All offerors selected should submit proposals for Phase Two for technical evaluation purposes, but only offerors who are in the WEST Pool will compete for the Fort Carson project.

“No reservations are required, however to be allowed on base, each visitor will be required to obtain a day pass that day from the Fort Carson Visitor Control and Welcome Center, Building 6012, located just outside the main gate (gate 1) at the intersection of HWY 115 and Nelson Blvd. To obtain a 24 hr pass, a valid state or federally-issued picture ID or driver's license, vehicle registration, and proof of insurance is required. The visitor must also pass a background check that is conducted when applying for the pass. The Visitor Control Center is open between the hours of 0500 - 2100 and their phone number is 719-526-2332 or 719-526-2325 if there are any questions.
(FEB 1995) – ALTERNATE I (FEB 1995) for the Seed Project
(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation.
Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
Technical inquiries are to be submitted in writing via “Bidder Inquiry” in ProjNet at www.projnet.org\projnet. Bidder Inquiry Key for this project is: 829I55-BQJQ2T – this bidder key is for the seed project Fort Carson
The Government will close the Bidder Inquiry and decline addressing questions within seven (7) calendar days prior to proposal due date.
To submit and review bid inquiry items, bidders will need to be a current registered user or Self-register into system.
To self-register, go to the webpage, click Register, select Agency USACE, SAC Charleston District, enter the required information, and select Register. Once registered, enter your email address and the Bidder Inquiry Key and from there you may submit and view inquiries. Those submitting inquiries will receive a system generated email notification when their inquiry has been processed and answered. It is the Offeror’s responsibility to monitor for inquiries and responses.
COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)
In accordance with FAR 52.211-10, the Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 270 calendar days after the Notice to Proceed for this project. The time stated for completion shall include final cleanup of the premises.
In accordance with FAR 52.211-12, the contractor shall be assessed $983.00 of liquidated damages (LDs) per calendar day for failure to complete the prescribed work within the performance period.
Time Extensions for Unusually Severe Weather (ER 415-1-15) (OCT 1989) (REF. FAR 52.249-10)
(a) This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the contract clause entitled DEFAULT (FIXED-PRICE CONSTRUCTION). In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
(b) The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities.

(c) Upon acknowledgment of the Notice to Proceed and continuing through-out the contract, the Contractor will record on the daily Contractor Quality Control report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled workday. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day in each month and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph (b) above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair-weather workdays, and issue a modification in accordance with the contract clause entitled DEFAULT (FIXED PRICE
CONSTRUCTION).

SUPPLEMENTARY INSTRUCTIONS
A. INSTRUCTIONS, CONDITIONS, AND NOTICE TO OFFERORS
1.0 PROPOSAL REQUIREMENTS OVERVIEW
1.1. This is a Federal Acquisition Regulation (FAR) Part 15, competitive, two-phase, best value, tradeoff source selection solicitation to establish a target pool of five (5) contracts for each of the (East / West) MATOC pools.
1.2. The term of this contract will be a base period of three (3) years and one two (2) year optional period that may be exercised at the sole discretion of the Government. The guaranteed minimum for each contract is $1,000.00. The total capacity for each MATOC pool will be $49.5M ($99M total for this solicitation). Firm fixed price task orders will be issued against this MATOC.
1.3. In Phase One, Offerors shall submit one copy of the technical proposal specified in paragraphs 3.1 - 3.3 for review and evaluation by the Government. Price is not a submission requirement in Phase One. Following completion of the evaluation of Phase One, a selection of no more than nine (9) of the most highly qualified Offerors will be invited to compete in Phase Two for each MATOC pool.
1.4. The selected Offerors for Phase Two will submit the technical (see paragraphs 3.4 and 3.5) and price proposal (see paragraph 6.0) for review and evaluation by the Government. At this time, a SAMPLE project task order will be used and no seed task order will be awarded as a result of this solicitation. Only the Base IDIQ contracts will be awarded using binding contract rates. Any such changes from sample to seed project will be done through an amendment to the solicitation.
