This is a Description of Requirement (DOR) for an expeditionary dredging effort in Agat Harbor, Guam, managed by the U.S. Army Corps of Engineers (USACE) Honolulu District in coordination with the Engineering Research and Development Center (ERDC) Coastal and Hydraulics Laboratory. The project requires removal of approximately 8,000 cubic yards of sediment from Agat Harbor with deposit to stabilize the southeast side of Nimitz Beach Park. The work will be executed by Naval Construction Force (Seabee) labor with ERDC technical support. Performance is scheduled to begin with mobilization on Monday, April 27, 2026, with actual dredging commencing May 4, 2026, for a planned 10-day operational period plus an optional 5-day weather/equipment malfunction contingency window.
The contractor must supply a 30-ton excavator with 90mm pin diameter for the hydraulic dredge head, an 80ft x 50ft jack-up floating barge equipped to house a 10K lb. Hydraulic Power Unit with specific pump circuit specifications (85 GPM and 40 GPM at 4600 psi), crane capability for loading/unloading 20ft Conex boxes (up to 30K lbs.), and delivery of 60 tons of 1-inch aggregate to Nimitz Beach Park on April 27, 2026. Four optional equipment packages are available including compact track loaders, additional excavator bucket with thumb and jackhammer, dozer with 6-way blade, 10-ton capacity loader, shallow draft support vessel, alternative HPU specifications, and a day rate provision for weather delays or equipment malfunction (not to exceed 5 days). Operations will occur at Agat Harbor, Guam (Highway 2, Agat, Guam 96915) with 10-hour workdays planned. Security requirements mandate contractor personnel compliance with force protection measures, vetting via NCIC-III and Terrorist Screening Database for unescorted installation access, completion of DoD/Army security training within 30 days of award, and physical access control procedures. 3.2 Stabilize Nimitz Beach Park.
4.0 Materials and Equipment to be supplied by the contractor:
4.1 Equipment to be provided includes an Excavator for use with the hydraulic dredge head. 30 Ton model which has a digging depth of 23 ft 11 in is required to be included within the rental. The pin diameter must be 90mm to utilize it for operating the dredge head. This will allow for the dredge head to fully lock into the bucket pins.
4.2 Barge configuration required is 80ft x 50ft, jack up floating barge. This barge will be utilized to house a Hydraulic Power Unit (HPU), to run the dredge, is approximately 10K lbs. in weight with a dimension of 86”X86”X126”. It will be required to rest behind the excavator while in operation. The barge will be required to spud down in place while dredging to resist the head motion from side to side. Please ensure adequate dunnage to rest the dredge head on deck after use each day. The HPU is a skid mounted configuration and will require dunnage and blocking while on deck.
4.3 The capacity to load and unload equipment, to include 20ft Conex boxes with a crane at the site will be required in the event equipment needs to be switched out or oƯ-loaded during operations for any reason. The max weight would be approximately 30K for a loaded Conex box.
4.4 10-hour workdays are planned during each rental day.
4.5 60-tons of 1inch aggregate to be delivered to the northeast corner Nimitz Beach Park parking lot (13°21'54"N 144°39'00"E) for placement on or about the access road to the beach on Monday, April 27, 2026. Driver will be met by the local project manager.
5.0 Options:
