Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

Cold Box 22 Liner Installation

1 Introduction The Contractor shall install a Rhino Linings™ brand RhinoArmor® 11-90 XC urethane polymer coating protective liner inside an existing refrigerated chamber to protect the floor and lower portion of the walls from water infiltration (and subsequent freezing) into the cracks between insulated panels. The liner shall be applied in a way that ensures that any water on the floor of the chamber either stays on the surface of the liner or drains to the floor drains, which will remain accessible after the liner is installed. The Existing chamber is a Cincinnati Sub-Zero (CSZ) Model WM-1200-10-10-SC/RRAC system. The serial number for the chamber is 16-WM-16188. Drawings of the chamber are presented in Appendix C to assist with dimensions and quantities calculations.

c. Appendix C: Existing Cold Chamber Drawings.

1.1 Scope

The Contractor shall furnish all labor, supervision, tools, materials, equipment, incidental engineering, transportation, and any other items and services necessary to install the liner. The Contractor shall prepare all surfaces to ensure that the liner can fully adhere under the temperature and moisture conditions of the cold box. The chamber will operate from -40 degrees Celsius (C) to +40 degrees C and relative humidity will vary from as low as 15% to 100%. The walls are predominantly painted galvanized steel and the floor is 1/8” aluminum threadplate. The Contractor shall prepare all surface and apply product in accordance with the coating manufacturer requirements and specifications in Appendix B for the two different substrates: galvanized steel and aluminum.

The liner shall cover the floor and walls to a minimum of 2.5 feet above the floor surface and shall be applied such that the finished liner is one continuous surface (no seams). The liner shall cover the floor under the door and the inside of the doorframe to 2.5 feet above the floor. The liner shall not be applied to the swinging door panels themselves. The chamber has two small floor drains in the rear of the chamber (Appendix C) which shall not be covered by the liner so that the drains are functional after liner application.

The liner shall be applied to a thickness of 120 mils (0.12”) nominal and no thinner than 80 mils (0.08”). Color shall be Federal Green (per the color options on the options in Appendix A). The final surface shall be pebbled or textured to minimize risk of slipping.

The Government will provide compressed air (80-100 psig), 120/208 3-phase electrical, and 120 single phase electrical within the vicinity of the work area. The work performed under this contract shall not pose a health risk to the work area due to vapors, dust, excessive noise, etc. Mitigation of any ambient air quality concerns shall be the responsibility of the Contractor in coordination with CRREL. Safety data sheets (SDS) for all materials used shall be provided to the CRREL Contracting Officer’s Representative (COR) prior to use or application.

The Contractor shall provide equipment needed to cure the liner in accordance with manufacturer’s specifications.

The ambient air of the work area is in the range of 65 to 85 degrees Fahrenheit (F) and is ventilated, but not conditioned.

2 General Requirements The Contractor shall plan, program, administer, manage, execute, and complete the work necessary to provide the specified services. The Contractor shall perform all administrative services, such as material procurement, quality control, financial control, and correspondence, and maintain accurate and complete records and files.

Contractor shall have a minimum of one year’s experience in installation of the selected brand of epoxy coating in similar or unconventional applications.

Contractor shall coordinate work with COR as needed to minimize any disruption to facility operation.

(1) Contractor Primary Point of Contact (POC). The Contractor shall designate a primary POC for work being performed during the execution of the contract. The Contractor primary POC shall keep the COR informed of the work progress and be available to the COR in the event of a change in the schedule or if any problems arise. The primary POC is required to be present at an initial Pre-Work Conference after award of this contract.

2.1 Non-Personal Services

The Government shall neither supervise the Contractor employees nor control the means or methods by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (KO) immediately.

2.2 Business Relations

Once notified by the Government of an executed contract, the Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of the deliverables.

2.3 Contract Administration and Management

The following subsections specify requirements for contract, management, and personnel administration:

2.3.1 Contract Management

The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.

2.3.2 Contract Administration

The Contractor shall have the responsibility for supervising the support required and provide a POC for the Government to notify in case of emergency, proposed additions to the scope of work, and Government complaints about the performance of the work.

2.3.3 Personnel Administration

The Contractor shall provide all management and support as required. The Contractor shall make any necessary travel arrangements for employees.

2.4 Quality Control

The Contractor shall develop, and submit to the COR for approval, a quality control program to ensure fire, safety and security services are performed in accordance with established standards, within 30 days contract award. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the Contractor shall develop quality control procedures addressing the areas identified in this PWS.

