PERFORMANCE WORK STATEMENT
Load Frame Relocation
1 Introduction:
The Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, NH has a requirement for rigging services for relocation of a Riehle FH-300 load frame from the first floor of the CRREL main lab to the CRREL subbasement. The Contractor shall be responsible for all required load frame disassembly, movement, and reassembly.
1.1 Scope
Overview The scope of this work is to move a Riehle FH-300 Universal Testing Machine from the first floor of the CRREL Main Lab to the subbasement. The frame is depicted in Figure 1 – detailed shop drawings are provided in Exhibit A.
Relevant measurements of the load frame are as follows:
1. The overall dimensions of the loading frame assembly (without hydraulic control console) are 58 inches in width, 32 inches in depth, and 130 inches in height.
2. The maximum weight of the frame without control console is 13,000 pounds.
3. The following weights of major components are provided, referencing part numbers provided in Exhibit A:
a. Frame base (1) and plate (37) – 6,550 lbs.
b. Loading heads (41,49) – 1,500 lbs./each
c. Screw Rods (101) x2 – 550 lbs./each
d. Tension Rods (103) x2 – 600 lbs./each
Disassembly Doorway height and freight elevator load ratings preclude movement of the frame loading assembly intact. The frame will require disassembly to the point of removal of the screw and tension rods. The Contractor shall refer to the provided drawings and its own mechanical expertise to disassemble the frame such that the stand can be reassembled with no impact to operation after it is moved. The Government will verify full test stand functionality at the conclusion of the relocation. For initial reference, an outline of possible disassembly sequence is provided below:
1. Top alignment bracket removal (parts 106, 50)
2. Upper crosshead removal (part 49)
3. Tension rod removal (parts 103 and nut under platen (37))
4. Rest lower crosshead (41) on platen, remove screw rod retaining nuts (43)
5. Loosen key retention mechanisms in screw rod drive sprockets (9)
6. Remove screw bearing bolts (2) from screw rods (101)
7. Remove screw rods (101) from base (1)
These steps are provided as information for the Contractor and shall not be construed as authoritative or correct. The Contractor shall independently define and implement a disassembly sequence based on the provided drawings, inspection of the loading frame, and its experience with similar mechanical systems. The Contractor shall coordinate with the Government Technical Point of Contact (TPOC) to ensure the frame is in the proper configuration before disassembly begins.
Figure 1: Riehle FH-300 in currently installed location Prior to disassembly of the frame, the Government will remove the suspended ceiling to provide Contractor clearance and working room. The overall ceiling height without the suspended ceiling is a minimum of 13 feet 6 inches. Prior to the start of work, the Contractor shall coordinate with the TPOC to confirm final positioning of the frame and disconnection of the control console. After disconnection, it will not be possible to position the lower control head. The hydraulic control console need not be moved by the Contractor.
Moving The disassembled frame components shall be relocated and reassembled by the Contractor. The route which these components must take is detailed in Figures 2, 3, and 4. Components will transit through the laboratory space shown in Figure 3, into the freight elevator shown in Figure 4, down one floor, and out to the exterior of the building (Figure 5). The freight elevator has an 8 foot by 8-foot door opening, is 12 feet deep, and has a rated capacity of 9,000lb. While the freight elevator has opposing doors on either end of it’s 12’ depth, only one opens on the entry floor. Both doors can be opened on the floor below, with the exterior exit shown in Figure 5.

After frame components have been relocated to exterior of the building, they shall be moved and reassembled from location A to location B as depicted in Figure 6. The final location of the reassembled frame shall be immediately within the roll up door at location B, shown in Figure 7. The roll-up door has a minimum overhead clearance of 11 feet 7 inches.
The sequence of reassembly and movement is at the discretion of the Contractor; however, these operations shall be conducted such that no damage to components or assemblies occurs that would affect operation. Further, the
Contractor is responsible for ensuring no damage occurs to any part of the CRREL facilities while performing the services required in this scope.
The frame shall be reassembled to the configuration in which it was disassembled and placed on cribbing such that a minimum 4 inch high 48-inch-wide gap is accessible through the open roll up door. The frame is not expected to be operable following reassembly, as it will not be connected to hydraulic or electric power, however there should be no impact to the function of the frame as a result of disassembly, movement, and reassembly.

2 General Requirements The Contractor shall plan, program, administer, manage, execute, and complete the work necessary to provide the specified services. The Contractor shall perform all administrative services, such as material procurement, quality control, financial control, and correspondence, and maintain accurate and complete records and files.
Movement of frame must be complete no later than 5 September 2025. All activities must be coordinated with the TPOC or Contracting Officer’s Representative (COR).
The Contractor shall designate a primary POC for work being performed during the execution of the contract. The Contractor primary POC shall keep the COR informed of the work progress and be available to the COR in the event of a change in the schedule or if any problems arise.
2.1 Non-Personal Services
The Government shall neither supervise the Contractor employees nor control the means or methods by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (KO) immediately.
2.2 Business Relations
Once notified by the Government of an executed contract, the Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of the deliverables.
2.3 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration:
2.3.2 Contract Administration
The Contractor shall have the responsibility for supervising the support required and provide a POC for the Government to notify in case of emergency, proposed additions to the scope of work, and Government complaints about the performance of the work.
2.4 Quality Assurance
The Government will periodically evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP) and PWS.
2.5 Subcontract Management
The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement.
2.6 Location and Hours of Work
The work location is US Army Corps of Engineers, Cold Region Research and Engineering Laboratory, located at 72 Lyme Road, Hanover, NH 03755. CRREL is open for business from 0700 to 1700 Monday through Friday. If the Contractor requests access earlier than 0700, it must be coordinated the day before with the COR. If the Contractor requests access after 1700, it must be coordinated by 1500 that day with the COR.
2.7 Travel / Temporary Duty (TDY)
The Contractor is responsible for arranging all travel to accommodate the PWS including mobilization of necessary contractor employees to accomplish all tasks stated in PWS, or through management of subcontractors as directed by Contractor.
2.8 Information Management
Controlled Unclassified Information (CUI). Regarding DFARS clauses 252.204-7012 and 252.204-7020, CRREL does not plan to deliver or receive CUI data under this contract effort.
3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract. The Contractor shall conduct the following specified work:

