About this file
This file is an Official Questions and Answers document for an amended solicitation for the Sacramento River Rail Trail Repaving GAOA Project administered by the Bureau of Land Management (BLM).
The project involves asphalt overlay and patching work on a paved recreational trail system with a 90-calendar-day Period of Performance following Notice to Proceed. Key work requirements include a 0.10-foot (1.2-inch) compacted HMA overlay with PG 64-10 binder at 8 feet width (12 feet for a 1,015-LF Keswick Dam Trail section), remove-and-replace patching of structurally deficient areas, crack sealing, surface preparation, shoulder backing with Class II aggregate base, and compaction density testing at 92 percent Maximum Theoretical Density. The contractor is responsible for furnishing construction water, selecting haul routes compliant with bridge weight restrictions (20-ton limit at Shasta Dam, vehicle-configuration-specific limits at Shasta Tailbay Bridge), and managing precautions around major culverts to prevent concentrated loading. BLM will complete shoulder vegetation clearing prior to Notice to Proceed, but the contractor must perform routine surface preparation including removal of loose vegetation and debris. The solicitation closes September 3, 2026, with HMA placement restricted to suitable weather and pavement-surface conditions to ensure proper bonding and compaction. Additional width beyond base limits is available only under Additive Item 2 when authorized by the Contracting Officer's Representative and measured by square foot. The contractor must protect existing bollards and concrete piers from damage, provide active construction zone control, and complete all work within the specified 90-day performance period without planned winter suspension or extension into summer 2027.

Official Questions and Answers – Amended Solicitation
The following Government responses clarify the solicitation requirements. Where a response modifies or clarifies the Statement of Work (SOW), the applicable amended SOW section and page are identified.
Q1. May existing asphalt grindings or reclaimed pavement material generated by the work be reused as fill/base material in the Remove and Replace Patching areas? If material is not suitable for structural reuse, may it be used for shoulder backing?
Government Response: Yes, subject to COR approval. Reclaimed material may be reused within designated patching areas when suitable for structural use and capable of being placed, graded, and compacted to provide a firm and stable section.
Reclaimed material not suitable for structural reuse may be approved by the COR for shoulder backing when reasonably well graded, free of deleterious material, and capable of forming a smooth, stable shoulder. Class II aggregate base remains the required bid basis for shoulder backing unless reclaimed material is specifically approved. Material unsuitable for either use shall be disposed of in accordance with applicable requirements.
SOW Reference: SOW 4.0, Task 2 – Remove and Replace Patching, p. 2; Task 7 – Shoulder Backing, p. 5.
Q2. Will BLM provide a water source for construction activities?
Government Response: No. BLM will not provide a construction water source. The Contractor shall furnish and transport all water required to perform the work. Construction water is incidental to the applicable bid items.
SOW Reference: SOW 6.0 – Government-Furnished Property, p. 7.
Q3. What bridge or structure weight limits apply to construction trucks and equipment using the paved trail?
Government Response: The Shasta Dam and Shasta Tailbay Bridge restrictions apply only if the Contractor elects to use the northern access route to the Shasta Dam Trail. Use of this route is not required. Shasta Dam is posted with a 20-ton load limit, and the Shasta Tailbay Bridge is subject to vehicle-configuration-specific load limits as shown in the load-limit information provided with the amended solicitation. Access through the secure Shasta Dam area requires advance coordination with Shasta Dam Security. Multiple alternative access and staging opportunities are identified on the project maps included with the SOW. The Contractor is responsible for selecting appropriate haul routes and staging locations consistent with its proposed means and methods and applicable site restrictions. Several major culverts occur along the Shasta Dam Trail segment. Project-specific construction load ratings have not been established for these structures. The Contractor shall comply with the construction-loading precautions identified in SOW 7.0, including minimizing concentrated loading, not staging or queuing loaded vehicles over major culverts, limiting vehicles and equipment positioned directly over a major culvert to the minimum necessary for the active operation, and not parking or storing equipment, loaded trucks, trailers, or material stockpiles directly over major culverts overnight. Particular caution shall be exercised during or following precipitation when surrounding soils are saturated.