2.5 Quality Assurance

The government will periodically evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan and PWS.

2.6 Subcontract Management

The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime Contractor will manage work distribution to ensure there are no Organizational Conflicts of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Contracting Officer (KO) or Contracting Officer Representative (COR). Cross teaming may or may not be permitted.

2.7 Location and Hours of Work

The work location is CRREL, 72 Lyme Road, Hanover, NH 03755. CRREL is open for business from 0600 to 1700 Monday through Friday. If the Contractor requests access earlier than 0600, it must be coordinated the day before with the COR. If the Contractor requests access after 1700, it must be coordinated by 1500 that day with the COR.

2.8 Travel / Temporary Duty (TDY)

The Contractor is responsible for arranging all travel to accommodate the PWS including mobilization of necessary contractor employees to accomplish all tasks stated in PWS, or through management of subcontractors as directed by Contractor.

3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract. The Contractor shall conduct the following specified work:

3.1 Specific Repair and Maintenance Activities

The following activities must be conducted by the Contractor.

1. Clean and prepare the chamber interior per the selected liner manufacturer’s specifications (Appendix B).

2. Test application equipment and cure timing per manufacturer’s specifications (Appendix B).

3. Install the liner material per manufacturer’s specification (Appendix B) and per section 1.1 of this PWS.

4. Work verification and cleanup.

3.3 Cleanup.

The Contractor is responsible for the area being free of debris, equipment, and other materials used or generated during contract performance.

4.0 Other Provisions

Covering requirements for personnel conducting the work.

4.1 Post Award Conference

A. Overview: Contractor shall attend an onsite post award conference that will be arranged by the Government representative before any work on site commences.

B. Purpose: The purpose of the conference is to ensure all requirements for submittals are met, to discuss scheduling, to review safety, security, describe the work plan, inform Contractor of

Government lines of authority, and to address other subjects or questions that may be raised by either the Government or Contractor.

C. Requirements: Contractor SSHO must be present and shall bring with them to the conference all submittals related to the contract Accident Prevention Plan. See 4.1.B for SSHO Requirement per EM385-1-1. Work shall not commence on site until the conference has taken place, all submittals have been approved, and there are no outstanding issues.

4.2 Safety

A. Site Safety and Health Officer (SSHO): The Contractor shall designate one Person as the

SSHO and their training, experience, and qualifications shall be in accordance with EM 385-1-1 (corps of Engineers Safety and Health Requirements Manual). The Contractor shall submit documentation of SSHO qualifications to the COR.

(1) The SSHO shall be responsible for briefing and insuring correct training of all contractor and subcontractor personnel on the site.

(2) The SSHO shall have a minimum of 2 years’ experience in similar work environments;

shall have experience in personal protective equipment; and a working knowledge of safety procedures as well as Federal and State occupational safety and health regulations.

(3) The SSHO shall have at least a 10-hour OSHA Safety Class certificate.

(4) Contractor employees performing other duties on site, that are qualified, may also be the designated SSHO for this project.

(5) The SSHO should be always on-call while Contractor and sub-Contractor personnel are on the site.

B. Department of Defense Safety Policies: DoD safety protocols are enforced on the CRREL site. All Contractor personnel shall comply with the safety guidelines in effect before being allowed on the premises. This may include, but is not limited to, answering a health questionnaire, and wearing personal protective equipment (PPE) while on site.

C. Overview: This contract is subject to the requirements of and shall be in accordance with EM 385-1- 1, U. S. Army Corps of Engineers Safety and Health Requirements Manual, OSHA 29 CFR 1910 regulations covering personnel protective equipment, the CRREL Safety Office, and to any other local, state, and federal regulations that apply to the work. All Contractor personnel shall always maintain safe practices and procedures while on the CRREL site.

D. Accident Prevention Plan (APP): Contractor personnel will verbally brief COR on APP before commencing work. APP will be available for reference during post-award meeting.

E. Personal Protective Equipment (PPE): Contractor personnel performing work on site shall comply with OSHA PPE standards for protective equipment. Each specific task will be assessed, and the appropriate PPE shall be used. Examples include, but are not limited to: Gloves, glasses, hard hat, face shield, steel toed shoes, and respiratory protection. Contractor is required to supply his employees with proper PPE.