1.5. This process requires offerors to submit technical and performance capability information for evaluation by the Government against the uniform baseline of minimum requirements identified in evaluation factors. Each of the factors will be evaluated against the evaluation criteria set out in this section. Since the proposal will describe the capability of the offerors to perform any resulting contract, it should be specific and complete in every detail.
The proposal should be prepared simply and economically, providing a straight-forward, concise delineation of capabilities to satisfactorily perform the contract. The proposal should be practical, legible, clear, and coherent. It is the offeror's responsibility to submit an adequately written proposal in sufficient detail to permit a complete and accurate evaluation, and the agency will not adapt its evaluation to match an offeror's submission, nor will it go in search of information that an offeror has omitted or failed adequately to present or organize. Offerors are cautioned that “parroting” of the non-price requirements or the work statement with such things as a statement of intent to perform does not reflect an adequate understanding of a requirement or a capability to perform.
1.6. The Government intends to award firm fixed price contracts and make an award without holding discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, offerors should include their best proposal (price and technical) in the initial offer. Offerors should not assume that they will have an opportunity to participate in discussions or be asked to submit a revised offer. The Government reserves the right to conduct discussions if the Source Selection Authority (SSA) later determines them to be necessary. By submitting an offer in response to this solicitation, offerors are agreeing to comply with all terms and conditions contained in the solicitation.
2.0 PROPOSAL SUBMISSION INSTRUCTIONS
2.1. Who May Submit: In Phase One, only responsible, construction firms that are small business under the selected NAICS of 236220, Commercial and Institutional Building Construction . For Phase Two, only the Offerors that are selected as a result of Phase One evaluations may submit a Phase Two proposal.
2.2. Notwithstanding the specific requirements of any other area of the RFP, information submitted about any company other than the Offeror and those entities in a teaming agreement with the offeror whose resources have a direct impact on the performance of this contract, whether a predecessor company, affiliated company, subsidiary (including wholly owned subsidiaries), or subcontractors WILL NOT be evaluated for any factor.
2.3 Contractor Team Arrangements.
2.3.1 Recognition of Contractor Teams. In accordance with FAR Subpart 9.6, it is Government policy to recognize the integrity and validity of contractor team arrangements. For a teaming arrangement to be recognized for purposes of source selection evaluation and the application of non-price factors and sub-factors, if applicable, there must be full disclosure of the teaming arrangement and company in the team's proposal. The proposal shall include a narrative that explains the major or critical aspects of the work to be performed by each team member. In the case of prime-sub teams, the prime contractor remains fully responsible for contract performance, regardless of any team arrangement between the prime contractor and its subcontractors. However, regardless of whether a formal team arrangement is proposed or recognized, consistent with FAR 9.104, the Government may consider the responsibility of subcontractor team members when it may adversely affect the prospective prime contractor’s responsibility or when it is in the Government’s interest to do so.
2.3.1 Joint Venture Team Agreement. The team agreement will be submitted with the proposal and it will govern the performance of the work by the joint venture. The agreement must address the following items:
identification of team members, a delineation of roles and responsibilities of team members, the duration of the agreement, and the percentages of the participants including the controlling party. Agreements should not be subject to substantive revision because the agreement will be part of the evaluation process. The proposal must also include an agreement that has been or will be executed prior to award between/among all team members and, if applicable, Small Business Administration (SBA). The timely submission of the executed teaming agreement prior to award shall be a precondition to a finding of responsibility.
2.3.1.1 Offerors submitting a Proposal as HubZone Joint Venture shall submit evidence from Offerors SBA Servicing Agency that the Offeror has notified and discussed the proposed joint venture for this specific project with the appropriate SBA Representative or Business Opportunity Specialist.
2.3.2 Restriction on Substitution. Regardless of any provision to the contrary in a team or subcontract agreement, all members of a recognized team arrangement are bound to perform any resulting contract and options by means of the same team. There can be no substitution of team members except that, in the case of a prime-sub team arrangement, the Government may (in its sole discretion and without any obligation whatsoever), at the request of the prime, permit the substitution of a subcontractor with equivalent or greater capability for a subcontractor on the identified team. The failure of the Offeror to perform with one or more subcontractors on a recognized team may be grounds for termination for default. Reference UAI 5152.236-9011 Design-Build

2.4 Proposal Submission Requirements.
2.4.1 Submission Deadline: Proposals for Phase One must be received by the Charleston District no later than the time and date specified in Block 13 of Standard Form 1442.

Submission shall be in Adobe PDF format. The use of hyperlinks in proposals are prohibited.
The Government will not be responsible for submissions delivered to any location or to anyone other than those designated to receive proposals. Offerors are responsible for ensuring that proposals are submitted so as to reach the designated recipient. Offerors are responsible for allowing sufficient time for the proposal to be received in accordance with the instructions provided.
File Size Limitations. Offerors are advised if needed, to break the files down into smaller sections in order to upload.
In such cases, please divide the sections as logically as possible and be sure to clearly name the files as specified below.
2.4.3 Format: Proposals shall be in a narrative format. The submission shall be typed, neatly organized, clearly indexed, logically assembled, and written in the English language. All pages shall be appropriately numbered and identified by the complete company name, date and RFP number in the header and/or footer. A Table of Contents should be provided. Printing should be single spaced. Each paragraph shall be separated by at least one blank line. Arial or New Times Roman fonts are required. A standard, 11-point minimum font size applies. Tables and illustrations may use a reduced font size no less than 8-point and may be landscape. Headers and footers may use a reduced font size no less than 10-point. MS Word (doc) files shall use the following page setup parameters:
Margins – Top, Bottom, Left, Right – 1” Gutter – 0” From Edge – Header, Footer 0.5” Page Size, Width – 8.5” Page Size, Height – 11”
Clearly identify the “original” cost/price proposal and the “original” technical proposal on the cover. Any information that is changed (as a result of negotiations or proposal revisions) shall be indicated as follows: cover shall be marked “Revision Dated: MM/DD/YYYY,” pages shall be of a different color, all text additions/deletions shall be clearly indicated, and sections changed shall be marked by a vertical line in the right margin of the page.
The revised pages shall be marked “Revision Dated: MM/DD/YYYY.”
NOTE: 11X17 formatted pages are acceptable for tables/graphic representations ONLY.
2.4.4 Any information, presented in a proposal that the Offeror wants safeguarded from disclosure to other parties must be identified and labeled in accordance with the requirements of Provision “ FAR 52.215-1, Instructions to OfferorsCompetitive Acquisition (Jan 2004),” subparagraph (e).
2.4.5 Electronic Files. Electronic files shall be provided in a pdf format and shall be in searchable text. If the electronic files are of a size at which they must be compressed (zipped), they shall be compressed into one zipped folder using WinZip version 6.2 or later. Self-extracting exe files will not be accepted.
2.4.6 All documents must be received by the closing date and time set for receipt of proposals. No dollar amounts from the Price file are to be included in the other files or documents.
2.4.7 Any materials submitted but not required by this solicitation, such as company brochures or other information, will not be considered part of the proposal or used to determine whether the proposal meets the minimum requirements of the solicitation.
2.4.8 Additional Administrative Requirements: These documents are required in order for the Government to conduct its initial compliance review and to assist in the responsibility determination. These documents will be referenced in the initial check by the Government on the basis of the solicitation requirements and in the final review prior to award. This review is to ensure that all required forms are complete, in compliance with all administration and submission criteria.
