140P3025R0005 FY25-30 ROCR Grounds Maintenance IDIQ Questions and Answers:

Q1. Minimum Acceptable Grass Height: The solicitation does not specify the minimum acceptable grass height for the areas to be maintained. Could you please confirm the target grass height or range (if any) that must be maintained across the specified locations?

A1. A minimum grass height is 3 inches across the locations.

Q2. Compensation for Additional Cycles: The pricing sheet (Attachment 6) specifies a fixed number of mowing cycles per year (e.g., 14, 28, 32) for each reservation, which we understand as one complete instance of mowing, trimming, and edging, forming the basis of our bid pricing. PWS (Section 2.1.3) allows the NPS to adjust the frequency of cuts based on Best Management Practices, with no impact on the contract price unless approved by the Contracting Officer. Since each additional cut translates to an extra cycle, requiring more time and resources, will contractors be compensated for any cycles performed beyond the number specified in the pricing sheet? If so, what is the process for obtaining Contracting Officer approval for these additional costs?

A2. Yes, contractors will be compensated for mowing cycles performed beyond the number specified in the pricing sheet, provided such additional cycles are requested or approved in writing by the Contracting Officer.

The total annual price submitted for each reservation in Attachment 6 should be based on the specified number of cycles, by multiplying the per-unit cost by the fixed number of mowing cycles per year. Any additional cycles must first be identified by the Contracting Officer’s Representative (COR) and submitted as a request to the Contracting Officer. Only upon written approval and issuance of a task order by the Contracting Officer may the contractor proceed with the additional work and be compensated at the established per-cycle rate.

Q3. Pricing Evaluation and Cycle Assumptions: Given that contractors may anticipate different needs for additional cuts during high-growth months (e.g., one contractor might assume one extra cut, another two or three), this could lead to discrepancies in bid pricing. How will the NPS evaluate pricing to ensure fairness when contractors’ assumptions about extra cycles vary? Would it be more equitable for the NPS to specify the total number of cuts, including any anticipated additional cycles, so all bidders submit pricing based on the same understanding.

A3. The pricing evaluation is based on the fixed number of mowing cycles specified in Attachment 6, which forms the baseline for proposal pricing. These fixed cycle counts reflect NPS’s best estimate of mowing needs under normal conditions. The solicitation allows for adjustment of cycles as necessary, in accordance with Best Management Practices, to respond to changing site conditions.

While contractors may have differing assumptions about the frequency of additional cycles during high-growth periods, the fixed number of cycles provided ensures a common baseline for fair price comparison during evaluation.

To maintain flexibility and adapt to seasonal or environmental factors, the contract allows the NPS to issue task orders for additional mowing cycles as needed, subject to Contracting Officer approval. This approach balances the need for consistent proposal evaluation with the practical requirement to respond to variable site conditions over the contract term.

Therefore, specifying a single fixed total number of cuts including all potential additional cycles is not feasible, as growth conditions may vary year to year. Instead, the established fixed cycle counts provide an equitable baseline, with mechanisms in place to manage and fairly compensate for any necessary adjustments through task orders.

Q4. Confirmation of Base Contract Scope: Could you please confirm that the original scope of work in the base contract is limited to mowing, edging, and trimming as outlined in Section 2 of the Performance Work Statement (PWS)? Additionally, are the other services mentioned in the PWS— such as planting bed maintenance, leaf removal, debris/litter removal, hardscape maintenance, trash removal, sod installation, and wood chip installation—considered optional and only required if specifically ordered as part of task orders?

A4. Yes, the base scope of work, which includes mowing, edging, and trimming as outlined in Section 2 of the Performance Work Statement (PWS), will be issued as a task order under the IDIQ contract. This base year task order will be issued concurrently with the IDIQ award.

Other services listed in the PWS—such as planting bed maintenance, leaf removal, debris/litter removal, hardscape maintenance, trash removal, sod installation, and wood chip installation—are considered optional and will only be required if specifically ordered through separate task orders. Each task order will specify the scope, schedule, and pricing for the additional work.

This approach provides the NPS with flexibility to address varying maintenance requirements while ensuring that all work is authorized and priced through individual task orders.

Q5. Pricing Sheet Submission Format: When submitting our bid, should we populate the pricing sheet (Attachment 6) with unit prices for each line item (e.g., per mowing cycle, per optional service job) and calculate totals, or are we expected to provide a lump sum for each year (Base Year, Option Years, 6-Month Extension) without breaking down individual costs?