Marginal Performance does not meet some contractual requirements. The contractual performance reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear marginally effective or were not fully implemented.
3.2.b Surveillance Matrix The following surveillance matrix ensures that the Government and contractor have a clear understanding of how contract performance will be monitored and evaluated. The surveillance matrix outlines task performance standards, methods of surveillance, acceptable performance standards, and relevant incentives/remedies.

4.0 Other Provisions
Covering requirements for personnel conducting the work.
A. Department of Defense Safety Policies: DoD safety protocols are enforced on the CRREL site. All
Contractor personnel shall comply with the safety guidelines in effect before being allowed on the premises. This may include, but is not limited to, answering a health questionnaire, and wearing personal protective equipment (PPE) while on site.
B. Overview: This contract is subject to the requirements of and shall be in accordance with EM 385-1- 1, U. S. Army Corps of Engineers Safety and Health Requirements Manual, OSHA 29 CFR 1910 regulations covering personnel protective equipment, the CRREL Safety Office, and to any other local, state, and federal regulations that apply to the work. All Contractor personnel shall always maintain safe practices and procedures while on the CRREL site.
C. Personal Protective Equipment (PPE): Contractor personnel performing work on site shall comply with OSHA PPE standards for protective equipment. Each specific task will be assessed, and the appropriate PPE shall be used. Examples include, but are not limited to: Gloves, glasses, hard hat, face shield, steel toed shoes, and respiratory protection. Contractor is required to supply his employees with proper PPE.
D. Routes of Egress: The Contractor shall ensure work does not block egress routes in the case of an emergency.
E. Fall Protection: Fall protection threshold height is 4 feet. The Contractor shall comply with EM 385-1-1 Safety and Health Requirements Manual when accessing work areas at or above that threshold.
F. Equipment: Contractor equipment used to access work areas (i.e. ladders, lifts, cranes) shall be current with manufacturer’s safety inspections and certificates. Inspection certificates must accompany any equipment used on site. Equipment shall be made available for inspection by the COR prior to start of work on site.
G. Barriers/Barricades and Signage: The Contractor shall provide barriers or barricades and signage as necessary to ensure unauthorized pedestrian or vehicle traffic cannot enter into work areas until safe to do so.
4.3 Antiterrorism/Operations Security (AT/OPSEC)
1. General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements;
all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
2. Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the
National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.
3. Suspicious Activity Reporting training (e.g., iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.
4. Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.
4.5 Smoking
Smoking shall comply with the CRREL Smoking Policy, which, in general, prohibits smoking on site except in a designated smoking area. Designated smoking areas will be discussed at the post award conference.
4.6 Government-furnished Utilities
The Government will furnish to the Contractor, in reasonable quantities, electricity to successfully complete this contract.
4.7 Control of Waste
During performance of all work on site, Contractor shall control waste and debris to ensure that it stays within the work area. Contractor shall remove waste and debris from the site and properly dispose of it daily.
4.8 Tools and Equipment
Tools and equipment used under this contract shall be maintained in good condition and shall be used and stored always using safe practices and procedures in accordance with manufacturer’s instructions and recommendations. Tools and equipment shall be restricted to the immediate work area unless alternate arrangements are requested and approved through the COR.
4.9 Damage to Worksite
Test stand relocation shall not cause any damage to CRREL facilities. The Contractor shall repair at its own expense all damages that occur to CRREL facilities if damages are caused as a result of contractor negligence. All repairs shall be done as directed by the Government.
5.1 Contractual Disclaimer
Contractor is hereby notified that NO CRREL/DPW EMPLOYEE has the authority to direct contract employees in any way to alter their contractual obligations. If the Government does desire to alter requirements, changes will be issued in writing and signed by the Contracting Officer (KO) sited in your contract. Contractor’s employees shall take no action on any change unless and until the POC receives such a contract modification.
5.2 Inspection and Work Completion
a. Overview: This contract is subject to routine Government inspections throughout the performance of Contractor work and a final Government inspection upon completion of each task.
b. Inspections: Routine Government inspections will, among other things, help ensure continuous quality assurance and more quickly identify defects. Contractor shall repair defects as directed by the Government at Contractor’s own expense.
c. Work Completion: Upon Contractor completion of the Work, the Government will make a final inspection to confirm the following:
All defects have been corrected as directed.
All work has been completed.
All work areas are left clean.

INVOICING INSTRUCTIONS

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