2.4.9 REPRESENTATIONS AND CERTIFICATIONS - FAR Clause 52.204-8, “ANNUAL REPRESENTATIONS AND CERTIFICATIONS (DEC 2014)”: Each offeror shall complete (fill-in and signatures) the solicitation sections indicated below using the file (without modification to the file) provided with the solicitation. An authorized official(s) of the firm shall sign all certifications requiring original signature.
NOTE: As an alternative to above, each offeror may submit a copy of their current online Representations and Certifications, also referred to as an Online Representations and Certifications Application (ORCA) to comply with the requirements of this TAB.
2.4.10 FINANCIAL INFORMATION: In accordance with FAR Part 9.1, responsibility will be determined, prior to award, by the Contracting Officer through the performance of a pre-award survey. To facilitate this survey, each Offeror shall submit the most recent three consecutive years’ worth of financial statements.
2.4.10.1 Include a Balance Sheet and Income Statement. Include the names of banks and other financial institutions with which business is conducted (mailing addresses, Point of Contact and phone number). Please ensure the Bank is prepared to provide necessary information regarding average balances in your operating accounts, lines of credit and credit history. If the financial statements are more than 60 days old, attach a certificate stating that the financial condition is substantially the same, or if not the same, describe the changes which have taken place since the financial statements were prepared. Provide evidence of adequate financing arrangements, such as commitments from lending institutions, etc., to perform this contract. This information will be treated confidentially but may be verified. For a newly formed JV, each JV member must submit financial statements and information. (Proposals including proprietary or trade secret information shall be marked consistent with FAR 52.215-1(e).
2.4.11 Inquiries. Interested parties shall submit their inquiries in writing via a “Bidder Inquiry” in ProjNet at www.projnet.org\projnet. The bidder inquiry key for the MATOC is CWTB4G-G4ET46. The Government reserves the right not to respond to questions received any later than ten (10) calendar days prior to the stated proposal due date. Simple questions and answers will be made via ProjNet.
Official amendments to the RFP will be made on SAM (http://SAM.gov). All Offerors are encouraged to register on ProjNet for alerts, to stay abreast of bidder inquiries and Government responses that are posted in reference to this solicitation. Only self-registered users on ProjNet can submit and review inquiries. To self-register, go to the webpage, click BID tab, select Bidder Inquiry, select agency USACE and enter the key for this solicitation listed above and your e-mail address. After initial login, enter all the required information to create your user ID. Verify the information on the next screen;
and, from there, you may submit and view inquiries. Those submitting inquiries will receive a system generated e-mail notification when their inquiry has been processed and responded to. It is the Offeror’s responsibility to monitor for inquiries and responses.
2.5 Proposal Errors. If an Offeror believes that the requirements in these instructions contain an error, omission or are otherwise unsound, the Offeror shall immediately notify the PCO in writing (e-mail is the preferred method) with supporting rationale. The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions.
2.6 This Request for Proposal (RFP) does not commit the Government to reimburse any costs incurred in the preparation and submission of a proposal or for any other costs incurred by any firm submitting a proposal in response to this solicitation. Issuance of this RFP does not constitute an award commitment on the part of the Government. Proposals must set forth full, accurate and complete information as required by this RFP, including attachments, if applicable. The penalty for making false statements is prescribed in 18 U.S.C. §1001.
B. SUBMISSION REQUIREMENTS AND EVALUATION CRITERIA
3.0 Non-Price Factors
3.1 Phase One – Factor 1: Technical Approach for Design/Build
This factor will be reviewed to determine a clear understanding of the work and an ability to coordinate resources to ensure successful pursuit of the work.
3.1.1 Submission Requirements:
There is a page limit of eight (8) single-sided, 8.5” x 11” pages, using a minimum font size of 11 and a minimum margin of one-half inch on all sides, for the Technical Approach for Design/Build Factor. Pages beyond the page limit specified in this factor will not be evaluated.
