About this file

This is a Justification and Approval document for Other Than Full and Open Competition (Brand Name Only) submitted by Golden Gate National Recreation Area (GGNRA).

The procurement seeks a SolarEdge Home Hub inverter, model USE7600H-USMNBE78, to replace an obsolete photovoltaic inverter at the Stinson Beach Maintenance Facility located at 45 Willow Camp Way, Stinson Beach, CA 94970. The existing PV system uses SolarEdge power optimizers (P400-5NC4ARM) and requires hardware and software compatibility for safe operation and monitoring. The existing inverter does not meet California Rule 21 interconnection standards and must be replaced in accordance with utility interconnection requirements. The justification cites FAR 6.302-1 (Brand Name Only) under 10 U.S.C. 2304(c)(2), establishing that only one responsible source can satisfy agency requirements. Market research confirms that no alternative inverter manufacturer provides hardware compatible with SolarEdge DC Power Optimizers; using any other inverter brand would require complete system redesign, removal and replacement of all optimizers, and significant added cost. The document evaluates competing alternatives including Fronius Primo, SMA Sunny Boy, and Tesla Solar Inverter, all of which lack software compatibility with the installed optimizers. The selected SolarEdge inverter meets UL 1741 Supplement SA compliance requirements for California Rule 21 and PG&E interconnection rules. The justification was prepared by Sean Scharf, Engineering Technician, and approved by Liset Gomez, Contracting Officer.

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

BRAND NAME ONLY

BACKGROUND:

Golden Gate National Recreation Area (GGNRA) seeks qualified contractors to remove and replace the existing photovoltaic (PV) inverter at the Stinson Beach Maintenance Facility located at 45 Willow Camp Way, Stinson Beach, CA 94970. The Stinson Beach Maintenance Facility supports critical operations for the National Park Service (NPS) and includes a solar photovoltaic system that contributes to the site's energy efficiency/sustainability goals and provides power for the operation of Stinson Beach lift station.

The existing inverter does not meet California Rule 21 interconnection standards and must be replaced in accordance with utility interconnection standards. The existing PV system is SolarEdge Home Hub SE7600A-US002NNR2 and incorporates DC Power Optimizers, requiring hardware and software compatibility for safe operation, monitoring, and performance.

1) FAR Statutory Authority Cited: 10 U.S.C. 2304 (c )(2 ), FAR 6.302-1, Brand Name Only and Only one responsible source and no other supplies or services will satisfy agency requirements.

Reason for Authority Cited: The rooftop system includes SolarEdge Power Optimizers of the P-series (e.g., P401/others). SolarEdge’s inter-compatibility documentation prohibits mixing optimizer generations in a single string unless they are fully compatible.

Regulatory Requirement: Only inverters certified to UL 1741 SA / Rule 21 are eligible and compliant with PG&E interconnection rules legacy models like SE7600A are not.

Brand Name and address of the vendor/company (point of contact, telephone/fax number or email if known).

SolarEdge Technologies Inc.

2) BRAND NAME description to meet the Park’s needs:

Brand/Product: SolarEdge Home Hub inverter, model USE7600H- -phase, grid-tied string inverter family).

General application: Replacement of the -obsolete PV inverter serving the Stinson Beach maintenance facility (45 Willow Camp Way), restoring grid-tied solar production in accordance with California Rule 21 interconnection requirements.

Key technical fit for our installed system: The selected model has been confirmed—by the installing contractor’s representative—to be compatible with the site’s existing SolarEdge power optimizers (P400-5NC4ARM), enabling a drop-in inverter replacement without re-engineering the array or optimizers.

3) Market Research conducted (efforts to obtain other BRAND NAME) or state reason for not conducting market research:

Market research confirms that no alternative inverter manufacturer provides hardware compatible with SolarEdge DC Power Optimizers. Using any other inverter brand would require complete system redesign, removal and replacement of all optimizers, and significant added cost.
