PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS)
Installation of Thermistor Well Casings at OU4 Fort Wainwright, AK
1. Introduction. CRREL is an Army Corps of Engineers (CoE) basic research laboratory conducting research development and technology evaluation on an interdisciplinary basis to solve strategically important problems of the US Army Corps of Engineers, Army, Department of Defense (DoD), and the Nation by advancing and applying science and engineering to complex environments, materials, and processes in all seasons and climates, with unique core competencies related to the Earth’s cold regions.
This Performance Work Statement (PWS) describes the non-personal services required by the Biogeochemical Sciences Branch (BSB), Cold Regions Research and Engineering Laboratory (CRREL) located in Hanover, New Hampshire with a satellite office at Fort Wainwright in Fairbanks, Alaska. The contracted service, that includes drilling and installation of four thermistor PVC casings to a depth of approximately 150 ft, will provide supplementary resources to the Government to successfully monitor soil temperatures near Ft Wainwright, Alaska (see location in Figure 1). For this PWS, specific tasks are listed in Section 1.3.
Figure 1. Map of area of interest for drilling at Fort Wainwright, AK.
1.1 Mission. The Biogeochemical Sciences Branch at CRREL conceives, plans, and conducts research studies pertaining to the biochemical interactions of natural substances, military and industrial compounds, and emerging contaminants with earth materials such as rocks, minerals, soils, sediment, ice and liquid water under extreme environmental conditions of temperature and moisture availability in seasonal areas. Interdisciplinary investigations integrate research topic areas such as agronomy, biology, inorganic and organic chemistry, environmental engineering, geochemistry, geology, hydrology, and microbiology into a multi-disciplinary workgroup. With an emphasis placed on permanent or seasonally frozen ground, the branch conducts basic research on chemical fate and transport, site assessment, characterization, contaminated soil and wetlands cleanup, and land management. New knowledge is used to further the understanding of complex environmental system interactions over a range of temperatures and moisture content. The results are utilized to support military mission readiness by producing tools (best management plans, risk assessments, mitigation documentation, and sampling protocols) that enable effective planning and decision support. Technology is transferred to the DOD, Nation and the world through guidance documents, technical reports, journal publications, patent releases, plant variety protection releases, and equipment delivery.
1.2 Background. Biogeochemical Sciences explores Network / C3I technologies that use biological and chemical mechanisms, organisms, or processes for sensing, monitoring and reporting of fate and transport of chemicals and materials under local ecosystem conditions, and physical and chemical effects on the vegetative environment and the impact on water, soil, fauna, flora, and ecosystem. Biogeochemical sciences also exploit soil-based geospatial intelligence technologies to identify patterns and relationships in order to elicit information that improves understanding of the operational environment. This includes fusing remote sensing science and Geographical Information Systems to discover relationships between terrain, plants, microorganisms and soils in variable and/or extreme environments and investigating the phenomenology of spatial and temporal patterns for dynamic interactions from biological influences, chemical processes and hydrogeological features.
The Biogeochemical Sciences Branch executes work in all-season biogeochemical processes in earth materials in four broad areas: (1) Wide Area Assessments, (2) Civilian Intelligence, (3) Complex Regolith, and (4) Signature Management.
1.3 Scope. Four ground temperature boreholes will be drilled at four (4) locations where permafrost degradation is likely to occur during a warming climate (Figure 1). These locations will be further refined from the findings from the CRREL geophysical investigations. Subsequent installation of a solid PVC pipe in these boreholes will take place with the purpose to monitor soil temperatures over time, as a function of season, as well as long-term trends.
The thermistor casings will be installed to a depth of approximately 150 ft. If a depth of 150-feet is not feasible due to site conditions, a depth of at least 100-feet will be performed. Because the depth to permafrost varies, due to discontinuous permafrost, the actual depths of thermistor casings will be decided at the time of drilling.
The drilling method will consist of using an air-rotary system, where a dual tube casing will be used to prevent any groundwater from entering the boring. The area where the drilling will occur is considered to be contaminated so environmental and investigation-derived waste (IDW) protocols will be followed. The purpose of the drilling is not for environmental screening, however, steps will be taken to have the cuttings and debris from the drilling process to be captured in a containment system. During drilling, the cuttings will be laid on a heavy-duty tarp. CRREL personnel will screen the cuttings by a photoionization detector (PID). If levels are exceeding 20 ppm, drilling will be paused while awaiting instructions from Fort Wainwright Department of Public Works (DPW) personnel. Up to two samples, depending on the amount of cuttings collected, per boring will be taken by CRREL during drilling in order to determine if there is any contamination for the purpose of disposing the cuttings in a responsible manner. If during screening, PID results are higher than 20 ppm, the cuttings will immediately be moved to a storage facility on Fort Wainwright while awaiting results from the laboratory. For materials with PID results less than 20 ppm, the cuttings will be contained by the contractor in 55-gallon drums (or similar containment) for storage while waiting for results from the laboratory. The storage containers will be covered with a tarp. If laboratory analysis indicate that materials are hazardous waste, the materials will have to be moved to a disposal facility on Fort Wainwright. For non-hazardous waste, the materials can be spread on site.
All equipment will need to be decontaminated between boreholes to avoid cross contamination. If water is generated by the drilling contractor, the water from all four borings will be collected in separate 55-gallon drum (s) (or smaller container depending on the driller’s recommendation). The contractor is responsible to provide proper containment for the cuttings, material, and water.
A solid 1.0-inch diameter threaded, O-ring jointed PVC casing, will be placed within the boreholes, back filled with clean drilling sand and sealed with bentonite clays (or by other methods), to prevent any potential surface water from entering the boring. The PVC pipe is intended to be used to measure soil temperatures using a digital temperature string. The thermistor well surface completions will be completed as a stickup monument constructed out of a six-inch (6-in.) diameter steel pipe painted traffic yellow and set in concrete and covered using a locking.
Each monument will be surrounded by three (3) protective bollards constructed out of a four-inch (4-in.) diameter steel pipe painted traffic yellow set in concrete. Installation of two (2) reflective carsonite reflective markers set perpendicular to another at each monument will also be performed.
There is one optional task (see Option Task) that the contractor can chose to include in the bid. This task includes delivering the cuttings, material, and water to a long-term storage facility at Fort Wainwright. Moving of the materials is only needed if PID results are higher than 20 ppm, or results from the laboratory indicate that materials are hazardous waste. The facility to deliver the materials at Fort Wainwright is yet to be determined, but it will be within a 3-mile radius of the drilling site.
Depending on the access to the selected locations, the drilling and placement of the thermistors will most likely occur during April-December 2022.
2. Period and Place of Performance. Period of performance is 1 April 2022 through 31 December 2022.
Contractor shall perform installation in the vicinity of the landfill at Fort Wainwright, Alaska (see Figure 1).
Unless otherwise authorized in writing by the COR or TPOC, the project site will be available for activities during normal work hours of CRREL, from 6:00AM to 6:00PM, weekdays, excluding Federal holidays. The Government reserves the right to make changes to work hours/days.
3. Performance Requirements. The following section specifies the Performance Objectives and Performance Elements for the contract.