Narrative Statement: Provide a narrative that describes the offeror’s philosophy and intended technical approach for executing design-build projects. Clearly and concisely describe the offeror’s Design-Build team, and how the team will work collaboratively to ensure timely, quality completion of the project. The Technical Approach narrative shall address the information described in the paragraphs below:
Roles and Responsibilities: Describe the roles and responsibilities of the offeror’s Design-Build team and how their resources will be utilized in order to deliver this design-build project. Describe the proposed management structure for the Design-Build team (i.e., key members), explaining how the design and construction process will be managed throughout the entirety of the project life cycle (e.g., Design - Review Process, Fast Track, etc.), Construction – Subcontractor Management, Commissioning, etc.), Close-out – As Built, O&M Manuals, etc.)).
Communication Plan: Describe interactions and communications both within the Design-Build team and with the Corps of Engineers throughout the entirety of the project life cycle.
3.1.2 Evaluation Criteria for Factor 1:
The Government will review and identify the strengths, weaknesses, and any deficiencies in the proposal. The Government will evaluate the proposal based on the offeror’s understanding of the USACE Design/Build process and how well it has demonstrated its ability to successfully execute design-build projects. Offerors are encouraged to tailor their proposal to demonstrate their approach for successfully completing the solicited Design/Build project.
The Government will evaluate the offeror’s understanding of the design process and the roles of the designers of record, construction firm, and the Government reviewers. The evaluation will be based on how well the offeror demonstrates their organizational (i.e., the structure and staffing) ability to execute design/build projects, to include the integration of the design and construction firms during design and construction. The Government will evaluate the role of the designer in maintaining design integrity throughout the process, including its key roles during construction.
The Government will evaluate the offeror’s capabilities and understanding of the contractually required quality control processes for both design and construction, as well as the strength of the offeror’s proposed approach to control and track revisions to the design. The Government places value upon continued participation by the designers of record during the construction quality control process.
3.2 Phase One – Factor 2: Past Performance
3.2.1 Submission Requirements:
3.2.1.1 Submission Requirements for (Prime / Construction Offeror):
Provide descriptions of three (3) to five (5) projects that conform to the recency and relevancy requirements herein (see paragraph 3.2.1.3). Projects are considered substantially complete if enough work has been performed such that it demonstrates the entire project is fit for occupancy and ready to be used for its intended purpose. Formats for Project Details are attached to this solicitation for your use (Attachment 2). Use as many forms as necessary to meet the criteria. If you elect not to use the formats, all information identified on the formats is still required for evaluation of this item. Please ensure project descriptions provide sufficient detail for an accurate assessment under this factor, as this responsibility lies with the offeror.
Offerors must ensure their submission for the Prime/Construction Offeror meets each of these criteria in order to receive at least a Relevant rating for this factor (individual projects may meet multiple criteria):
At least two (2) submitted project of the three (3) to five (5) to be evaluated shall be a fire protection renovation project of at least $500,000 in value. This is not to be a general renovation that included aspects of fire protection, but rather a project that was primarily for the purpose of fire protection renovations. (Offerors must demonstrate at least 50% of the project award value was for fire protection work, and not otherwise incidental to construction or other added work).
At least one (1) submitted project of the three (3) to five (5) to be evaluated shall have been completed in a secure facility (defined below).
o Secure: There is controlled access to the facility that requires ID checks (i.e. military base, airport, etc.)
At least one (1) submitted project of the three (3) to five (5) to be evaluated shall have been completed in a secure facility (defined below).
o Occupied: The facility is continued to be partially used for its original purpose during the course of construction
3.2.1.2 Submission Requirement for the A-E / Designer of Record (DOR):
Provide descriptions of three (3) projects that have been constructed (i.e., construction is substantially complete) within the last five (5) years (from the solicitation issue date) which are similar in size and scope (see relevancy). In order to be considered similar, the proposed A/E firm must have been the DOR on the submitted project. The listed design firm must be used on the projects submitted. No deviations will be permitted unless approved by the Contracting Officer. Identification of more than one (1) design firm will result in an evaluation based on the least qualified firm. Indicate any previous working relationship with the prime contractor.
