PERFORMANCE WORK STATEMENT

LANDSCAPE AND TURF MAINTENANCE SERVICES TO BE PERFORMED ON THE

ROCK CREEK PARK OF THE NATIONAL PARK SERVICE

DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that landscape services and turf maintenance is performed for all areas that are part of or associated with Rock Creek Parks (refer to maps provided Appendix ) for the National Park Service in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The areas to include are as follows:

Rock Creek Park Core Rock Creek Park East Side Rock Creek Park Palisades

The Contractor shall have the ability to perform all the work listed in this PWS.

Individual Task Orders will have independent Period of Performance and Delivery Dates, as determined at the time of requested for quote and award.

ORDERING INFORMATION:

Pricing

The pricing shall be determined on Task Order basis. The awarded firm fixed price, approved price schedule shall be used to price all Task Orders under this IDIQ.

Extent of Obligation

This Single Award ID/IQ contract does not obligate any funds. Funds will be obligated on individual DOI-NPS Task Orders.

Purchase Limitation

Each Individual Task Order shall not exceed $1,000,000.00, unless otherwise modified. The minimum purchase order shall be $1,000.00.

Individuals Authorized to purchase under the IDIQ

Only a warranted CO for the DOI for NPS – ROCR is authorized to issue Task Orders under this IDIQ. Other individuals from and/or associated with the NPS are not authorized.

Delivery

Delivery/Completion shall be in accordance with the individual Task Order

Administration

The DOI for NPS – ROCR is responsible for all administration and overall concerns. Only the specified organizational elements listed may be authorized to place Task Orders under this Single Award ID/IQ Contract.

Ordering Procedures

Task Orders will be placed against this ID/IQ via email only.

Orders may only be placed by a warranted CO in the DOI for NPS – ROCR All orders under this Single Award ID/IQ shall be made via a written Task Order (OF-347, SF-1449, or equivalent). A specific, sequential order number shall be included on the order as generated by the acquisition system used by the DOI - NPS and shall specify the ID/IQ Contract number, as will a specific Period of Performance and/or Delivery Date.

A warranted CO and/or non-warranted Contract Specialist (CS) may send a requirement to the Contractor via email, telephone, or other method that will convey the necessary information. Use of electronic commerce (EC) is encouraged.

The contractor must respond by submitting technical specifications and pricing for the proposed requirement via e-mail to the requesting CO or CS.

Based on a review of the Contractor's response and any necessary clarifications, the CO will issue a written Task Order award (OF-347, SF-1449 or equivalent) to the Contractor via email.

Ordering Thresholds - Task Orders will be placed against this ID/IQ by the organizational elements in accordance with the following: Competition was completed at the time of the initial solicitation, and only a single ID/IQ award was made as stated in solicitation; therefore, competition is not available at the Task Order Level. Only a single ID/IQ was awarded, therefore additional fair opportunity is not required nor will be provided.

Task Orders issued under any resulting ID/IQ will include the following information as applicable:

(1) ID/IQ Contract Number and Delivery/Task Order number,

(2) Date of the order,

(3) Description of the products/services to be performed,

(4) The work Schedule, period of performance, or required completion date,

(5) Place of delivery or performance,

(6) Deliverables,

(7) CLIN number and description, quantity, unit price and extended total; and

(8) Accounting and appropriations data.

Order of Precedence

All the terms and conditions of the base ID/IQ shall be incorporated and apply to all resulting Task Orders. In the event of an inconsistency between the provisions of a specific Task Order, the provisions of the contractor ID/IQ will take precedence unless otherwise determined by the CO. All disputes regarding the individual Task Orders are to be referred to the ID/IQ CO.

SECTION 1: MAINTENANCE TASK SCHEDULING FOR ROCK CREEK PARKS

Rock Creek Parks landscape maintenance tasking is to be performed on a predetermined basis, based upon Levels of aesthetic functionality, as presented within the Tasking Sheet for each Reservation located in the park. The Levels are based upon both a level of landscape maintenance and a schedule of landscape maintenance as determined by the Reservation needs. These landscape maintenance needs can be of the general, specialized or mixture of both, again based upon the Reservation. The Levels are as follows:

A. Level 1 Plus- These Reservations will receive the highest level of landscape maintenance and additional specialized turf maintenance on the most intensive frequency of operation.

