USFWS Bridge Inspection IDIQ 140F1B24R0002

Q and A #2 8.5.2024

1. Can you please confirm if load ratings are required for all the bridges inspected as part of bridge inventory database, or only for the bridges that show deficiencies or section Losses?

Answer: New to inventory bridges typically require load rating. All current inventory bridges have load ratings on file. Bridge load ratings require updating whenever existing load ratings are no longer valid due to such things as changes in condition, geometry, or dead load.

2. Are Element Level inspections required for all the listed bridges?

Answer: USFWS bridges are not subject to MBE element-level inspection; however, “Coding

Guide” condition assessments and ratings (0-9 or N) are required for all bridge elements that make up the major bridge components (deck joints, wearing surface, floorbeams, stringers, bearings, footings, etc.).

3. Is the proposal due 8/1 or 8/9?

Answer: Changed to 8/14/24

4. Are you accepting cover letters and if so, do they count towards the page count?

Answer: Yes, does not count but must be 1 page per the synopsis.

5. Will preparing emergency repair plans be a part of the Scope of Work?

Answer: No

6. What is the threshold percentage of work that need to be performed by the prime contractor?

Answered – 7/30/24

7. Is professional engineering/structural engineering licensure required in each and every state where the USFWS Bridges exists?

Answer: No. Professional registration in any state satisfies the registration requirements.

8. Can the professional licensure requirement in each state be satisfied by the sub-contractor or they are required for the prime?

Answer: Professional registration in each state is not required.

9. Can we access the National Bridge Inventory data of the Bridges under US Fish & Wildlife Service Bridge Inventory?

Answer: National Bridge Inventory data for USFWS bridges is publicly available and presumably can be found online.

10. As an alternative, can we have a summary of the type, length, width and number of spans of the bridges?

Answer: No.

11. Can we know how many bridges require underwater inspections?

Answer: Seven USFWS vehicular bridges require routine underwater inspection.

12. Do we need to rate every bridge we inspect for load rating?

Answer: No.

13. Is there a minimum percentage of work to be completed by a small business on this contract?

Answered – 7/30/24 questions

14. What is the anticipated workload for underwater inspection, if any?

Answer: Seven USFWS vehicular bridges require routine underwater inspection.

15. Are the key disciplines required for SF330 Section E correct as Code 08, 32, 34, 48, and 57 as provided in the Table on Page 3 of 19 of the NTO, or should this be limited to resumes focused on bridge inspection personnel, as stated on Page 3 of 19 of the NTO, second paragraph below “Submission Requirements”?

Answer: Resumes provided should focus on bridge inspection personnel who will play a key role in this contract, especially those in the team leader, bridge rating, underwater inspector, project manager, and project principal roles. Resumes of other key disciplines – listed or not – who play an important but less prominent role can be included at the respondents’ discretion and as space dictates, keeping in mind that brevity is encouraged and more is not necessarily better.

16. We did not see any specifics related to SF 330 Part 1, Section G. Can you provide any specifics/limitations related to Section G?

Answer: The SF 330 form provides specific instructions and a sample for Section G.

17. Is the 30-page limit restricted to only Part 1 of the SF 330?

The 30 page limit has been removed. Only Section H is limited to 10 pages total.

18. For Factor 2: Key Personnel on Page 3 of the RFP, the text says to include key personnel resumes as they pertain to the required disciplines. However, in the next paragraph, it says that the resumes should be tailored toward bridge inspections experience and the bridge inspection team, etc. Please clarify.
