Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

23-ton #1 chiller repairs and 23-ton #2 chiller 8,000-hour maintenance

1 Introduction. The US Army Corps of Engineers Cold Regions Research and Engineering Lab (CRREL) located at 72 Lyme Road, in Hanover, New Hampshire has a requirement to repair one (1) ammonia chiller system (hereafter referred to as the 23-ton #1 system) and conduct preventative maintenance on one (1) other identical ammonia chiller system (hereafter referred to as the 23-ton #2 system). Both 23-ton (#1 and #2) systems include a GEA model 125GMX compressor package charged with R-717. The GEA compressor skids are integrated into refrigeration packages to cool CRREL’s main cold glycol loop.

1.1 Scope. The Contractor shall furnish all labor, supervision, tools, materials, equipment, incidental engineering, transportation, and any other items and services necessary to perform the tasks under the 8,000 hour service interval on the 23-ton #2 system and required repairs on the 23-ton #1 system. All work will follow guidance in each system’s respective manual and guidance from manufacturers regarding safety, materials used, and methods.

2 General Requirements. The Contractor shall plan, program, administer, manage, execute, and complete the work necessary to provide the specified services. The Contractor shall perform all administrative services, such as material procurement, quality control, financial control, and correspondence, and maintain accurate and complete records and files.

The Contractor shall have a minimum of five years’ experience in installation, troubleshooting and maintenance of GEA-manufactured chillers. The Contractor must also have the experience and permissions to utilize GEA’s vibration monitoring and analysis platform. This experience must be documented in the RFP.

(1) Contractor Primary Point of Contact (POC). The Contractor shall designate a primary POC for work being performed during the execution of the contract. The Contractor primary POC shall keep the Contracting Officer’s Representative (COR) informed of the work progress and be available to the COR in the event of a change in the schedule or if any problems arise. The primary POC is required to be present at an initial Pre-Work Conference after award of this contract.

2.1 Non-Personal Services. The Government shall neither supervise the Contractor employees nor control the means or methods by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (KO) immediately.

2.2 Business Relations. Once notified by the government, the Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of the deliverables.

2.3 Contract Administration and Management

The following subsections specify requirements for contract, management, and personnel administration:

2.3.1 Contract Management

The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.

2.3.2 Contract Administration

The Contractor shall have the responsibility for supervising the support required and provide a POC for the Government to notify in case of emergency, proposed additions to the scope of work, and Government complaints about the performance of the work.

2.3.3 Personnel Administration

The Contractor shall provide all management and support as required. The Contractor shall make any necessary travel arrangements for employees.

2.4 Quality Control. The Contractor shall develop, and submit to the COR for approval, a quality control program to ensure fire, safety and security services are performed in accordance with established standards, within 30 days contract award. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the Contractor shall develop quality control procedures addressing the areas identified in the Performance Requirements Summary (PRS).

2.5 Quality Assurance. The government will periodically evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan and PRS.

2.6 Subcontract Management. The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime Contractor will manage work distribution to ensure there are no Organizational Conflicts of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Contracting Officer (KO) or Contracting Officer Representative (COR). Cross teaming may or may not be permitted.

2.7 Location and Hours of Work. Accomplishment of the work contained in this PWS requires the work to be performed at the ERDC's Hanover, New Hampshire facility. The work must be performed at CRREL, 72 Lyme Road, Hanover, New Hampshire 03755. The laboratory is open for business from 0600 to 1800 Monday through Friday. If the Contractor requests access earlier than 0600, this must be coordinated the day before with the COR. If the Contractor requests access after 1800, this must be coordinated by 1500 that day with the COR.

2.8 Travel / Temporary Duty (TDY). The Contractor is responsible for arranging all travel to accommodate the PWS including mobilization of necessary contractor employees to accomplish all tasks stated in PWS, or through management of subcontractors as directed by Contractor. It is anticipated that this contract will require substantial TDY of specialist technicians. TDY per diem rates must be capped at those of the Government, including hotel ($141.00/day for the Hanover locality).

3 Performance Requirements. The following section specifies the Performance Objectives and Performance Elements for the contract. The contractor shall conduct the following specified work:

3.1 Specific Repair and Maintenance Activities

The following activities must be conducted by the contractor.

