COMBINED SYNOPSIS/SOLICITATION

Title: Enhancement of Critical Load Assessment by Site (CLAS) Online Mapping Tool Solicitation Number: 140P2125Q0166 Posted Date: 30 July 2025 Response Due Date: 8 August 2025 5:00PM EDT NAICS Code: 541511 – Custom Computer Programming Services PSC Code: DA01 – IT and Telecom – Business Application/Application Development Support Services (Labor)

Set-Aside: N/A – Simplified Acquisition (Micro-Purchase or SAP) Contract Type: Firm-Fixed-Price Authority: FAR 13.106-1(b)(1)(i) – Only One Responsible Source Place of Performance: Remote / Online Development

1. Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6 and 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested, and a written solicitation will not be issued.

The U.S. National Park Service (NPS), Air Resources Division (ARD) intends to award a firm-fixed-price sole source contract to [Insert Vendor/Organization Name], for the enhancement and development of the Critical Load Assessment by Site (CLAS) tool located at:

https://clas.cira.colostate.edu.

The CLAS tool supports federal ecosystem managers in visualizing the risk from atmospheric nitrogen and sulfur deposition to sensitive ecological resources. The tool is directly integrated with custom code, infrastructure, and spatial data managed by the intended awardee, who also developed and maintains the tool under prior cooperative agreements and contracts with NPS.

Services under this contract include:

• Integration of new spatial data layers: herbaceous species, herbaceous communities, and sensitive lakes.

• Development of user interface enhancements to allow cross-navigation between CLAS and Conditions and Trends.

• Implementation of a hierarchical view of ecosystem risk data, scalable by location and detail level.

2. Period of Performance https://clas.cira.colostate.edu/

• Base Year: 09/01/2025 – 08/31/2026

• Option Year One: 09/01/2026 – 08/31/2027

Each year includes support for development, testing, and incremental feature releases. The Government reserves the unilateral right to exercise the option year, subject to availability of funds and continued program need.

3. Sole Source Justification

This acquisition is conducted under FAR 13.106-1(b)(1)(i), as only one source is reasonably available. The intended contractor is the original developer of the CLAS platform and has proprietary access to the backend systems and architecture, which are essential for continuity of operations. Any attempt to transfer or rebuild the environment by a different provider would result in significant duplication of cost, loss of proprietary tool integrity, and increased risk to the NPS Air Resources Division’s reporting and analysis capabilities.

A separate Justification for Other than Full and Open Competition (JOFOC) will be posted in accordance with FAR 13.105 and 13.501 requirements.

4. Period of Performance

• Base Year: 09/01/2025 – 08/31/2026

• Option Year 1: 09/01/2026 – 08/31/2027

The Government reserves the right to unilaterally exercise the Option Year.

5. Anticipated Awardee