Additional consideration may be given for the DOR projects that contain the following features:
a) Design/Build projects
b) Established, working relationship with the Prime Contractor on prior Design/Build projects
c) Relevant Past Performance in working with USACE
d) Experience with Federal (e.g., DoD, USACE) Design/Build Criteria (i.e., AT/FP, UFC, Specs Intact, United Facilities Guide Specifications)
e) Design of a fire protection systems for an active Department of Defense facility.
NOTE: For purposes of evaluating past performance, the Prime Contractor is defined as the contractor identified in Block 14 of the Standard Form 1442. If more than one contractor is listed in Block 14, then a signed joint venture must be submitted with the proposal and the joint venture shall be registered as such in the System for Award Management (SAM). However, each party of the Joint Venture must submit their own Unique Entity Identifier (formerly known as DUNS number) with the JV proposal. Projects performed by contractors other than the offeror, such as teaming partners or subcontractors, will not be evaluated for past performance, unless those other contractors are part of a joint venture offeror as demonstrated by a signed joint venture agreement. If the Offeror represents the combining of two or more companies as a joint venture for the purpose of this RFP, each company in the joint venture may submit project examples, but the total submitted by the joint venture will not exceed three (3).
3.2.1.3 Recency and Relevancy
Recency: All submitted projects shall have been substantially completed no earlier than five (5) calendar years before the closing date of this solicitation.
Relevancy: Projects shall demonstrate the same or similar type of work and complexity to those described in this solicitation. Projects completed outside the Continental United States (OCONUS) must also demonstrate similar construction techniques and standards as CONUS projects.
Projects submitted for the construction contractor shall have an awarded value of at least $500,000 and be for the primary purpose of fire protection renovation/construction with minimal incidental or associated work. Projects submitted for the AE / DOR must have an awarded value of at least $200,000 and be for the primary purpose of design of fire protection systems with minimal incidental work. Submitted projects with major features of work that are unrelated to fire protection will not be considered relevant.
Where a project was awarded as a task order or delivery order under an IDIQ-type contract, Offerors are cautioned to submit information specific to the project awarded by task order or delivery order rather than the base contract itself. Submissions referencing the base indefinite delivery contract alone will not be considered. The Government will not permit multiple projects, such as individual task orders or delivery orders, to be combined to meet the minimum value of any of the three types of projects. Projects with an award value less than the values stated herein will not be considered. Offerors shall provide sufficient detail to clearly demonstrate relevancy.
Offerors shall provide all of the information requested for Factor 2-Past Performance by completing Reference Tab J, Project Information Sheet, to describe each project submitted. Offerors may elect to not use the Project Information Sheet provided, however submissions must provide, at minimum, the same information required by the provided form, as well as adhere to all other requirements of this factor submission. If Project Information Sheet is not used, description shall not exceed 1 page.
For recognized contractor team arrangements, Offerors shall submit a minimum of one (1) relevant project from each member of the team, but Offerors remain responsible to collectively submit at least three (3) relevant projects. Offerors shall not exceed the five (5) project maximum. The Government will review projects in the order they appear in the proposal, and those projects submitted beyond the maximum limitations specified in this factor will not be evaluated.
Offerors shall indicate whether the team members were the prime contractor on each project. Offerors shall also describe their primary roles/duties in execution of the work (i.e., the major components of the project which were completed by the prime’s staff and major components which were subcontracted).
Additionally, Offerors shall provide information as to the size, complexity, distinctive/unique features of each project and any specific information to demonstrate that the project is relevant to the work required by this solicitation. Projects submitted by the team may include those performed by individual team members, as well as those where all team members have prior experience together as a team. Offerors shall clearly demonstrate how their submitted projects are similar in size, scope and complexity, including any distinctive/unique features of each project and any project-specific information that support project relevance to the work required by this solicitation.
