About this file
This is a Statement of Work (SOW) for the Sacramento River Rail Trail Repaving project managed by the Bureau of Land Management's Northern California District, Redding Field Office.
The project involves pavement rehabilitation of approximately 14.04 miles of the Sacramento Rail Trail system near Redding, California, comprising three segments: Shasta Dam Trail (2.96 miles), Keswick Dam Trail (2.85 miles), and Middle Creek Trail (8.23 miles). The contractor must furnish all labor, equipment, materials, supervision, and incidentals to complete the work within 90 calendar days of Notice to Proceed, with all work completed by December 1, 2026. The scope includes nine primary tasks: mobilization; remove and replace patching of approximately 4,000 square feet; surface preparation including crack sealing for cracks ≥ 1/4 inch; tack coat application per FHWA FP-14 Section 411; conformed grinding at intersections to achieve ADA-compliant transitions with maximum 0.25-inch vertical deviation; asphalt overlay using 3/8-inch NMAS HMA with PG 64-10 binder placed at 0.10-foot compacted thickness and compacted to ≥92% maximum density; shoulder backing using Class II aggregate base compacted to ≥95% density; quality control and compaction testing (one test per production day by certified independent laboratory); and demobilization. An additive item includes 4-inch yellow broken centerline striping with 4-foot stripe/8-foot gap pattern. The contractor is responsible for all quality control sampling and testing, mix design submission, contingency planning, environmental compliance, and safety adherence to OSHA, federal, state, and BLM standards. Work shall be conducted during regular hours (8:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays) unless otherwise approved by the Contracting Officer's Representative. The BLM will mark patching extents and provide gate keys and trail closure signage during the project duration.

SOW 1.0 Background on the Government’s Requirement BLM Northern California District requires pavement rehabilitation of approximately
14.04 miles of the Sacramento Rail Trail system near Redding, California. The project includes the Shasta Dam Trail (2.96 mi), Keswick Dam Trail (2.85 mi), and Middle Creek Trail (8.23 mi) segments. See Figure 1. Sacramento Rail Trail Project Location.
The trail provides critical public access for pedestrian and bicycle use and supports periodic BLM administrative vehicle access. The existing asphalt pavement exhibits transverse and longitudinal cracking, localized structural failures, and shoulder degradation (see EX-4 Photos). Without repair, these deficiencies will continue to propagate, resulting in reduced safety, increased maintenance costs, and diminished user experience.
This project consists of localized “remove and replace” patching, surface preparation, crack sealing, asphalt overlay, and shoulder backing. Additional work includes conformed grinding at intersections, and paving interface work around existing locking bollards.
SOW 2.0 General Scope of Work The Contractor shall furnish all labor, equipment, materials, supervision, and incidentals necessary to complete pavement rehabilitation of the Sacramento River Rail Trail system.
See EX-3 Maps and EX-4 Photos.

SOW Page 2
SOW 3.0 Overall Objectives Restore pavement integrity, maintain ABA accessibility, improve user safety and extend service life of the trail system while maintaining functional access and preventing environmental impacts.
SOW 4.0 Specific Tasks Work shall be measured and paid in accordance with the Bid Price Schedule. All incidental work required to complete each task shall be included in the respective unit price.