SOW Reference: SOW 7.0 – Access, Staging, and Major Culverts / Construction Loading, p. 8.
Q4. Does this project require clearing and grubbing? Who is responsible for tree trimming and grass or vegetation removal?
Government Response: No general clearing, grubbing, tree trimming, or shoulder vegetation clearing is required under this contract. BLM has completed planned shoulder vegetation clearing along the Shasta Dam and Keswick segments and will complete planned clearing along Middle Creek prior to NTP. The Contractor remains responsible for routine surface preparation, including removal of loose vegetation, dirt, debris, and other material from the pavement surface and pavement edge as necessary for tack coat and paving.
SOW Reference: SOW 4.0, Task 3 – Surface Preparation, p. 3.
Q5. The existing paved trail varies in width at some locations. Should the Contractor match the existing paved width, or should the overlay be constructed at a consistent width?
Government Response: The required base overlay width is 8 feet, except for the identified 1,015-LF portion of the Keswick Dam Trail where the required base overlay width is 12 feet. Existing pavement may locally extend beyond these widths.
Offerors shall not assume that all existing pavement outside the defined base limits will be resurfaced. Additional width shall be placed only when authorized by the COR under Additive Item 2 and will be measured by square foot of additional pavement area actually authorized and constructed.
SOW Reference: SOW 4.0, Task 6 – Asphalt Overlay, p. 4; Additive Item 2 – Additional HMA Overlay Beyond Base Width, p. 6.
Q6. How shall the Contractor handle the existing locking bollards and concrete bollard piers during paving operations?
Government Response: Existing bollards and concrete piers shall remain in place unless otherwise directed by the COR.
The Contractor shall protect them from damage and perform localized grinding, tapering, and handwork as necessary. The new HMA surface shall taper to approximately the existing concrete-pier elevation over approximately 4 feet on each approach. Transitions shall be smooth, tight, free of abrupt edges or trip hazards, and maintain positive drainage.
Contractor-caused damage shall be repaired or replaced at no additional cost to the Government.
SOW Reference: SOW 4.0, Task 3 – Surface Preparation, p. 3.
Q7. With the trail closed to the public during active construction, is traffic control or flagging still required?
Government Response: Yes, active-work-zone public control is required. BLM will issue public trail-closure notices and post closure signage. The Contractor shall maintain a safe active construction zone and provide personnel at the limits of active work as necessary to prevent bicyclists, pedestrians, and other trail users from entering construction operations. Full roadway-style traffic control is not required solely for routine trail-user exclusion unless required by the Contractor’s operations or other applicable requirements.
SOW Reference: SOW 7.0 – Active Construction Zone / Public Control, p. 8.
Q8. What crack-sealing method and material are required? Is hot-applied crack seal required, or is a cold-applied product acceptable?
Government Response: Either hot-applied or cold-applied crack-sealing products may be used when the product is commercially manufactured for asphalt pavement crack sealing, compatible with the existing asphalt pavement, tack coat, and HMA overlay, and approved by the COR. Product data shall be submitted before use. The material shall be installed in accordance with the manufacturer’s recommendations and cured or otherwise ready to receive tack coat and HMA before overlay operations.
SOW Reference: SOW 4.0, Task 3 – Surface Preparation, p. 3.
Q9. What clear distance should be maintained between the ditch line and the edge of shoulder backing?
Government Response: No fixed minimum horizontal clearance is specified. Shoulder backing shall restore edge support without filling or obstructing existing ditch channels or drainage features. Where a ditch limits the available shoulder width, taper the backing to existing ground before the ditch and coordinate localized treatment with the COR as necessary.
SOW Reference: SOW 4.0, Task 7 – Shoulder Backing, p. 5.
Q10. If an Offeror was unable to attend the advertised pre-bid walkthrough, may an additional walkthrough or drive-through be scheduled before proposals are due?