Contractor shall refer to Bid Tasking Sheet and Scope of Work to ensure all tasks and frequency of such are properly adhered to regarding general landscape services- All general landscape services to include mowing, trimming, edging, are to be performed weekly (32 mowing cycles) schedule from April 1st to November 30th, on all calendar days except for National holidays. Contractor shall note timeframe of accomplishments listed in Bid Tasking Sheet for specified task items.

B. Level 1- These Reservations receive the next level of landscape maintenance without additional specialized turf maintenance. Contractor shall refer to Bid Tasking Sheet and Scope of Work to ensure all tasks and frequency of such are properly adhered to regarding general landscape services- All general landscape services to include mowing, trimming, are to be performed weekly

(28 mowing cycles) schedule from April 1st to October 31st, on all calendar days except for national holidays. Contractor shall note timeframe of accomplishments listed in Bid Tasking Sheet for specified task items.

C. Level 2- These Reservations receive the next level of landscape maintenance without specialized turf maintenance. Contractor shall refer to Bid Tasking Sheet and Scope of Work to ensure all tasks and frequency of such are properly adhered to regarding general landscape services- All general landscape services to include mowing, trimming, and edging are to be performed every 2 weeks (14 mowing cycles) April 1st to October 31st. Contractor shall note timeframe of accomplishments listed in Bid Tasking Sheet for specified task items.

D. Level 3- These Reservations receive the next level of landscape maintenance without specialized turf maintenance. Contractor shall refer to Bid Tasking Sheet and Scope of Work to ensure all tasks and frequency of such are properly adhered to regarding general landscape services- All general landscape services to include mowing, trimming, and edging are to be performed twice yearly. Contractor shall note timeframe of accomplishments listed in Bid Tasking Sheet for specified task items.

E. Level 4- These Reservations receive the next level of landscape maintenance without specialized turf maintenance. Contractor shall refer to Bid Tasking Sheet and Scope of Work to ensure all tasks and frequency of such are properly adhered to regarding general landscape services- All general landscape services to include mowing, trimming, and edging are to be performed once yearly. Contractor shall note timeframe of accomplishments listed in Bid.

SECTION 2: GENERAL LANDSCAPE SERVICES FOR ROCK CREEK PARKS-

A. Mowing Turf:

Turf shall be cut on approximately 372 acres of grounds as shown in maps provided in Appendix B.

a. It is imperative that the Contractor inspect turf prior to mowing to determine if Biotic Stressors, such as wilt, disease, insect or other, should lead to mitigation factors including cancelation of task. Failure to follow this stipulation which leads to damage to park turf assets will require immediate remediation at the Prime Contractor expense.

b. Prior to mowing, the Contractor shall ensure that the turf area to be mowed are at a proper moisture content, and firmness to prevent damage. This can be accomplished with the use of a TDR 350 Field Scout Meter or Contracting Officers Representative (COR) approved equal. The COR will provide specific ranges and applications of meter metrics.

c. The Contractor shall inspect/police turf areas prior to mowing for litter and hazards to such successful completion of task.

d. The Contractor shall report any A-biotic or biotic stressors determined within the turf environment to the COR so that a proper course of action can be taken.

e. The Height of Cut (HOC) :

1. At no time shall there be a removal of more than 1/3 of the leaf blade length to prevent Abiotic damage to the turf. Failure to follow this stipulation which leads to damage to park turf assets will require the immediate remediation at the Prime Contractor expense.

2. HOC will be adjusted, in consultation with the COR, as situation dictates in relation to expectations, weather and season.

3. Frequency of cut will be determined by the solicited PWS in consultation with the

COR.

a) Factors such as scheduled park events, stressors of both Abiotic and Biotic, weather, and seasonal changes will affect the frequency of cuts. It is imperative that Contractor maintain consultation with COR regarding these matters.

b) As frequency of cut may change throughout a growing season, with situations dictating more cutting and situations dictating less, the Contractor should use their skills and knowledge in Landscaping Services when pricing this task. As stated in consultation with the COR, the NPS park solicitation reserves the right to increase or decrease this function based on universally understood Best Management Practices with no effect to the agreed upon contract award price unless approved by the CO.

4. The direction of cut shall be changed following a clock hand rotation, 12 to 6, 3 to 9, 4 to 10 and 2 to 8, repeat, if possible baring safety or implacability concerns in consultation with the COR or otherwise dictated in the consultation. At the very minimum, the Contractor shall mow the opposite direction, if unable to mow the clock hand rotation, to prevent laying over of grass and a poor quality of cut.

