JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000 (See FAR 13.106-1)

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

The requested service is for up to to procure additional development of the Critical Load Assessment by Site (CLAS) online mapping tool (https://clas.cira.colostate.edu/). The CLAS is a critical load and exceedance mapping tool that facilitates assessment of risk to forest and aquatic ecosystems for resource managers and policy makers. The data in the tool aligns with that included in the National Park Service – Air Resources Division Conditions and Trends tool (https://www.nps.gov/subjects/air/park-conditions-trends.htm). The intent is to develop the CLAS tool so that a user can jump back and forth between the two tools to see the data presented in two different ways.

The data and features added via this contract will allow users to access spatial data on herbaceous species, herbaceous communities, and lakes sensitive to air pollution. This allow managers to identify where each of these ecosystem components are at risk within their park of interest and give them an accessible way to see what areas are at risk of harm from current deposition. The additional features being added will help connect the maps to the conditions and trends webtool as well as other data summaries of ecosystem risk to provide hierarchical access based on the level of detail required.

Explain: Jason A. Coombs (JAC) (CAGE: 99EA7) is uniquely qualified to complete this set of tasked based on the fact that he developed this tool under a previous United States Forest Service contract. The National Park Service and US Forest Service continue to collaborate on developing the datasets used to evaluate ecosystem risk from air pollution, and due to server issues the CLAS tool was recently moved to an NPS partner site at Colorado State University. Because he developed the tool, JAC has familiarity with the file structure, databases, and servers of the CLAS tool and can immediately begin implementation of the new datasets and features requested.

Another seller would need to go back to the start of the process in selecting and becoming familiar with the data, as well as the backend of the interface, which would increase the cost and timeline of the project, thus increasing the cost of production.