All submitted projects shall have been awarded to the Offeror / team member as the prime contractor. In the case of an Offeror which is a JV, the project shall have been awarded to one of the members of the JV as the prime contractor. In the case of an Offeror that is a prime contractor - subcontractor team, the project may have been completed by the subcontractor, as a prime contractor, if a formal prime-sub teaming agreement is provided within the proposal.
3.2.1.3.1 Mentor-Protégé Joint Ventures: Offerors submitting a proposal as a Mentor-Protégé Joint Venture must demonstrate the partners to the joint venture in the aggregate must demonstrate their ability to meet all minimum requirements set forth in the solicitation. Protégé members of joint ventures submitting offers under this proposal must adhere to all requirements set forth in this factor, including the submission of at least one (1) relevant project from each member of the team. However, the following project relevancy requirements are set forth for protégé firms only:
Projects submitted for the construction contractor (if a protégé firm) shall have an awarded value of at least $300,000 and be for the primary purpose of fire protection renovation/ construction with minimal incidental or associated work. Projects submitted for the AE / DOR (if a protégé firm) must have an awarded value of at least $100,000 and be for the primary purpose of design of fire protection systems with minimal incidental work. Submitted projects with major features of work that are unrelated to fire protection will not be considered relevant.
3.2.1.4 Proposals must demonstrate that the offeror (or AE / DOR) was the prime contractor on the submitted projects, and that that firm self-performed at least 15% of the direct contract labor (including testing and layout personnel), exclusive of other general condition or field overhead personnel, material, equipment, or subcontractors to be considered similar.
3.2.1.5 Additional consideration may be given for projects that demonstrate experience with any of the following elements:
a) Design/Build projects
b) Established, working relationship with the proposed DOR on prior Design/Build projects.
c) Experience working with USACE and/or the Defense Logistics Agency
3.2.1.6 The following information shall be provided for each project:
a) Project Title, Contract Number, and Location.
b) Current percentage of construction complete and when it was or will be completed. If project is not yet complete, provide a description of work remaining to be completed.
c) Scope of the project, to include purpose/use of facility. Provide enough detail to determine relevancy of scope.
d) Size of the project; differentiate square footage of new construction versus renovation (if the project includes both).
e) Role of firm; provide a description of type of work performed and percentage of work self-performed.
f) Dollar value of the project.
g) Whether the project was design/build or design/bid/build.
h) Customer Primary Point of Contact and alternate POC (name, relationship to project, agency/firm affiliation, city, state, current and correct phone number, and current and correct email address).
3.2.1.7 For this factor, offerors may also include any ratings, letters, awards, etc. which support past performance on these projects. Any of this information that is submitted shall clearly identify to which of the submitted projects it pertains. A sample Past Performance Questionnaire is attached to this solicitation for your convenience. If used, the Past Performance Questionnaire must be submitted by the offeror with the proposal submission and not sent directly to the agency from the reference. For each project, the offeror may provide information on problems encountered on the identified contracts and the offeror’s corrective action.
3.2.2 Past Performance Evaluation Criteria:
For both the Prime and DOR, the SSEB will first evaluate the relevancy of recent past performance identified in the proposal. By using the criteria identified above, the SSEB will determine how relevant a past project is when compared to the scope, size, and magnitude of effort and complexities of the solicited project. A relevancy rating will be assigned to each submitted project using the Past Performance Relevancy Ratings table above.
For both the Prime/Construction Contractor and A-E DOR, the SSEB will next review how well the offeror performed on those projects. The Government reserves the right to check any or all cited references to verify supplied information and to assess owner satisfaction. In addition to the information submitted by the offeror, the Government may review any other sources of relevant information for evaluating past performance, including similar projects other than those submitted by the offeror. The Government will, at a minimum, review past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/Unique Entity Identifier numbers identified in the offeror’s proposal. Other sources may include, but are not limited to, past performance information retrieved from inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.