5. Streaking or uneven cuts shall be addressed immediately to provide a neat, uniform, and aesthetically pleasing appearance.

6. Grass clippings shall be removed or mulched in to canopy to provide a neat, uniform, and aesthetically pleasing appearance.

7. Make turns on hardscapes, and if not possible, to minimize potential turn damage use 3 point turns or similar slow movement turns.

8. All mower discharges will be directed away from hardscapes, roadways, plant beds, parked vehicles, and park patrons. The Prime Contractor is responsible for all damages to assets, both park and private, for failure to follow this stipulation.

9. The Contractor shall not use the same mowers to mow both pure as desired cool season and warm season turf species. If it is determined that species integration has occurred due to failure to follow this stipulation the Prime Contractor will held responsible for remediation to the desired stand. Mixed stands do not fall under this stipulation of segregated mowers.

10. The Contractor shall be responsible for the repair of all damage caused by the contractor to turf or existing infrastructure due to mowing operations. Examples include hydraulic leaks, dull mower blades, damaged mower blade, mudding or tracking, uneven deck HOC etc...

11. All clippings associated for this task shall be cleaned off all hardscapes to provide a neat, uniform, and aesthetically pleasing appearance within 1 hour of task completion. Grass clippings should be blown and scattered in adjacent turf areas.

If it not practical to blow into adjacent areas, then material must be removed off site and disposed of following local guidelines.

12. Grass clipping material is never to blown onto roadways or deposited within stormwater or catch drain basins.

13. The Contractor shall follow the following safe road transport actions while mowing:

a) Safety Triangle.

b) Safety Beacon Light on the mower that can be seen from the front and the rear.

c) Safety vest worn by the operator.

d) ROPS in place.

e) At no time will mowers be left unattended with key in ignition.

14. Some solicitations may require mowers with individual striping units, decks, or reels, that have front and/or rear rollers.

15. Numerous types of mowers may be used. The following blade and blade sharpening stipulations are as follows:

a) All rotary type mowers are to have mulching type blades and be sharpened at a minimum of 40 use hour intervals. COR may request pictures or video of this action at any time to ensure compliance.

b) All reel type mowers must be lapped after each use, the HOC adjusted as needed, and ground at minimum monthly. COR may request pictures or video of this action at any time to ensure compliance.

16. The Contractor will request, on a minimum of every two weeks, a schedule of event operation from the COR that may affect parameters related to mowing.

17. The Contractor shall maintain turf areas related to mowing as dictated by the guidelines in consultation with the COR.

18. Types of possible mowers requested:

a) Tractor pulled Rotary Gang Mowers

b) Tractor pulled Reel Gang Mowers

c) Tractor pulled “Brush Hogs” Mowers

d) Tractor pulled Flail Mowers

e) Striping Rotary Mowers

f) Striping Reel Mowers

g) Walk On or Behind Mowers

B. Trimming Turf:

All areas shall be trimmed concurrent with mowing and involves all grounds as shown in maps provided in Appendix B.

1. Turf Trimming shall be performed as a part of mowing and concurrent with to ensure a neat, uniform, and aesthetically pleasing appearance.

2. All signs, poles, trees, planter bed edges, obstacles, expansion joints, concrete/paver area, etc., shall be trimmed around with string trimmers.

3. The HOC for the grass trimming shall be equal to the current mowing HOC for the area in question.

4. The grass trimmer shall not come into contact with non-target plant material such as trees, shrubs, or herbaceous ornamentals. If it is determined that park assets were damaged for failure to follow this stipulation, the NPS reserves the right for plant material remediation or replacement at Prime Contractor expense.

5. As with mowing tasks, more than 1/3 of the leaf blade should never be removed within one tasking. If it is determined that park assets were damaged for failure to follow this stipulation, the NPS reserves the right for plant material remediation or replacement at Prime Contractor expense.

6. All organic debris, plant tissue or otherwise, associated for this task, shall be cleaned off all hardscapes, into adjacent turf areas, in a manner to provide a neat, uniform, and aesthetically pleasing appearance within 1 hour of task completion. Material may be used to fill in low areas in consultation with the COR. If debris remediation is impractical than it must be removed off property following local guidelines.

