About this file

This Statement of Work (SOW) details the United States Army Power and Power Systems (USAPPS) requirement for two Phenix System Model 46CP100/120-3.75/10 testing equipment units for training Army Soldiers and Navy Seabees in utility-grade power production and distribution systems. The equipment will perform both AC and DC dielectric testing of electrical apparatuses in a laboratory environment, supporting mission-focused technical training for service members.

The technical specifications include detailed equipment features such as circuit breaker protection, external interlock provision, high voltage controls, digital metering, and safety mechanisms. The units have multiple input/output voltage capabilities, ranging from 0-120 kV AC/DC with various current ranges. Delivery is required within 90 days of contract award to USAPPS at Fort Leonard Wood, Missouri, with the total unit weight approximately 348 lbs. The equipment is designed for indoor and outdoor use, includes a mobile 3-piece design with hand cart, and can be calibrated to ISO17025 standards upon request.

Statement of Work

Phenix System Model 46CP50/70-2/10

Background: The USAPPS provides industry standard technical training to Army Soldiers and Navy Seabees, enabling their ability to install, maintain, and operate utility-grade power production and distribution systems in support of unified land operations and humanitarian support missions worldwide. The USAPPS trains active duty and reserve service members in the troubleshooting, construction, installation, operation, and maintenance of low-to-medium voltage power and distribution systems in support of the USAPPS mission. This mission-focused training prepares Soldiers and Sailors to be safe, productive, and efficient technical specialists in a complex and dynamic operating environment.

Scope: USAPPS requires testing equipment which meets industry and testing standards to train students on safe operating procedures in a laboratory environment before using the equipment in a field setting. Equipment performs both AC and DC dielectric testing of a wide range of electrical apparatuses used at school.
