GENERAL REQUIREMENTS

SECTION 01 11 00 SUMMARY OF WORK
PART 1: GENERAL
1.1 DESCRIPTION:
1. The work of this contract consists of the supply and installation of all interior drywall and new HVAC system (Ductless Heat Pump) in the 2,400 square-foot, four-unit apartment building in the Mora area of Olympic National Park (NPS).
A. Drywall: The Work of this contract consists of the supply and installation of approximately 10,100 square-feet of 5/8” Type-X interior gypsum wall board. Additionally, finish-texturing of approximate 9,400 square-feet of new drywall is included in this scope. See approximate quantities, below.

1. Supply all equipment, labor, materials and supervision. Coordinate mobilization and work with COR.
2. Store materials in protected dry storage until immediately prior to install.
3. Inspect materials and equipment for any defects/damage prior to install
4. Install new 5/8-inch Type-X drywall for the apartment building; including 5/8” type-X Greenboard in four bathrooms, RC-1 resilient channel on all ceilings (UL P522 1-hr rated celling), level-4 finish on all interior living spaces/common rooms/maintenance rooms (excluding attic fire partition walls) and orange peel texturing on all interior living spaces/common rooms/maintenance rooms.
5. Work area clean-up and demobilize.
B. HVAC: Four (4) multizone ductless exterior heat pump condensers and eight (8) recessed ceiling air handlers with wall mounted thermostat controls. ark (NPS).
The performance period for this work shall take place between December 1, 2021 and April 30, 2022. During this period, the contractor shall coordinate mobilizations, material deliveries and provide both phased rough-in and trim-out in coordination with the NPS. Contractor will be given two weeks advance notice from the NPS for commencement of work activities.
Payment shall be made in one lump sum for work
Contractor work shall include:
1. Determine appropriate size condenser and air handler(s) combination for each of the four dwelling units.
2. Supply all equipment, labor and materials. Coordinate mobilization and work with
COR.
3. Store materials in protected dry storage until immediately prior to install
4. Inspect materials and equipment for any defects/damage prior to install
5. Install new HVAC system for the apartment building, including rough in and trim out, testing, start-up and demonstration of heating and cooling cycles

6. Provide demonstration and training of all installed equipment to NPS staff (estimated 1 hour) on a date coordinated 1-week in advance with COR
7. Provide Operation & Maintenance Manuals for each unit installed
8. Work area clean-up and demobilize.
1.2 LOCATION:
A. Mora Road in Forks, WA 98331
1.3 CONTRACTOR'S USE OF PREMISES:
1. Construction Camp: Establishment of a camp within the Park and at this location will not be permitted.
2. Work Hours: Work hours are from 7:00am to 7:00pm Monday through Friday. Weekend work will normally not be allowed. Special requests may be made through the Contracting Officer.
3. Confine storage of materials to the area as indicated during the pre-construction meeting as part of this contract. Coordinate deliveries so that deliveries fit available storage area.
4. The following conditions shall be followed during the Contractor's work while in the Park:
A. To prevent unnatural attractants to bears, no foods, garbage, drinks, trash, or food and drink containers shall be placed outside trailers or buildings, except during actual use. Any mishandling of garbage, trash, foods, and other potential bear attractants described above will result in the responsible person or Contractor receiving a citation subject to a fine or court appearance before the U.S. Magistrate. Repetition of mishandling or any case of deliberate feeding will result in loss of in-Park operation privileges
B. Pets are prohibited and feeding of any wildlife is prohibited.
5. Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repair or replace damaged trees and plants (per direction by NPS arborists and horticulturists), at no additional expense to the Government.
6. Vehicles/Heavy Equipment: Vehicles / Heavy Equipment:
A. Rules of the Road: All vehicles and heavy equipment will comply with posted traffic regulations, including speed limits. Failure to comply with traffic regulations will result in a citation being issued to the driver.
B. Vehicle Parking: The contractor shall park vehicles and heavy equipment in designated areas as shown on the Site Location Map or as established at the preconstruction meeting.
C. Driveways and Entrances: The contractor shall keep driveways and entrances serving the premises clear and available to the government, government employees, and emergency vehicles at all times.
D. Vehicle Exhaust: All vehicles will be properly maintained to ensure that the exhaust produced is within legal limits. Effects of excessive vehicle exhaust may be subject to enforcement of State and Federal laws regarding emissions as well as those regarding threatened and endangered species.
E. Spills: Contractor shall be responsible for any cleanup efforts required in accordance with 40 CFR and all applicable state laws regarding disposal and cleanup of hazardous / industrial wastes. The Contractor must immediately notify the Contracting Officer of spills.