The SSEB will review all past performance information collected for both the Prime and DOR. The SSEB will determine the quality of the offeror’s performance, general trends, and usefulness of the information and incorporate this information into the performance confidence assessment. The SSEB will assign a final, overall Performance Confidence rating, using the ratings in the Performance Confidence Assessment table above, based on the SSEB’s assessment of (1) the degree of the offer’s recent, relevant experience, and (2) how well the offeror performed that experience.
NOTE: Ratings will not be individually assigned for the Prime and A/E DOR components of this factor. The Past Performance of both the Prime and A/E DOR will be considered in development of the factor rating.
Offerors shall provide for each submitted project a copy of any interim and the final performance evaluations for the project from the Contractor Performance Assessment Reporting System (CPARS) – OR
– a Past Performance Questionnaire (PPQ), which is provided as an attachment to the solicitation. The offeror may also provide any letters of appreciation or awards received in response to any of the submitted projects. Copies of any CPARS evaluations shall be submitted directly for this Factor as the Government will not retrieve copies of CPARS evaluations on the contractor’s behalf. Submit either CPARS evaluations or PPQs, but not both.
For any projects that did not/do not meet original schedule or performance requirements resulting in assessment of liquidated damages, Offerors shall provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid recurrence.
Past Performance Questionnaire (PPQ). The PPQ included in the solicitation is provided for the Offeror and its team members to submit to the client for each project submitted as part of their proposal. For the purposes of this solicitation, the Government defines the client as the project owner on a submitted project.
Offerors shall complete Blocks 1-4 of the provided PPQ and have the Contracting Activity and/or the Technical Representative responsible for the contract supporting the submitted project complete the remainder of the form. The Offeror shall ensure that correct phone numbers and e-mail addresses are provided for the client POC(s). Offerors should follow-up with clients to ensure timely submittal of questionnaires. Offerors shall submit completed PPQs with their proposal. The Offeror shall provide detailed, current, accurate and complete past performance information in a timely manner. Offerors shall not incorporate PPQs previously submitted for other solicitations by reference.
If the Offeror cannot obtain a completed PPQ from a client for a project(s) before proposal due date, then the Offeror shall complete and submit with the proposal the first page of the PPQ showing all contact and client information (Attachment 2). The Government may contact and interview the POCs and reserves the right to interview other individuals acting for the listed reference if the listed reference is not available. The Government may use personal knowledge or information from other sources in its evaluation of an Offeror’s past performance.
If Offerors are employing a recognized team arrangement, then Past Performance Information must be completed for each team member submitting one or more projects (performed individually or as part of the same team) for Factor 2, Past Performance.
The Government reserves the right to evaluate the past performance of any subcontractor identified in the Offeror’s proposal as part of its assessment of the acceptability of that Offeror’s proposal.
Other information supporting Past Performance may be submitted by the Offeror. Offerors shall make every effort to comply with the requirements of this section, Past Performance, relative to submittal of at least the first page of the PPQ (Attachment 2). Offerors are reminded that supplemental information must not exceed the total page limits established in this factor.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources, may include, but are not limited to, Past Performance information a determination with regards to factor rating for this solicitation, or the acceptability / non-acceptability of an Offeror’s past performance based on the totality of information reviewed.
Evaluation forms should be provided to the Contract Specialist directly from the referenced email address.
The Government may contact references provided for information regarding the offeror’s past performance on the project and for the purposes of assessing and verifying the scope of work performed. This section does not have an overall page limit, as there are no limitations on the pages submitted for CPARS and PPQ forms. However, offerors are limited to one single-sided, 8.5” x 11” pages per project to describe or provide supplementary information. Pages beyond the page limit specified in this factor will not be evaluated.
3.2.2.1 Relevancy Assessment and Rating:
Projects submitted as part of the offeror’s proposal must meet the minimum criteria established in this factor. Projects not meeting the minimum established relevancy requirements will not be considered.