A5. The Pricing sheet has been updated to include unit prices for all lines and years. (See “Attachment 6 – Updated Pricing Sheet ROCR Grounds Maintenance”)

Q6. Trash Removal: The optional "Trash Removal" service is listed as monthly (12 times per year).

Does this include furnishing trash receptacles, or is the contractor only responsible for emptying existing ones? Additionally, are there designated disposal sites within the park, or must contractors transport waste off-site?

A6. Trash Services is being removed from this solicitation. (See “Attachment 6- Updated Pricing Sheet ROCR Grounds Maintenance” and “Attachment 1- FY25 ROCR Grounds Maintenance Service PWS – Updated 6.2025”)

Q7. Brush Removal: Reservation 360-M3 in Rock Creek Core includes "Annual fall brush removal on P Street bank" once per year in December, with a maintenance level of 4 and 1 cycle. Can you clarify the scope of this task? For example, does it involve clearing all vegetation or only specific types (e.g., invasive species), and is disposal included in the contractor’s responsibilities?

A7. This task involves the complete removal of all brush and vegetation within Reservation 360-M3 along the P Street bank, regardless of species type. The scope includes cutting back and clearing all woody plants, shrubs, and brush that have grown since the previous maintenance cycle to maintain the bank’s intended condition.

Additionally, the contractor is responsible for the proper disposal of all removed vegetation off-site, ensuring no debris is left behind on the bank or surrounding areas. The work is to be performed once annually in December, in accordance with the specified maintenance level 4 standards and single maintenance cycle.

Q8. For Reservation 568 (Battleground National Cemetery), the pricing sheet notes that string trimmers may not be used around headstones and monuments. Are there other reservations with similar equipment restrictions (e.g., at Meridian Hill Park, a National Historic Landmark)? If so, could you specify which areas and what alternative methods are acceptable?

A8. The Government does not prescribe specific means or methods for performing the work; however, under FAR 52.237-2 Protection of Government Buildings, Equipment, and Vegetation, the contractor is responsible for protecting all government property, including landscapes, headstones, monuments, and other sensitive features. The contractor must take all necessary precautions to prevent damage and is liable for repairing or replacing any damaged property at their own expense.

Certain areas within the contract scope may have equipment restrictions—such as prohibitions on the use of string trimmers near headstones, monuments, or other delicate features—to avoid potential damage. In these cases, contractors should employ alternative methods, such as manual trimming or low-impact equipment, that ensure the protection of historic and cultural resources while maintaining the grounds appropriately.

Q9. Initial Cut: We have noted that many locations may not have been serviced recently, resulting in potential overgrowth. This could require additional time and resources for the first mowing cycle upon contract award to achieve the acceptable grass height. Could you please clarify the following:

a. Should contractors factor the additional effort required for the initial cut due to overgrowth into their pricing for the standard mowing, trimming, and edging cycles, as outlined in the pricing sheet (Attachment 6)?

A9a. Yes, contractors should include in their base year pricing the additional effort and resources required to perform the initial cut, which may involve addressing overgrown areas to bring the grass and vegetation up to the specified height standards. This means the initial mowing, trimming, and edging cycles may require more time and effort than routine maintenance cycles.

b. Alternatively, will there be separate compensation or a distinct task order for the first cut to account for the increased effort needed to address overgrowth and bring the areas to the specified height standard?

A9b. At this time, there is no separate compensation or distinct task order planned specifically for the initial cut. Contractors are expected to factor this additional initial effort into their standard pricing as submitted in Attachment 6.

Q10. Is there a site visit that is planned and when might it be scheduled?

A10. No formal site visit is scheduled for this solicitation. Most roads and areas within Rock Creek Park are open to the public 24 hours a day. However, areas that are gated within the park are accessible only during park hours, from dawn to dusk. Contractors are encouraged to visit the sites independently during these times to familiarize themselves with the conditions.

Q11. Will there be an information meeting or a place I can look for Site Maps?

A11. No information meeting is planned for this solicitation. All relevant site maps have been posted and are available for review on SAM.gov as Attachments 3a through 3h. Interested contractors are encouraged to download and review these maps to familiarize themselves with the contract locations.