7. Turf Trimming shall include at minimum:

i. Areas around trees, shrubs, planting beds, walls, utilities, or any other man-made object that mowing is impactable due to operational or safety concerns.

ii. The edge or edges where grass meets curbs, curb to roadway interface (curb shoulder), walkways, along hardscapes, along roadways and in between expansion joints of such hard surfaces.

iii. Edging around the outlines of all utility boxes or culverts of any type including irrigation, electrical, sewer, storm water etc. within the turf areas.

iv. Herbicidal trimming shall be allowed in certain situations as dictated within the solicitation and in consultation with the COR. Any herbicide that is used must be approved through the Pesticide Use Proposal System of the park and applied withing the appropriate manner following all industry and local standards and regulations. All applications shall be approved through COR consultation prior to application and the appropriate records of application kept for reference and local standards and regulations. Any approved herbicidal trimming shall be performed Monday through Friday as to alleviate concerns of park patronage during the more frequented weekend schedule.

8. The Contractor shall maintain turf areas related to grass trimming as dictated by the guidelines in consultation with the COR.

C. Edging Turf:

Sidewalks, driveways, curbs, and other concrete or asphalt edges located within the Level 1 plus and level 1 Parks grounds areas shall be edged at least every two weeks and involves areas as shown in maps provided in Appendix B.

1. The Contractor shall use a metal blade edger with a safety guard, such as a stick edger, for displaced material unless otherwise dictated by the guidelines in consultation with the COR.

2. All hardscapes related to pedestrian foot traffic and roadways shall be edged on at minimum bi-weekly basis unless otherwise dictated by the solicitation submittal.

3. The depth of cut shall be a consistent 1.5 inches along the length of the hardscape in question unless otherwise dictated by the solicitation submittal.

4. All organic debris, plant tissue or otherwise, associated for this task, shall be cleaned off all hardscapes, into adjacent turf areas, in a manner to provide a neat, uniform, and aesthetically pleasing appearance within 1 hour of task completion. Material may be used to fill in low areas in consultation with the COR. If debris remediation is impractical than it must be removed off property following local guidelines.

5. Debris material is never to blown onto roadways or deposited within stormwater or catch drain basins.

SECTION 3 – OPTIONAL TURF MAINTENANCE SERVICES (SAF):

MAINTENANCE SCHEDULE OPTIONAL SERVICES- AERATION, SEEDING,

PESTICIDE/FERTILIZER APPLICATIONS, TURF MAINTENANCE TASKS.

SPECIALIZED LANDSCAPE AND TURF SERVICES

1. This section encompasses the Specialized Turf Services that may be necessary. The Prime Contractor shall ensure that all tasks are performed to specifications and guidelines as set forth within this document in addition to solicitations put forth individually against such parent contract.

The Prime Contractor is ultimately responsible for all successful task completions and will be held such for all solicitation paired with this parent document.

2. The following procedures shall be followed by all contractors:

A. All OSHA, Local, and State required safety protocols related to task and PPE will be followed at all times.

B. All imported products, such as soil, compost, sand, or mulch, shall be 100% weed and weed seed free. Failure to follow this stipulation regarding the product will result in task completion refusal and replacement of particulars at Prime Contractor expense.

C. No netting of any type is to remain on park properties for seeding or sodding purposes as a temporary or permanent binding agent. Failure to follow this stipulation will result in task completion refusal and replacement of particulars at Prime Contractor expense.

D. No specialized Turf Maintenance Service tasks shall be performed at temperatures above 85 degrees Fahrenheit without express permission received by the COR. Failure to follow this stipulation which lead to damage to park assets will require immediate remediation at the Prime Contractor expense.

E. Any pesticide approved substitutions, pertaining to a solicitation, through discussion with the COR must receive prior approval before use from the Park IPM Coordinator using the Pesticide Use Proposal System.

F. During the solicitation period of performance as a Contractor performs tasking duties, the Prime Contractor shall share any safety related or otherwise concerns noticed with COR immediately so that a plan of procedure can be formulated to remediate or mitigate such concerns.

G. For the purposes of noise or pollution ordinances, Individual NPS Park or Federal guidelines, supersede local jurisdictions in relations to using fuel powered landscape equipment such as blowers or hand powered tools. The Contractor shall have consultation with the COR to very guidelines for each solicitation.