F. DOT Compliance: All vehicles are to be compliant with all DOT requirements including but not limited to driver with appropriate license class, medical examiner card as appropriate with license class, carrying three (3) triangles or three (3) flares, mounted fire extinguisher, and valid DOT safety sticker.
1.4 FIELD VERIFICATION:
A. Field verify all new and existing dimensions and utilities affecting the work of this Contract before ordering products.
1.5 CONTRACTOR-FURNISHED ITEMS:
A. All materials shall be Contractor-furnished from outside the Park.
PART 2: PRODUCTS
2.1 Gypsum Wall Board: The Park requires 5/8” Type-X wall board installed through the building, including 5/8” Type-X greenboard in all bathrooms (walls and ceilings). Level-4 finish on all walls and ceilings, except attic fire partition walls (finish per 2018 International Building Code/2018 International Fire Code). All Fire Sealant installed per 2018 IBC/NFPA.
Resilient Channel: Supply and install RC-1 on all ceilings.
HVAC System: NPS requires four separate ductless heat pump systems installed, each comprised of a multi-zone exterior condenser and two compatible recessed ceiling air handlers. Contractor will size the system adequately for each unit. Contractor will quote energy-star rated systems that includes all components to adequately heat/cool all four units with thermostat control for each air handler in each unit. See attached HVAC Plan.
2.2 Accessories: New HVAC systems should include but are not limited to all accessories including concrete condenser pads, programmable thermostats, disconnects, refrigerant/condensate lines, electrical wiring, flex-conduit, etc.
PART 3: EXECUTION
A. Examination: Examine the project area and site facilities and verify compatibility between existing conditions and the scope of work.
B. Preparation: Take field measurements or conduct surveys to verify dimensions before installation.
C. Storage: Deliver materials in original packages, containers or bundles bearing brand and manufacturer name. Store all materials in protected dry storage areas. Neatly stack in flat on spacers to prevent sagging and contact with concrete slabs.
D. Installation: Install all systems or components according to the specifications, manufacturer’s recommendations, and local, State, and Federal codes, standards, and regulations.
E. Correction of the Work: Upon discovery of defects or damage of new work or to existing facilities damaged by new work, repair or replace damaged systems or components and restore substrates and finishes.

F. Progress Cleaning: Clean the project site and work area daily. Keep site free of waste and debris in proper containment. Properly dispose of all waste and debris offsite.
G. Final Cleaning & Waste Disposal: At the completion of the work, clean all surfaces and remove all waste materials, trash, tools, equipment, machinery, and surplus items from the project site and legally dispose of all waste items.
Install heat pump systems in accordance with:
A. 2018 International Building Code with Appendices B. 2018 International Energy Conservation Code
C. 2018 International Mechanical Code D. 2017 National Electric Safety Code E. 2018 International Plumbing Co
Install according to manufacturer’s specifications. Exterior condensers shall be installed on concrete pads, on the west end of the building outside their corresponding unit. Installation shall include testing and startup and demonstration of heating/cooling cycles. Contractor will provide an operation and maintenance manual for each unit installed.
3.2 Government will provide electrical installation from service panel to disconnects at each heat pump and to the location of each air handler.

