PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Invasive Mammal Surveying and Control at Fort Cavazos, Texas

1. INTRODUCTION: Fort Cavazos is a world-class, commander-centric, combat-focused installation whose primary focus is supporting commanders preparing their units for assigned missions, overseas or domestically.

Fort Cavazos is one of the largest United States military installations in the world and is the home of III Corps, 1st Cavalry Division, 13th Expeditionary Sustainment Command (13 ESC), First Army Division West, 3rd Cavalry Regiment, and other units. Within this context, Fort Cavazos has an Integrated Natural Resources Management Plan (INRMP) to provide guidance for the implementation and management of natural resources on this Installation in accordance with the Sikes Act Improvement Act. Wild pigs, present within most of the training areas, are a serious ecological problem; they trample vegetation, disturb soils while rooting, degrade aquatic habitats by wallowing, compete with and prey on native species, and reduce oak recruitment necessary for maintaining the health of the endangered golden-cheeked warbler habitat. Fort Cavazos has an active invasive species management program that employs intensive efforts to eradicate and prevent re- establishment of current wild pig populations. As a component of this effort, Fort Cavazos requires helicopter services for monitoring and management of wild pig populations. In collaboration with ERDC-CERL, the data from these efforts are used to model populations of wild pigs (as well as other game ungulate species) that are used in invasive and game mammal management planning for the installation.

2. OBJECTIVE: This Performance Work Statement (PWS) requires the procurement of professional helicopter services to provide Invasive Mammal Surveys and Control at Fort Cavazos, Texas.

3. MAJOR REQUIREMENTS: In order to accomplish the above objective, the Contractor shall complete the following task:

Task 1 – Helicopter Flight Services: The Contractor shall provide periodic helicopter flight services for the Fort Cavazos Directorate of Public Works (DPW) Natural Resources Management Branch to provide Non-endemic Mammal Control Services. The Contractor shall provide the helicopter and pilots to Government biologists within the Fort Cavazos airspace who will perform the wildlife surveys and invasive species control. All flights conducted under this task shall have Government personnel aboard the aircraft who will perform tasks related to wildlife surveys and invasive species control.

The Contractor shall provide an Aviation Project Manager who shall be available during normal duty hours to conduct overall management coordination and furnish liaison with the Government. The Aviation Project Manager shall be the point of contact with the Government for this task. The Contractor shall provide the name, address, and telephone number(s) for the Aviation Project Manager and alternate at the time of proposal submission. The Contractor shall verbally notify the Contracting Officer of changes as they occur and provide written changes not later than ten working days after effective date of the change.

v. Flights shall be terminated by the Pilot in Command at any time when weather conditions and/or mechanical conditions are considered unsafe. The Government personnel will terminate flights when weather conditions adversely affect the purpose of the mission.

vi. Prior to entering any Fort Cavazos Training Area, the Pilot in Command shall contact and receive clearance from Phantom Radio.

vii. Prior to entry into the Corp Air Route Structure, the Pilot in Command shall contact and receive clearance from Phantom Radio.