3. Regarding General Landscape Services, ROCR tasking related to such will be identical in nature unless directed otherwise within specific solicitation.

A. Planting Beds Maintenance:

The Contractor shall furnish all equipment, materials, tools, and labor necessary to perform all listed maintenance tasks according to stated specifications. Any items not specifically noted, but necessary for performance in accordance with accepted practices and industry standards, shall be furnished under this contract. Work is to be performed at the attached listing of parks under the management of Rock Creek Park, National Park Service. All work shall be performed by trained workers in the disciplines required to perform the tasks. Workers shall maintain applicable certifications and licenses in the District of Columbia, where required. Work to be performed includes spring cleanup, weed control, pruning, mulching, and care of perennials.

A. Spring Flower Bed Cleanup:

Spring cleanup to include:

1. Removal of any leaves left over from Fall.

2. Cut back any winter growth on plants, shrubs, and bushes.

3. Clean up beds, walkways, sidewalks and foundations of weeds, overgrown vegetation, leaves, branches, and clutter.

4. Cut back Perennials, Liriope and ornamental grasses.

5. Edging of flower bed areas

6. Contractor must dispose of all weeded material off property following all local guidelines pertaining to such.

B. Weed Management:

Weeding:

1. Contractor shall eradicate weeds through manual, mechanical or herbicidal (with COR approved herbicide pre or post emergent) means on a frequency needed to present a neat, uniform, and aesthetically pleasing landscape appearance as determined by the solicitation and consultation with the COR. If herbicidal applications, pre, post or both in consultation with the COR, is the desired upon method of control all contractual pesticide application as discussed in that detailed section will need to be strictly followed and the products will need approval prior to application through the Pesticide Use Proposal System.

2. The Contractor shall remove weeds from planting beds and tree rings. Eliminate weeds, maintain mulch. The Contractor may physically remove weeds or use Park approved herbicides or a combination of methods. Methods used shall not cause any damage to desirable vegetation or to the edges of the beds. All herbicide applications shall be made by a District of Columbia registered pesticide applicator under the Contractor’s Pesticide Basic Business License.

Weeds killed by herbicides shall be physically removed within 10 days of application. Methods used shall not cause any staining or damage to the surfaces.

3. The Contractor shall have a complete label and MSDS (Material Safety Data Sheet) of the chemical being applied on site at all times during herbicide application.

4. The Contractor shall keep records of any herbicide applications according to District of Columbia regulations. Information recorded shall include the date and time, the applicators name, temperature, wind velocity and direction, the EPA registration number for the herbicide, the active ingredient, the area treated, and the total amount of herbicide applied. The record shall include the results of application. These records are the property of the National Park Service and shall be made available upon request of the Contracting Officer (CO) and submitted monthly to the COR as part of the acceptance report.

5. When herbicides are used, the area shall be posted with notification according to District of Columbia regulations.

6. A weed for definition purposes is any unwanted plant material growing in a designated plant bed area. This includes grass, such as adventitious Bermudagrass, which is to be considered a weed and it to be controlled.

7. Contractor must dispose of all weeded material off property following all local guidelines pertaining to such.

8. In conjunction with weeding, the Contractor shall remove all debris, trash, stones, sticks from the weeding area located within the planting bed.

9. Any damages occurring to park herbaceous ornamentals in the process of weeding functions will allow for NPS to reserve the right of plant replacement from the Prime Contractor.

C. Pruning:

1. The Contractor shall prune/shear plant life in accordance with ANSI A300 (Part

1)-2008 standards or most up-to-date version. The Contractor shall address incidental or minor pruning issues throughout the year as appropriate and/or necessary to remove any damaged, unhealthy, or unsafe branches. The contractor shall maintain hedges/shrubs per COR for desired look. ‘Act of God’ events, site preparation for construction, security line of sight issues, interior canopy thinning for bird control, and damage done by others are not considered to be incidental.

2. The Contractor shall prune/shear specific plants and trees (hedges, etc.) in the landscape as horticulturally appropriate to maintain characteristic plant/planting shape, size, location, function, health, and overall plant integrity and aesthetics.

3. The Contractor shall perform basic as well as technical pruning or shearing operations on plants throughout the Park on young trees, shrubs, and perennial plants. This pruning requires skilled personnel and shall be performed according to current industry standards. All pruning personnel and pruning operations shall first be approved by the COR and the Park horticulturist.

