About this file
This is a Scope of Work document for the National Park Service's Death Valley National Park cross-connection survey and annual backflow prevention testing project.
The National Park Service seeks a qualified contractor to conduct cross-connection control inspections and backflow prevention testing across eight water systems within Death Valley National Park, encompassing 265 total service connections (Mesquite, Stovepipe Wells, Cow Creek/Nevares, Grapevine, Furnace Creek, Scotty's Castle, Wildrose, and Emigrant). The contractor must perform certified operational testing on 67 backflow prevention assemblies, identify all actual and potential cross-connections, verify backflow device presence and condition, maintain detailed records with photographic documentation and GPS coordinates, and develop individual Cross Connection Control Management Plans (CCCMP) for each water system aligned with the California State Water Resources Control Board's Cross-Connection Control Policy Handbook. Minor repairs—including test cock replacement, cap and seal replacement, debris cleaning, relief valve kit replacement, tag replacement, lubrication, and minor valve adjustments—are included up to a not-to-exceed threshold of $175 per device. Major repairs requiring excavation, assembly replacement, pipe cutting, welding, or shutdown exceeding two hours are excluded and shall be documented with Rough Order of Magnitude estimates for Government evaluation.
Contractor personnel must include a Certified Cross-Connection Control Specialist and a Certified Backflow Prevention Assembly Tester recognized by the State Water Resources Control Board. The anticipated award date is April 1, 2026, with a performance period ending September 20, 2026. Key deliverables include an inspection schedule (7 calendar days), 90% draft report (30 days), final report and CCCMP (45 days), data package for eAR submission (45 days), backflow test reports on Government forms (70 days), and deficiency reports with cost estimates (70 days). Award will be made based on personnel certifications (screen-out criterion), price using an attached bid schedule, and past performance on similar projects within the preceding five years. Liability insurance is required after award, and NPS staff will provide access and location assistance for all backflow devices, which are within walking distance of paved roads.