SECTION 01 27 00 DEFINITION OF CONTRACT LINE ITEMS
PART 1 GENERAL
1.1 DESCRIPTION
1. The work of this bid item consists of the supply and installation of approximately 10,100 square-feet of 5/8-inch Type-X gypsum wall board (drywall). Approximately 1,400 square feet is greenboard, in all bathroom walls/ceiling. Resilient channel shall be installed prior to drywall on all ceilings. All walls and ceilings shall receive a level-4 finish and orange peel texture (except any attic fire partition walls).
Additionally, supply and install a new ductless heat pump HVAC system. Contractor shall determine, supply and install all required components for the four appropriately sized condensers, eight recessed ceiling mounted air handlers, thermostats, electrical disconnects, refrigerant and condensate lines

SECTION 01 31 00 PROJECT MEETINGS
PART 1: GENERAL
1.1 PRE-CONSTRUCTION CONFERENCE: Before start of construction, Contracting Officer will arrange a meeting at Headquarters and an onsite meeting with Contractor. The meeting agenda will include the following as a minimum:
Correspondence procedures
Designation of responsible personnel
Labor standards provisions
Payroll reports
Changes
Payments to Contractor
Subcontractors
Park rules and regulations
Accident prevention program (including name of responsible supervisor)
Accident reporting
Documents required under the contract
Recycling program
Saturday, Sunday, holiday and night work
Safety program (compliance with the "Accident Prevention “clause of the General Provisions)

SECTION 01 33 23 SUBMITTAL PROCEDURES
PART 1: GENERAL
1.1 DESCRIPTION: The work of this section consists of submittal requirements before and during construction.
1.2 RELATED REQUIREMENTS: Closeout submittals - Section 01700.
1.3 PRODUCT DATA, AND SAMPLES:
1. General Procedures:
A. Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward submittals that are related to or affect one another as a package to facilitate coordinated review.
B. List submittals on National Park Service form CM-16. Identify the front of each sheet or item with the submittal and item number.
C. Submittals will not be accepted for review if identification is missing an incorrect number of submittals are submitted, the transmittal form is incorrectly filled out, submittals are not coordinated, or submittals do not show evidence of Contractor's approval.
D. Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.
2. Specific Procedures:
A. Samples: Samples shall be large enough to clearly illustrate the functional characteristics and full range of color, texture, or pattern.
B. Manufacturers' Literature: Submit only pertinent pages; mark each copy of standard printed data to identify products referenced in specification section.
3. Contracting Officer's Review:
A. After approving submittals, Contracting Officer will return one copy to the Contractor.
B. If submittals are not approved, Contracting Officer will return one copy to Contractor with reasons for rejection. Resubmit, identifying changes.
C. Any work done before approval shall be at Contractor's own risk.
1.6 SIMILAR PRODUCTS OR APPROVED EQUAL:
1. For each item proposed as a "similar product or approved equal," submit items required in each section and additional supporting data, including:
A. Drawings and samples as appropriate.
B. Comparison of the qualities of the proposed item with that specified.
C. Changes required in other elements of the work because of the substitution.
D. Name, address, and telephone number of vendor plus Manufacturer's literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists.
2. No pre-bid approvals will be made. Any submittal of a "similar product" constitutes a representation that the Contractor:
A. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
B. Will provide the same warranties for the proposed item as for the item specified.

C. Has determined that the proposed item is compatible with interfacing items.
D. Will coordinate the installation of such item and make all changes required in other elements of the work because of such item.
E. Waives all claims for additional expenses that may be incurred as a result of the use of a "similar product".
3. New Construction Materials: The Contractor is encouraged to submit for approval products made out of recycled or environmentally responsible material. Every effort will be made by the National Park Service to approve these materials.