4. No general pruning upkeep is to take place on trees and shrubs for the period of March 15 to August 15 yearly as a protection protocol for nesting birds.

Imminent Hazardous situations supersede this protocol as determined by the

COR.

5. Shearing shrubs shall be reserved for specified formal hedge areas. At no time will the Contractor shear plants that are not previously authorized by the COR to be sheared. The Contractor shall perform this work according to the COR/CO direction.

6. All shrubs not to be formally sheared shall be pruned to maintain a natural form.

Ultimate height and width shall be determined by the COR. The COR will direct the Contractor when to prune specific types of plants.

7. Deadwood shall be removed when it is determined to be obviously dead.

Shrubs shall be pruned out of walkways and bike paths to maintain curb to curb passage. This pruning shall follow the recommended type of pruning for the encroaching shrubs.

D. Mulching:

The Contractor shall mulch to standards required in the Performance-Based Matrix. The Contractor shall annually replace all ornamental plant bed mulch, including borders and openings within ground cover beds The Contractor shall replenish/refresh mulch throughout the year as needed to maintain Performance-Based Matrix standards.

1. The Contractor shall only use bulk shredded mulch provided by Rock Creek Park.

2. The Contractor shall supply all labor to complete mulching of beds and tree rings.

3. Tree rings shall be cut to a depth not to exceed 2” in depth and extend not less than

2.5’ from the trunk of the tree. As trees mature proportionately larger tree rings shall be maintained. Tree rings shall be completely circular and sizes larger than 2.5’ from the trunk shall be as directed by the COR. Do not mulch trees with a DBH exceeding twelve (12) inches.

4. All planting beds shall be edged and mulched. Thickness of the mulch shall be at least 2 inches and not more than 3 inches around trees and shrubs. Thickness of mulch around perennials shall not exceed 2 inches in depth. Mulch shall not be piled around the crowns of perennials. Edging of planting beds shall not exceed 3” depth.

5. Mulch shall be placed to uniformly cover the entire prepared area. The depth of mulch within 3-6” of the trunk/stem of a woody plant shall not exceed a loose measurement of one-half inch. Mulch shall not be piled against trunks or stems of trees or shrubs.

6. Special plant or condition requirements. As identified by the COR certain plants or areas may require special mulching requirements. The depth of mulch to be maintained may need to be thicker or thinner in specific areas. Also, some plants or conditions may require other types of treatment.

7. Mulch pile shall be confined to an area designated by the COR.

8. The Contractor shall monitor depths of mulch prior to mulching. In the event the thickness of existing non-decomposed mulch does not warrant additional mulch, the Contractor shall remove an appropriate layer of mulch and replace with new fresh mulch. Mulch that is removed from the beds shall be disposed of outside the Park on the same day it is removed. Any mulch that has spilled onto turf shall be raked up and removed on the same day. Mulch that has spilled onto walkways and multi-use trails shall be removed from these areas on the same day of the spill.

9. Timing. The Contractor shall perform mulching operations in late winter to early spring. Mulching operations shall be coordinated with the COR.

E. Spring Initialization and Winterization:

1. Contractor shall perform services on area designated units within the specified maintenance timeframes.

2. Contractor shall perform service as dictated within the solicitation using the prescribed cleaning materials and methods.

B. Leaf Removal:

1. The Contractor shall perform leaf removal as defined within the individual solicitation on a frequency and timeframe as instructed. Responsibilities shall include, but not be limited to, the removal and disposal of leaves debris on all areas as defined within the solicitation. Dispose of all collected leaf debris off property site in accordance with existing local, state, and federal regulations.

2. Leaf remediation shall be through mulching or removal and guidance will be dictated in the solicitation and in consultation with the COR.

3. If dictated by solicitation, leaves shall be removed in a box container or covered vehicle off property and disposed of following local guidelines.

4. In the spring, remove accumulation of trash, leaves, etc. from landscape. Remove leaves, twigs, and dieback in the fall.

5. Leaf piles shall not be left on premises overnight.

6. No equipment damage, tire marks, scrapes, etc. shall be left behind because of this operation.

All damages will be repaired at Contractor expense.

