Statement of Work

POTABLE WATER MAIN ISOLATION VALVE REPLACEMENT

Katherine Landing, Lake Mead National Recreation Area

December 11, 2024

1.1 Scope of Work

The scope of work for the replacement of the 8" isolation valve under the road includes several key tasks and specifications to ensure safe and efficient completion of the project. The contractor will be required to implement a traffic control plan in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), to manage traffic flow and ensure the safety of workers and the public. This includes setting up necessary signage, barricades, and flagging operations as required, while maintaining access for pedestrians and minimizing disruptions to traffic.

Contractor will coordinate with NPS personnel for water main shutoff for the duration of the repair. 24hours notice shall be given to NPS for the required system shutoff.

The contractor will then proceed to cut and road surface to gain access to the existing isolation valve. This process will involve careful saw-cutting of the road surface (either asphalt or concrete) along pre-determined lines, ensuring minimal damage to the surrounding area. Dust control measures should be taken. The cut material will be removed and disposed of at an approved offsite facility. Once the road surface is removed, the contractor will excavate the area to expose the existing 8" valve, remove the old valve and associated piping, and dispose of these materials offsite in compliance with environmental regulations. Contractor shall conduct necessary pressure testing on the new valve prior to backfill.

After the valve replacement, the contractor will restore the excavated trench by replacing the road base with appropriate materials, ensuring proper compaction, and leveling to meet the required standards. This will be followed by the reinstallation of the road surface. The contractor will use hot mix asphalt (or locally approved materials) to patch the road, ensuring the surface is properly compacted and graded to match the surrounding area. Once the asphalt is laid, the contractor will apply an asphalt sealant to ensure a smooth and durable finish that prevents water infiltration. Contractor is responsible to repainting any road markings in the same location that are removed in the repair process. Paint color and type shall match existing conditions. Contractor is urged to take measurements of road markings before demolition of roadway takes place.

All materials removed, including the old pipe, valve, and road surface, will be transported to an offsite disposal facility.

The contractor will ensure compliance with all local waste disposal regulations. Road base shall have a minimum 95% compaction before asphalt placement. Asphalt shall be sealed. The contractor will also perform a final cleanup of the site, removing any debris, construction materials, and equipment, and restore the site to its original condition or better.

The work will be completed in accordance with all safety regulations, quality control standards, and local permitting requirements.

Currently, the leak is measured at 500 GPD. It is believed that the valve is AWWA 8-inch Cast Iron and pipe material is C-900. Contractor shall field verify.

Prime Contractor is responsible for directly superintending the project, onsite, all days in which work is being done.

Contractor shall verify all details of the current HVAC unit prior to ordering the replacement unit. All specifications are approximate, and accuracy is not guaranteed by the government.

A pre-bid site visit will not be held. Contractors are urged to visit the site, take measurements and photos and ask any questions not addressed in this scope of work or solicitation directly to Bradley_metler@nps.gov

This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time.

1.3 Contract Period

Work shall be completed within 7 days once the Contracting Office provides Notice to Proceed for onsite work. Notice to Proceed will be issued after contract award, once the following submittals are received:

- Certificate of Liability Insurance

- Accident & Safety Plan specific for Katherine Landing

- SF-1413 Subcontractor Form

- Traffic Control Plan

1.4 Period of Performance

The Period of Performance will be 7 days from issuance of Notice to Proceed.

1.5 Quote Package

The Contractor shall provide the following in the quote package. See "Award Selection Process" in the Soliciation.

a. PRICE SCHEDULE (lump sum). This is an evaluation factor.

b. TECHNICAL: Provide a MAXIMUM 1 PAGE (12-point font) project narrative that demonstrates how the Prime Contractor will successfully meet the needs of the statement of work. Narrative shall include draft project schedule and describe how the Prime contractor plans to directly superintend the work during the performance of the contract until the work is completed and accepted. This is an evaluation factor.

c. KEY PERSONNEL: Please provide qualification of the onsite superintendent. Superintendent shall demonstrate experience managing quality control, safety and scheduling in accordance with the statement of work.

Superintendent shall demonstrate they have the authority to direct subcontractors on the behalf of the prime contractor and can make real time changes if there is a nonconformance issue. If the prime contractor is subcontracting the HVAC work, the technical approach shall demonstrate adherence to the SOW requirements for an onsite superintendent to manage the work directly at the park location noted in the SOW. This is an evaluation factor.

d. CONTRACTOR’s LICENSE: Provide the contractor’s license of the Prime and subcontractor (if applicable). This is a pass/fail factor.

1.6 Contractor Use of Premises

a. The Contractor Shall always adhere to the following while working within Lake Mead National Recreation Area.

i. The Contractor shall be identifiable with uniforms, name tags, marked vehicles, high-visibility vests, hats, or hardhats with company logo, or similar, and maintain a professional decorum and appearance.

ii. The contractor shall furnish a list of personnel with phone contact information.

iii. Do not drive vehicles off road or access non-project areas without permission from the contracting officer’s representative.

iv. Ensure all personnel (contractors, subcontractors, and vendors) entering or working in the park are familiar with and obey all park regulations. Law enforcement rangers will intervene if they perceive any unsafe or unlawful activity.

v. Working hours shall be 06:00-17:30 Monday through Friday, excluding Government holidays. Work outside regular hours requires approval from the contracting officer and the Park’s Chief Ranger (or their designee). Requests for work outside of regular hours must be submitted not-less-than two working days in advance.

vi. Contractor shall not enter an NPS facility without an NPS escort.

vii. Smoking is prohibited inside or outside within 25 feet of any buildings in the park. This applies to existing buildings, buildings under construction, and buildings under renovation. Discarding of tobacco products or debris anywhere other than into designated tobacco receptacles is considered littering and subject to fines.

viii. Confine storage of equipment and materials to the staging / lay-down/ storage areas identified by the COR or as established at the preconstruction meeting.

ix. The contractor shall park vehicles and heavy equipment in designated areas for contractor use or as established at the preconstruction meeting.

x. The Contractor shall keep driveways and entrances serving the premises clear and available to the Government, government employees, tenants, the public, and emergency vehicles always.

xi. Prevent damage to natural surroundings. Restore damaged areas and replace damaged trees, vegetation, and grass at no expense to the Government.

1.7 Compliance

a. While performing work, the Contractor shall comply with all laws, regulations, and policies, to include, but not be limited to, the latest applicable versions of the following.

i. NFPA 101

ii. MUTCD Standards and Policies

iii. Occupational Safety and Health Administration (OSHA) Regulations

b. Additional Requirements

i. Licensure: All work shall be performed by workers who hold appropriate licenses in one of the 50 States, the District of Columbia, Puerto Rico, or other US territory. Where allowed by the state issuing the license, work may be conducted by unlicensed workers provided the work is overseen by a licensed worker. The business must be a licensed General Contractor, Site Work/Earth Work Contractor or Waterworks Contractor.

ii. All affected areas must be left in a clean and tidy condition. Any damages to Government property will be fixed and repaired at no cost to the Government, including road surfaces, curb and gutter, sidewalk and other utilities.

iii. Contractor shall provide one-year labor warranty.

iv. Contractor shall respond to warranty service calls within 24 hours.