1. The 23-ton #1 system has been diagnosed by its manufacturer to have an internal leak in the plate and frame heat exchanger, which is an Alfa Laval ALFANOVA HP 76-140H (serial #AAD000018124). The internal leak has caused a significant amount of the R-717 within the overall refrigeration package to dissolve into the cooling water, which has gone to a drain. The Contractor shall replace the plate and frame heat exchanger with an equally capable (with respect to heat transfer capacity) heat exchanger that has excellent protection against both R-717 and water conditions. The selected heat exchanger shall be un-gasketed and have the same or greater pressure and temperature ratings as the current HP 76-140H model.

Multiple sources of water are used to condense the R-717 including City of Hanover water and locally pumped and treated groundwater which is presumed to be soft water. Due to the variety of water chemistries, all wetted surfaces within the heat exchanger shall be 316 stainless steel or comparable. The technical specifications for the existing heat exchanger are presented in attachment A. The specific model of heat exchanger to be installed shall be presented in the Contractor’s proposal. Following the replacement of the heat exchanger, the R-717 system shall be recharged by the Contractor. The Contractor shall also ensure oil level is within manufacturer’s specifications, adding oil, if needed.

2. The Contractor shall replace and/or repair water piping within the 23-ton #1 enclosure. The 23-ton #1 system also has a pinhole leak at one of the fittings of the water piping associated with the plate and frame heat exchanger within the system enclosure. The current water piping was installed in the field after the refrigeration enclosure was delivered to CRREL, so no drawings are available. However, photos of the water piping to be replaced are shown in attachment B. The piping is a combination of 2” and 1.5” piping and is predominantly copper. The Contractor shall replace all water piping within the 23-ton #1 system enclosure such that:

a. Piping does not leak under the applied pressures (approximately 110psig);

b. Configuration of control valves, piping diameters and lengths, and instrumentation currently installed are preserved (attachment B); and

c. All wetted materials have excellent durability to the conditions they will be exposed to.

Following the repairs to the 23-ton #1 system, the refrigeration package shall be operated by the Contractor (with CRREL’s consultation) to ensure operability.

3. For the 23-ton #2 system the Contractor will perform all maintenance tasks recommended under an 8,000 hour service interval as shown in attachment C, Table 5-1. The Contractor will provide a written report documenting all maintenance performed, the status of each component prior to maintenance, any measurements taken, along with any additional noteworthy findings. The 23-ton #2 system shall be tested for at least 24 hours following the maintenance servicing.

Note: During performance of this contract, the Contractor shall ensure at least one chiller is reliable and operating to meet CRREL’s refrigeration demand.

All deliverables must be submitted to the COR prior to the end of the period of performance of the contract.

Additionally, the contractor must furnish a report (minimum one (1) page) synopsizing the findings and conclusions of the completed maintenance effort.

3.2 Performance Requirements Summary

3.3 Cleanup. The contractor is responsible for the area being free of debris, equipment, and other materials used or generated during the contract prior to close out of the contract.

4.0 Other Provisions. Covering requirements for personnel conducting the work.

4.1 Licensing/Certifications:

A. Overview: The Contractor must provide copies of their personnel’s licenses and/or certifications that pertain to this project; any licenses and certifications pertaining to GEA internal programs and EPA Universal Refrigeration licensure are relevant to this project. EPA Universal Refrigeration licensure is mandatory for all technicians working on the contract.

B. Site Safety and Health Officer (SSHO): The Contractor shall designate one Person as the SSHO and their training, experience, and qualifications shall be in accordance with EM 385-1-1 (corps of Engineers Safety and Health Requirements Manual). The Contractor shall submit documentation of SSHO qualifications to the COR.

(1) The SSHO shall be responsible for briefing and insuring correct training of all contractor and subcontractor personnel on the site.

(2) The SSHO shall have a minimum of 2 years’ experience in similar work environments; shall have experience in personal protective equipment; and a working knowledge of safety procedures as well as Federal and State occupational safety and health regulations.

(3) The SSHO shall have at least a 10-hour OSHA Safety Class certificate.

(4) Contractor employees performing other duties on site, that are qualified, may also be the designated SSHO for this project.

(5) The SSHO should always be on-call while Contractor and sub-Contractor personnel are on the site.

