Summary of Specifications and Statement of Work

This document is a Specifications and Statement of Work for the procurement and installation of two floating boat lifts and refurbishment of an existing hoist at federal marina facilities. The vendor must supply and install a Hydrohoist Ultralift 16,000 UL2 (or approved equal) capable of lifting 14,000 lbs for boats 30-33 feet in length with a 10-foot beam, and a Hydrohoist Ultralift 12,000 UL2 (or approved equal) capable of lifting 10,000 lbs for V-hull boats 21-26 feet in length, including SAFE Boats and Boston Whalers. Both lifts must use air-filled pontoons for complete water clearance, feature mechanical controls without servo motors or electric pushbuttons to ensure operation during power loss, and accommodate both inboard jet and outboard propeller-driven vessels. The lifts must be rated for extreme desert climates exceeding 100°F for over 100 days annually and 115°F for 60-75 days yearly, and require service availability within reasonable response timeframes for law enforcement and search and rescue operations.

Installation will occur at Las Vegas Boat Harbor (part of Lake Mead National Recreation Area near Boulder City, Nevada) with work limited to Monday-Friday during operating hours, completed by December 31, 2026. The vendor bears responsibility for all installation, shipping, materials, and removal of one existing lift from the government dock. The removed lift must be refurbished, including cleaning, AIS washing, hose replacement, bunk recarpeting/repair, and swing arm alignment verification, then reinstalled at Cottonwood Cove Marina on a covered dock section with slip designation to be provided by National Park Service personnel. Both new lifts require permanent attachment in provided slips with 30-amp electric service.