7. Debris material is never to blown onto roadways or deposited within stormwater or catch drain basins.

C. Remove Debris/Litter through Policing Grounds:

1. The Contractor shall perform policing of grounds as defined within the individual solicitation on a frequency and timeframe as instructed. Responsibilities shall include, but not be limited to, the removal and disposal of all-natural debris, (tree sticks/limbs not to exceed six inches in diameter, leaves, dry brush, dead animals, rocks etc.), and man-made debris on all areas as defined within the solicitation. Dispose of all debris off property site in accordance with existing local, state, and federal regulations. This support may include, as defined within solicitation and in consultation with the COR, Special Events or Celebration such as during the 4th of July. Policing of grounds does not include necessary extensive clean-up resulting from an ‘Act of God’, public demonstrations, special events unless specifically specified, act of terrorism, etc.

2. No equipment damage, tire marks, scrapes, etc. shall be left behind because of this operation.

All damages will be repaired at Contractor expense.

3. The Contractor shall maintain turf areas related to debris removal as dictated by the guidelines in consultation with the COR.

4. The Contractor shall remove debris, through blowing or manually, from all designated hardscape areas within the solicitation submitted at the frequency and schedule determined.

5. All organic material smaller than one half inch will be blown into adjacent turf areas in a manner to provide a neat, uniform, and aesthetically pleasing appearance.

6. All organic material larger than one half inch in diameter is to be removed off site or, if practical, used to fill in low areas in consultation with the COR

7. All non-organic material larger than one half inch in diameter, other than liter, shall be removed off property and disposed following all local guidelines regarding such.

8. All liter type of debris material shall be deposed in a manner as individual solicitation dictates following all local, State and Federal guidelines.

9. Debris material is never to blown onto roadways or deposited within stormwater or catch drain basins.

10. The Contractor shall maintain turf areas related to hardscapes as dictated by guidelines in consultation with the COR.

D. Maintain Hardscapes:

1. The Contractor shall perform hardscape maintenance of hardscape surfaces by blowing surfaces as defined within the individual solicitation on a frequency and timeframe as instructed. Responsibilities shall include, but not be limited to, the removal and disposal of debris on all hardscape surfaces as defined within the solicitation. Dispose of all collected debris off property site in accordance with existing local, state, and federal regulations.

2. Clear walkways to prevent slips, falls and other personal injuries.

3. Debris material is never to blown onto roadways or deposited within stormwater or catch drain basins.

E. Trash Removal:

Trash Removal Services: Contractor shall follow all specifications related to specific PWS may include (not to be all inclusive).

1. Contractor shall perform service on area designated within the specified timeframe.

2. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to successfully perform the required service, which is to collect and properly dispose of trash and rubbish materials designated following all Local, State and Federal guidelines for proper disposal.

3. Contractor shall follow schedule of disposal as given within the solicitation.

4. The contractor shall schedule pick-ups in a manner in which the trash and rubbish materials within each receptacle do not exceed 90% of the total capacity of that receptacle.

5. The Contractor may be required to make additional pick-ups during periods of heavy visitation and special events, such as parades, festivals, Independence Day, etc. The COR shall notify the Contractor by telephone. Contractor shall perform within 2 hours of notification. On-call pickups shall be at the same unit price of a scheduled pickup.

6. Tasks Involved in Removal/Disposal:

a. Remove plastic liner from container from ensuring that no spillage to the interior of the container or to the outside surrounds. In case of spillage, clean up as needed.

b. Replace container liner in a manner so that trash placed within will be collected properly into the container.

c. If there is a lid associated with container, ensure that it is secured properly on top of container and not left hanging off to side.

d. Report to COR, all containers that are not in satisfactory condition to accomplish primary task.

e. Dispose of all trash material of park following all Local, State and Federal guidelines regarding such.

7. Contractor shall render reports monthly to COR concerning trash disposal quantities.

F. Sod Installation and Care per 10 thousand square feet:

1) Contractor to provide sod varieties requested by COR.

2) Sod shall meet the certification requirements published by the extension services of the

University of Maryland or Virginia Polytechnic Institute and State University.

3) Submit sod certification for species and location of sod source.

4) Each load of "Certified Sod" or "Certified Turf" shall be accompanied by, in the same vehicle, an official certification label and that label shall be attached to a dated invoice, bill of lading or labeling information document.

5) Sod shall be harvested and delivered within a period of 24 hours and kept moist until placement.

6) If sod is shipped with exterior (wrapped) netting, all netting must be removed prior to installation.