C. Disciplines: Vendor shall provide a copy of each employee’s licenses and certifications to the COR.

(1) HVAC&R Technicians – Vendor personnel performing the installation and maintenance of the refrigeration equipment shall have an HVAC&R Technicians license. It shall be provided either from a reciprocal state, NATE, or other equivalent recognized certification. Refrigeration and HVAC technicians shall hold an EPA Universal Refrigerant License.

(2) Electrical – Contractor personnel accessing panels shall have NFPA 70E Compliant Arc Flash Safety training.

4.2 Post Award Conference:

A. Overview: Contractor shall attend an onsite post award conference that will be arranged by the

Government representative before any work on site commences.

B. Purpose: The purpose of the conference is to ensure all requirements for submittals are met, to discuss scheduling, to review safety, security, describe the plan for conducting the maintenance and exploratory work, inform Contractor of Government lines of authority, and to address other subjects or questions that may be raised by either the Government or Contractor.

C. Requirements: Contractor SSHO must be present and shall bring with them to the conference all submittals related to the contract Accident Prevention Plan. See 4.1.B for SSHO Requirement per EM385-1-1. Work shall not commence on site until the conference has taken place, all submittals have been approved, and there are no outstanding issues.

5.0 Safety:

A. Department of Defense Safety Policies: DoD safety protocols are enforced on the CRREL site. All Contractor personnel shall comply with the safety guidelines in effect before being allowed on the premises. This may include, but is not limited to, answering a health questionnaire and wearing personal protective equipment (PPE) while on site.

B. Overview: This contract is subject to the requirements of and shall be in accordance with EM

385-1-1, U. S. Army Corps of Engineers Safety and Health Requirements Manual, OSHA 29 CFR 1910 regulations covering personnel protective equipment, the CRREL Safety Office, and to any other local, state, and federal regulations that apply to the work. All Contractor personnel shall maintain safe practices and procedures at all times while on the CRREL site.

C. Accident Prevention Plan (APP): Contractor personnel will verbally brief COR on APP before commencing work. APP will be available for reference during post-award meeting.

D. Personal Protective Equipment (PPE): Contractor personnel performing work on site shall comply with OSHA PPE standards for protective equipment. Each specific task will be assessed, and the appropriate PPE shall be used. Examples include, but are not limited to: Gloves, glasses, hard hat, face shield, steel toed shoes, and Arc Flash clothing. Contractor is required to supply his employees with proper PPE.

E. SDS Sheets: Contractor shall submit to COR for review at least 2 business days before bringing on site. NOTE: No products or equipment containing Trichloroethylene (TCE) or exposed to TCE may be used or brought on site.

F. Routes of Egress: The Contractor shall ensure work does not block egress routes in the case of an emergency.

G. Fall Protection: Fall protection threshold height is 4 feet. The Contractor shall comply with EM 385-1-1 Safety and Health Requirements Manual when accessing work areas at or above that threshold. OSHA Fall Protection Training for Competent Person is acceptable.

H. Equipment: Contractor equipment used to access work areas (i.e. ladders, lifts, cranes) shall be current with manufacturer’s safety inspections and certificates. Inspection certificates must accompany any equipment used on site. Equipment shall be made available for inspection by the COR prior to start of work on site.

I. Barriers/Barricades and Signage: The Contractor shall provide barriers or barricades and signage as necessary to ensure unauthorized pedestrian or vehicle traffic cannot enter into work areas until safe to do so.

J. Portable Extension Cords: If it is necessary to use portable extension Cords, they shall be sized in accordance with manufacturer ratings for the tool to be powered and protected from damage.

Portable extension cords shall be GFCI and shall meet the requirements of NFPA 70, NFPA 70E and OSHA electrical standards.

K. Asbestos: If the Contractor encounters any material that could contain asbestos, they shall immediately report finding to COR. The material shall not be disturbed until it has been investigated and identified.

6.0 Scheduling:

A. Overview: Scheduling will be discussed at the post award conference. Work shall not commence until the work schedule has been approved. Once approved, the schedule shall be strictly followed. No changes can be made by the Contractor without prior approval of the COR.

B. Work Hours: Unless otherwise authorized in writing by the COR, the project site will be available for activities during normal work hours of USACE, from 6:00 AM to 6:00 PM, weekdays, excluding Federal holidays. The Government reserves the right to make changes to work hours/days.