Government Response: The Government may accommodate additional site visits on an individual basis when scheduling permits; however, additional Government-led site visits are not guaranteed. Offerors requesting an additional visit should contact the Government point of contact as early as possible. Any additional visit is for observation of existing conditions only and does not extend the solicitation deadline or modify the solicitation. Only written Government responses and formal solicitation amendments modify solicitation requirements.
SOW Reference: No SOW amendment required.
Q11. Given the specified 0.10-foot HMA overlay and potential for cooler weather later in the construction period, does the Government anticipate awarding the contract before the end of September so paving may occur during October?
Government Response: The solicitation closes September 3, 2026. The 90-day Period of Performance is the construction period following Notice to Proceed and should not be interpreted as a 90-day Government award period. The Government intends to complete evaluation and award as promptly as practicable after solicitation close but cannot guarantee a specific award or NTP date. Offerors shall develop their schedules to account for seasonal conditions and sequence weather-sensitive HMA operations during suitable placement and compaction conditions within the Period of Performance.
SOW Reference: SOW 2.0 – Period of Performance, p. 1; SOW 5.0 – Delivery / Performance Schedule, p. 7.
Q12. If paving cannot reasonably be completed during fall 2026, will the Government extend project completion into summer 2027?
Government Response: No planned winter suspension or summer 2027 paving period is established by the solicitation.
Offerors shall base proposals on completing all work within 90 calendar days of NTP. The Contractor is responsible for sequencing weather-sensitive HMA work during suitable placement and compaction conditions within that period.
SOW Reference: SOW 2.0 – Period of Performance, p. 1; SOW 5.0 – Delivery / Performance Schedule, p. 7.
Q13. If the project were suspended until 2027, could performance and payment bonds be submitted at the beginning of the 2027 paving period?
Government Response: Not applicable. The solicitation does not establish a planned winter suspension or deferred 2027 paving period. Offerors shall base proposals, bonding, and scheduling on the solicitation requirements and the specified Period of Performance.
SOW Reference: No SOW amendment required.
Q14. Will the Government permit increasing the specified HMA overlay from one 0.10-foot compacted lift to a 2-inch compacted lift?
Government Response: No. Offerors shall base proposals on one 0.10-foot (1.2-inch) compacted lift of 3/8-inch NMAS HMA with PG 64-10 binder. Maintaining the specified pavement section provides a common bid basis and avoids materially different HMA quantities, finished elevations, tie-in treatments, bollard transitions, and shoulder work. Localized structural failures are addressed separately through Remove and Replace Patching.
SOW Reference: SOW 4.0, Task 6 – Asphalt Overlay, p. 4.
Q15. What weather and pavement-surface conditions govern placement of the specified 0.10-foot HMA overlay?
Government Response: HMA shall not be placed on a wet, frozen, or visibly damp pavement surface or during precipitation. Placement shall comply with applicable FP-14 requirements and the approved mix design. The Contractor shall monitor weather, pavement-surface temperature, mixture delivery temperature, and mat temperature as necessary to demonstrate that specified density and finished-surface requirements can be achieved within the available compaction window. Paving shall be suspended when weather or surface conditions prevent proper bonding, compaction, smoothness, or finished-surface quality.
SOW Reference: SOW 4.0, Task 6 – Asphalt Overlay, p. 4; SOW 5.0 – Delivery / Performance Schedule, p. 7.
Q16. Please clarify which compaction test method is required for the Compaction Testing bid item.
Government Response: Density testing shall verify that compacted HMA achieves a minimum of 92 percent of Maximum Theoretical Density (Rice Density). The Government anticipates use of a calibrated nuclear density gauge operated by qualified personnel for routine density testing. Alternate non-destructive methods, including PQI, may be proposed for Government review and approval. The Government reserves the right to require verification by asphalt core sampling where necessary to resolve discrepancies or verify compliance.
Compaction testing shall be performed at a frequency of one test per production day, consistent with the SOW. Test locations shall be representative of the day's paving production and shall be documented in the Contractor's testing records.
