and FAR 2.101. This factor considers specialized experience and technical competence to support the US FWS Bridge inspection program, specific to performing services like those described above in the paragraph titled Project Information.
On the SF 330 Part I, Section F, provide a single page for each project identifying at least five and a maximum of ten projects completed in the past five years preceding the date of issuance of this notice.
Submission Requirements:
Firms are required to submit projects that best demonstrate competencies and specialized experience Section E, Description of Work identified. A task order on an IDIQ contract is considered a project, as is a standalone contract award. Do not list an IDIQ contract as an example of a completed project.
Evaluation will be based on the board’s subjective assessment of the firm’s ability to address the specialized experience and technical competencies effectively. A firm that more effectively shows a diverse experience range consistent with the description of work will be considered more highly qualified than one that is not. Prime contractor experience will be considered more important than key sub-contractor experience in deciding the most highly qualified firms.
Factor 4: Adequacy of Resources, Priority, and Commitment (SF 330, Part I, Section H)
Firms will be evaluated on the capacity to perform nationwide bridge safety inspections as outlined in this document.
Submission Requirements:
i) Describe the firm’s present workload and the project team’s availability (including sub-contractors) for the specified period of performance. Describe the workload and availability of the key personnel during the anticipated contract performance period and the firm’s ability to provide qualified backup staffing for key personnel to ensure continuity of services.
ii) Describe the firm’s ability to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, sub-contractors, and joint venture partners where applicable.
Evaluation will be based on the board’s subjective assessment of the firm’s ability to address the resources adequacy effectively as described above.
General statements may be considered less favorably. Teams with a demonstrated history of working together may be considered more favorably. A firm with a longer relationship with key sub-contractors may be considered more highly qualified than one with a shorter relationship with
Page 5 | 19 key sub-contractors.
Factor 5: General Project Approach: (SF330, Part I, Section H)
Submission Requirements:
(i) Describe your general approach concerning Bridge Inspections.
(ii) Summarize your Inspection Team Make-up, Inspection Logistics, Identification of and Response to Critical Safety Issues, Report Preparation, and Other Considerations.
(iii) Provide a broad range of geographical regions in which you have provided services and how these were accomplished.
Evaluation will be based on the board’s subjective assessment of the firm’s ability to effectively address the project approach as described above. General statements may be considered less favorably than a more detailed write up of the above requirements.
Factor 6. Knowledge of Locality (SF330, Part I, Section H)
Offers are to clearly show their knowledge of the USFWS and any services provided throughout the country concerning the USFWS sites and refuges. This contract will require some remote work and travel to locations throughout the United States. Including remote areas where the USFWS Refuges are located. Prior experience with USFWS refuges and projects in remote areas are preferred. The narrative should describe any known features that are unique to the USFWS or similar agencies.
This factor may be assessed Strength or Weakness, as appropriate.
SELECTION OF MOST HIGHLY QUALIFIED FIRMS:
Once evaluations have taken place discussions will be scheduled with selecting of three but not more than five of the most highly qualified firms regarding concepts, the relative utility of alternative methods, and feasible ways to prescribe the use of recovered materials and achieve waste reduction and energy-efficiency in facility. All firms not considered amongst the most highly qualified will be notified. Evaluation boards will be held per 48 C.F.R. §§ 1436.602-3 and 1436.602-4.
Interviews will then be scheduled with the selected firms via teleconference. Firms will be given sufficient advance notice to allow responsible representatives to participate in the interviews. All firms will be asked similar questions, that may include topics like experience, capabilities, capacity, organization, management, quality control procedures, and approach for the project, as appropriate.
After completing the interviews, the board will select one firm, as the highest qualified firm and a Request for Proposal (RFP) will be issued requesting Labor Category Rates and a Subcontracting Plan.
The list of labor category rates must at least include those positions the evaluation criteria listed. The A/E firm will have fourteen calendar days to submit their price proposal and their Subcontracting Plan.
Late responses will be handled per FAR 52.215-1.
Negotiations will then take place to reach an agreement on fully loaded labor rates. Once the labor rates and the Subcontracting Plan have been approved, an award will be finalized and issued.

1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
Page 12 | 19
2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or notthe Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO).
Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
Page 13 | 19

“The information specifically identified on pages ____________ of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract.”

The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so.