C. Period of Performance: The Period of Performance is from date of award to 31 March 2025.

7.0 Antiterrorism/Operations Security (AT/OPSEC):

7.1. General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures—this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

Contractor personnel allowed on site shall follow all sign-in and security regulations as directed by the CRREL Security Office and the Contracting Officer Representative (COR), and as listed below:

A. U.S. Citizens – Only U. S. Citizens are allowed on site.

B. Personnel List – Contractor shall supply the COR with a list of his employees who will be working on the CRREL site.

C. Positive Picture ID – Contract personnel shall provide a positive picture ID prior to site access.

D. Identification Badges – Contractor personnel are required to sign in with Security and to obtain and wear security identification badges while on the Government site.

E. Weapons – No weapons of any kind are allowed on site either in vehicles or on persons.

F. Access/Deliveries – Contractor shall notify the COR the day before or as soon as possible when Contractor or his subcontractors are to arrive or deliveries of equipment and/or supplies are to occur.

Contractor must receive his or his subcontractor’s own deliveries. Government personnel are not allowed to receive deliveries for any Contractor.

G. General Disruption – General disruption by Contractor is limited to the immediate work areas.

Contractor products, tools, and/or equipment shall stay within the immediate work areas.

H. Tools/Equipment – Contractor is strictly responsible for the security of all products, tools, and/or equipment used during the duration of this contract.

I. Site Visits – Contractor should provide notice two weeks before commencing work with a scheduled date to arrange security clearance on site. For site visits related to planning before work begins, two days of notice with COR are required, including full legal names of any visitors.

J. Smoking Policy - Smoking shall comply with the CRREL Smoking Policy, which, in general, prohibits smoking on site except in a designated smoking area. Designated smoking areas will be discussed at the post award conference.

K. Government Furnished Utilities - The Government will furnish to the Contractor, in reasonable quantities, water and electricity in order to successfully complete this contract. Contractor may use the sanitary facilities in the Main Lab and FERF.

L. Control of Waste - During performance of all work on site, Contractor shall control waste and debris to ensure that it stays within the work area. Contractor shall remove waste and debris from the site and properly dispose of it on a daily basis.

M. Tools and Equipment - Tools and equipment used under this contract shall be maintained in good condition and shall be used and stored using safe practices and procedures at all times in accordance with manufacturer’s instructions and recommendations. Tools and equipment shall be restricted to the immediate work area unless alternate arrangements are requested and approved through the COR.

GFCI protection is required for portable tools and portable extension cords.

N. Damage to Work or Site - Installation of new materials shall not cause any damage to surrounding areas or items. Contractor shall repair, at his own expense, all damages that occur to new work, the work areas, or any surrounding areas or items if damages are caused as a result of the performance of Contractor work under this contract. All repairs shall be done as directed by the Government.

7.2. Antiterrorism (AT) Level I training: All contract personnel requiring routine access to Army installations, facilities, and controlled access areas, or requiring network access shall complete initial and annual refresher AT Level I awareness training. Online AT Level I awareness training is available at https://jko.jten.mil/ (website subject to change).

7.3. Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

7.4. Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something):

All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.

7.5. Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements.

Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

8.0 CONTRACTOR INSTRUCTIONS. Contractor is hereby notified that NO CRREL/DPW EMPLOYEE has the authority to direct contract employees in any way to alter their contractual obligations. If the Government does desire to alter requirements, changes will be issued in writing and signed by the Contracting Officer (KO) sited in your contract. Contractor’s employees shall take no action on any change unless and until the POC receives such a contract modification.

9.0 INSPECTION AND WORK COMPLETION:

A. Overview: This contract is subject to routine Government inspections throughout the performance of Contractor work and a final Government inspection upon completion of each task.

B. Inspections: Routine Government inspections will, among other things, help ensure continuous quality assurance and more quickly identify defects. Contractor shall repair defects as directed by the Government at Contractor’s own expense.

C. Work Completion: Upon Contractor completion of the Work, the Government will make a final inspection to confirm the following:

1) All defects have been corrected as directed.

2) All work has been completed.

3) All work areas are left clean.

4) All badges issued to Contractor employees have been returned to the CRREL Security Office.

10.0 Controlled Unclassified Information (CUI). Regarding DFARS clauses 252.204-7012 and 252.204-7020, there is no CUI data involved in this contract effort.
