Both machines require enclosed ROPS/FOPS certified cabs with operational air conditioning, backup alarms, lighting packages, and no visible hydraulic leaks. The Contractor shall provide delivery and retrieval services, routine maintenance per manufacturer schedules, field service response within 48 hours for breakdowns, and replacement equipment with equal capability if downtime exceeds 72 hours. Estimated monthly usage is up to 160 hours for each piece of equipment. The contract shall conclude after twelve months unless extended by written modification, with equipment retrieval required within five business days of contract expiration.

STATEMENT OF WORK

Front End Wheel Loader and Motor Grader Rental

Part 1 – Scope, Background, and Objective

1.1 Scope of Work

The Contractor shall source and provide one (1) Front End Wheel Loader and one (1) Motor

Grader for a period of twelve (12) months. Both pieces of equipment shall be delivered to:

Joshua Tree National Park

Oasis Visitor Center

74485 National Park Drive

Twentynine Palms, CA 92277

1.2 Background

The park currently lacks sufficient in-house heavy equipment to support large-scale roadway surface treatments and grading operations. Existing equipment resources are limited and unavailable for sustained use, particularly for project-based rehabilitation efforts. As a result, the park must secure long-term rental equipment to effectively complete critical maintenance projects and address deferred maintenance.

1.3 Objective

The Contractor shall furnish:

1. One (1) mid-size articulated front-end wheel loader (Caterpillar 950 class or approved equal) for roadway rehabilitation and cold mix asphalt overlay operations at Black Rock

Campground and other park maintenance activities.

2. One (1) mid-size motor grader for cold mix asphalt overlay operations at Indian Cove

Campground.

All equipment shall be delivered in fully operational condition and shall meet or exceed the specifications outlined in this Statement of Work. Equipment must be capable of precision grading required for proper base preparation, drainage control, and surface shaping prior to placement of cold mix asphalt.

Part 2 – Front End Wheel Loader

Requirements

2.1 General Configuration

• Articulated wheel loader

• Enclosed ROPS/FOPS certified cab

• Operational air conditioning and heating system

• Suspension seat with seatbelt

• Rearview mirrors and backup alarm

• LED or equivalent work lighting package

• EPA-compliant diesel engine

2.2 Engine and Power

• Net power: approximately 225–250 HP

• Tier 4 Final compliant (or current EPA standard)

• Turbocharged diesel engine

• Automatic or powershift transmission (minimum 4 forward / 3 reverse speeds)

2.3 Operating Capacity

• Operating weight: approximately 40,000–45,000 lbs

• Rated operating capacity: minimum 12,000 lbs

• Tipping load (full turn): minimum 25,000 lbs

2.4 Bucket Requirements

• General-purpose bucket

• Capacity: 3.0–4.5 cubic yards

• Bolt-on cutting edge

• Quick coupler system preferred

• Compatible with cold mix asphalt material handling

2.5 Hydraulics

• Load-sensing hydraulic system

• Auxiliary hydraulics available

• No visible leaks

2.6 Tires

• 23.5R25 (or equivalent)

• Minimum 50 percent tread life remaining at delivery

• Suitable for asphalt and aggregate work

2.7 Condition Requirements

The equipment shall:

• Be model year 2018 or newer (or approved equivalent condition)

• Have fewer than 6,000 operating hours (preferred)

• Be free of major leaks, structural damage, or unsafe defects

• Have all safety guards installed and operational

• Pass pre-delivery inspection

• Include current maintenance records upon request

2.8 Period of Performance

• Twelve (12) months from Notice to Proceed

• Estimated usage: up to 160 hours per month

• Equipment shall remain on-site unless otherwise directed

2.9 Delivery and Support

The Contractor shall:

• Deliver and retrieve equipment to and from the park-designated location

• Provide operator’s manual and maintenance documentation

• Provide routine maintenance per manufacturer schedule

• Provide field service within 48 hours of notification for breakdowns

• Provide replacement equipment with sequal capability if downtime exceeds 72 hours

2.10 Intended Use

The loader will be used for:

• Loading and staging cold mix asphalt

• Stockpile management

• Material transport within project limits

• Supporting motor grader operations

• General road maintenance activities

2.11 Safety and Compliance

Equipment shall comply with:

• OSHA standards

• Applicable EPA emissions requirements

• National Park Service safety policies

• All federal, state, and local regulations

Part 3 – Motor Grader Requirements

3.1 Project Purpose

The motor grader will be used to:

• Re-establish roadway crown and cross slope

• Correct washboarding and surface irregularities

• Shape and compact base materials prior to overlay

• Maintain proper drainage flow lines and edge transitions

• Perform final trimming to achieve uniform grade tolerance suitable for cold mix placement

Proper grading is critical to ensure long-term performance of the overlay and to prevent premature surface failure.

3.2 Engine and Power

• Net horsepower: 180–220 HP

• EPA Tier 4 Final compliant (or current applicable standard)

• Turbocharged diesel engine

• Powershift or direct drive transmission

3.3 Operating Characteristics

• Operating weight: approximately 30,000–40,000 lbs

• Articulated frame for maneuverability within campground roadways

• Hydraulic steering

• Differential lock

• Precision hydraulic controls suitable for finish grading

3.4 Moldboard (Blade)

• Minimum 12-foot moldboard

• Hydraulic side shift and tip control

• 360-degree circle rotation

• Replaceable cutting edges

• Capable of fine grading tolerances of ±0.1 foot

3.5 Cab and Safety

• Enclosed ROPS/FOPS certified cab

• Operational air conditioning (desert climate requirement)

• Backup alarm and lighting package

• Mirrors or rearview camera

3.6 Tires

• Appropriate tread for aggregate and compacted base surfaces

• Minimum 50 percent tread life at delivery

3.7 Condition Requirements

The grader shall:

• Be in good operating condition

• Have no hydraulic leaks or unsafe defects

• Be delivered fully serviced and ready for operation

• Include operator’s manual and maintenance documentation

3.8 Delivery and Support

The Contractor shall:

• Deliver and retrieve equipment to and from the park-designated location

• Provide operator’s manual and maintenance documentation

• Provide routine maintenance per manufacturer schedule

• Provide field service within 48 hours of notification for breakdowns

• Provide replacement equipment with equal capability if downtime exceeds 72 hours

3.9 Period of Performance

• Twelve (12) months from Notice to Proceed

• Estimated usage: up to 160 hours per month

• Equipment shall remain on-site at Indian Cove Campground unless otherwise directed

Part 4 – Contract Completion

The contract shall end at the conclusion of the twelve (12) month Period of Performance unless extended by written modification. The Contractor shall coordinate equipment removal with the

Contracting Officer’s Representative and retrieve all equipment within five (5) business days of contract expiration, unless otherwise directed.