7) Any sod that is to be shipped or delivered during the period between June 1 and September 1 shall be shipped during periods of darkness and cooler temperatures, generally defined as between 12 midnight and one hour after sunrise. During these periods sod trucks shall be covered with tarps to prevent drying of the sod.

8) Sod shall be free of weeds and other grasses especially Poa Annua, fresh and moist. Furnish viable sod of uniform density, color, and texture, strongly rooted, and capable of vigorous growth and development when planted. Sod shall not have excess thatch that will interfere with watering or use of the sod.

9) The COR may inspect the sod source prior to acceptance of the specific field as an approved source.

10) The sod shall be sufficiently knitted together such that a three-foot section of sod holds together when held off the ground from one end.

11) All equipment used on top of the soil, or on previously seeded or sodded areas shall be equipped with low pressure flotation type tires or track equipment. All such equipment shall be rated by the manufactures as having a maximum ground pressure of 8 PSI.

a) Standard Cut Sod:

i) Sod shall be machine cut at uniform soil thickness of 3/4 inch, +/- 1/4 inch, excluding top growth and thatch. Individual pieces shall be at least 18 inches wide and of length such that each piece is at least 1/2 square yard. Maximum allowable deviation from standard width is 5 percent.

ii) Each piece of sod must be strong enough to support its own weight and retain its size and shape when suspended vertically from a firm grasp on the upper 10 percent of the piece.

iii) Broken pieces and torn or uneven ends will not be accepted.

b) Large Roll Sod:

i) Sod a minimum 1/4 inch thick plus the thickness of top growth and thatch.

ii) The tolerance for sod thickness shall be plus 0.25 inches and minus 0.10 inches of the specified sod thickness.

iii) Sod shall be cut at a min. of 42 inches wide and delivered in large rolls 62 inches wide.

iv) feet long for 1/4-inch-thick sod. Split width rolls of sod are permitted on the perimeter of the sodded area as needed to accommodate the specific dimensions of the area.

c) Thick cut sod:

i) The sod shall be grown on USDA classified topdressing sand of a ration of 90:10 sand to fines.

ii) Sod shall be machine cut at uniform soil thickness of 1 ½” to 1 ¾” thick, excluding top growth and thatch. Individual rolls shall be at least 40 inches wide and of length determined by roll weight. Maximum allowable deviation from standard width is 5 percent.

iii) Broken pieces and torn or uneven ends will not be accepted.

d) Execution

i) Phase the work to reduce the number of vehicular passes over any one area of the work.

ii) Sod shall not be laid until the prepared sod bed has been approved by COR.

iii) Lay sod within 24 hours from time of stripping and within 8 hours of arrival to the site.

Protect any sod stored on site from damage due to weather. Do not lay sod on frozen ground. Do not store sod on the prepared planting soil or directly on paved surfaces.

Protect from excess heat or drought by maintaining the soil in a moist state.

iv) Sod shall not be laid during freezing weather, when the sod or ground is frozen, or when the sodding areas are too wet or too dry. COR will determine this.

v) Sod shall be placed by hand with close joints and not overlapping. Plug all gaps between sections of sod and openings at angles with pieces of sod cut to fit.

vi) Sod shall be installed smooth and flush with adjoining paving and transition smoothly to existing grass areas. Assure that the top of the sod thatch line is flush with the top of all adjacent curbs or other structures within or adjacent to the sodded areas.

vii) Soil should be moist, but not wet, prior to laying sod. Lay sod to form a solid mass with tightly fitted joints. Butt ends and sides of sod strips; do not overlap. Stagger strips to offset joints in adjacent courses.

viii) Fill all visible seams between sod pieces less than one inch wide, with planting soil flush to the that line of the sod. Fill all joints one inch or wider with cut pieces of sod.

ix) Sod shall be thoroughly watered immediately after installation to a depth of 4 inches.

x) After sod and soil have dried sufficiently to prevent damage, sod shall be rolled to ensure good bondage between sod and soil and remove minor depressions and irregularities.

Tamp or roll lightly to ensure contact with sub grade. Work sifted soil into minor cracks between pieces of sod and remove excess soil to avoid smothering of adjacent grass. Sod shall be rolled perpendicular to the lying axis of the sod roll, with a standard 275 – 325-pound drum turf roller after an initial watering to eliminate irregularities.