F. SDS Sheets: Contractor shall submit to COR for review at least 2 business days before bringing on site. NOTE: No products or equipment containing Trichloroethylene (TCE) or exposed to TCE may be used or brought on site.

G. Routes of Egress: The Contractor shall ensure work does not block egress routes in the case of an emergency.

H. Fall Protection: Fall protection threshold height is 4 feet. The Contractor shall comply with EM 385-1-1 Safety and Health Requirements Manual when accessing work areas at or above that threshold. OSHA Fall Protection Training for Competent Person is acceptable.

I. Equipment: Contractor equipment used to access work areas (i.e. ladders, lifts, cranes) shall be current with manufacturer’s safety inspections and certificates. Inspection certificates must accompany any equipment used on site. Equipment shall be made available for inspection by the COR prior to start of work on site.

J. Barriers/Barricades and Signage: The Contractor shall provide barriers or barricades and signage as necessary to ensure unauthorized pedestrian or vehicle traffic cannot enter into work areas until safe to do so.

K. Portable Extension Cords: If it is necessary to use portable extension Cords, they shall be sized in accordance with manufacturer ratings for the tool to be powered and protected from damage.

Portable extension cords shall be GFCI and shall meet the requirements of NFPA 70, NFPA 70E and OSHA electrical standards.

L. Asbestos: If the Contractor encounters any material that could contain asbestos, they shall immediately report finding to COR. The material shall not be disturbed until it has been investigated and identified.

4.3 Scheduling

A. Overview: Scheduling will be discussed at the post award conference. Work shall not commence until the work schedule has been approved. Once approved, the schedule shall be strictly followed.

No changes can be made by the Contractor without prior approval of the COR.

B. Work Hours: Unless otherwise authorized in writing by the COR, the project site will be available for activities during normal work hours of USACE, from 6:00 AM to 6:00 PM, weekdays, excluding Federal holidays. The Government reserves the right to make changes to work hours/days.

C. Period of Performance: Anticipated to start on or before 30 September 2024. Duration and start date TBD at contract award.

4.4 Antiterrorism/Operations Security (AT/OPSEC)

1. General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements;

all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

2. Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

3. Suspicious Activity Reporting training (e.g., iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.

4. Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

4.5 Smoking

Smoking shall comply with the CRREL Smoking Policy, which, in general, prohibits smoking on site except in a designated smoking area. Designated smoking areas will be discussed at the post award conference.

4.6 Government-furnished Utilities

The Government will furnish to the Contractor, in reasonable quantities, water and electricity to successfully complete this contract. Contractor may use the sanitary facilities in the Main Lab and FERF.

4.7 Control of Waste

During performance of all work on site, Contractor shall control waste and debris to ensure that it stays within the work area. Contractor shall remove waste and debris from the site and properly dispose of it daily.

4.8 Tools and Equipment

Tools and equipment used under this contract shall be maintained in good condition and shall be used and stored always using safe practices and procedures in accordance with manufacturer’s instructions and recommendations. Tools and equipment shall be restricted to the immediate work area unless alternate arrangements are requested and approved through the COR. GFCI protection is required for portable tools and portable extension cords.

4.9 Damage to Worksite

Installation of new materials shall not cause any damage to surrounding areas or items. Contractor shall repair, at his own expense, all damages that occur to new work, the work areas, or any surrounding areas or items if damages are caused as a result of the performance of Contractor work under this contract. All repairs shall be done as directed by the Government.

4.10 Contractual Disclaimer

Contractor is hereby notified that NO CRREL/DPW EMPLOYEE has the authority to direct contract employees in any way to alter their contractual obligations. If the Government does desire to alter requirements, changes will be issued in writing and signed by the Contracting Officer (KO) sited in your contract. Contractor’s employees shall take no action on any change unless and until the POC receives such a contract modification.

4.11 Inspection and Work Completion

a. Overview: This contract is subject to routine Government inspections throughout the performance of Contractor work and a final Government inspection upon completion of each task.

b. Inspections: Routine Government inspections will, among other things, help ensure continuous quality assurance and more quickly identify defects. Contractor shall repair defects as directed by the Government at Contractor’s own expense.

c. Work Completion: Upon Contractor completion of the Work, the Government will make a final inspection to confirm the following:

All defects have been corrected as directed.

All work has been completed.

All work areas are left clean.

All badges issued to Contractor employees have been returned to the CRREL Security

Office.