Section 01 35 23 ACCIDENT PREVENTION
1.1 DESCRIPTION: The work of this section consists of establishing an effective accident prevention program and providing a safe environment for all personnel and visitors.
1.2 SUBMITTALS:
1. Accident Prevention Program: Before on-site work begins, submit for approval an accident prevention program. The Contracting Officer will review the proposed program for compliance with OSHA and project requirements. If the program requires any revisions or corrections, the Contractor shall resubmit the program within 10 days. No progress payments will be processed until the program is approved. The program shall include:
A. Name of responsible supervisor to carry out the program.
B. Weekly and monthly safety meetings.
C. First aid procedures.
D. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees. Identify the work included under each phase by reference to specification section or division numbers.
E. Training, both initial and continuing.
F. Planning for possible emergency situations, such as floods, fires, cave-ins, slides, explosions, power outages, and windstorms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.
G. Housekeeping: Section 01 56 00.
H. Fire Protection: Section 01 51 13.
2. Traffic Control Plan: Before on-site work begins, submit for approval a traffic control plan. The Contracting Officer will review the proposed program for compliance with OSHA and project requirements.
If the program requires any revisions or corrections, the Contractor shall resubmit the program within 10 days. No progress payments will be processed until the program is approved.
3. Submit a report of safety meetings and of inspections.
4. Upon request, submit proof of employees' qualifications to perform assigned duties in a safe manner.
1.3 QUALITY ASSURANCE:
1. Clauses entitled "Accident Prevention" and "Permits and Responsibilities" of the General Provisions.
In case of conflicts between Federal, state, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project site. Failure to comply with the requirements of this section and related sections may result in suspension of work.
2. Qualifications of Employees:
A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
C. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment.

Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
1.4 ACCIDENT REPORTING:
1. Reportable Accidents: A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. Within 7 days of a reportable accident, fill out and forward to the Contracting Officer a DI-134 form, which may be obtained from Contracting Officer.
2. All Other Accidents: The Contractor shall report all other accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
PART 2: PRODUCTS
2.1 FIRST AID FACILITIES: Provide adequate facilities for the number of employees and the type of construction at the site.
2.2 PERSONNEL PROTECTIVE EQUIPMENT: Meet requirements of NIOSH and MSHA, where applicable, as well as ANSI.
2.3 BARRIERS: Section 01 53 00.
PART 3: EXECUTION
3.1 EMERGENCY INSTRUCTIONS: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
3.2 ESCAPE ROUTES: Provide and maintain adequate escape routes at all times in accordance with the Life Safety Code (NFPA 101-91). No corridor, aisle, stairway, door, or exit shall be obstructed or used in a manner that interferes with escape routes.
3.3 PROTECTIVE EQUIPMENT:
1. Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.
2. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
3.4 SAFETY MEETINGS:
1. As a minimum, conduct weekly 15-minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite.
2. Conduct monthly safety meetings for all levels of supervision. Notify the Contracting Officer so that he may attend. These meetings shall be used to review the effectiveness of the Contractor's safety effort, to resolve current health and safety problems, to provide a forum for planning safe construction activities, and for updating the accident prevention program. The Contracting Officer will enter the results of the meetings into his daily log.
3.5 HARD HATS AND PROTECTIVE EQUIPMENT AREAS:
1. A hard hat area will be designated by the Contracting Officer. The hard hat area shall be posted by the Contractor in a manner satisfactory to the Contracting Officer.
2. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary protective equipment at all times.

3.6 TRAINING:
1. First Aid: Provide adequate training to ensure prompt and efficient first aid.
2. Hazardous Material: Train and instruct each employee exposed to hazardous material in safe and approved methods of handling and storage. Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury.

SECTION 01 51 13 TEMPORARY SERVICES
1.1 DESCRIPTION: The work of this section consists of providing temporary services required for Contractor's performance of the work of this Contract.
PART 2: PRODUCTS
2.1 GENERAL: Temporary materials may be new or used but must be adequate in capacity for the required usage, must not create unsafe conditions, and must not violate requirements of applicable codes and standards.
2.2 FIRE PROTECTION EQUIPMENT: UL Class 2A, 2-1/2-gallon water type, stored-pressure extinguisher and UL Class 10, Type I, 15-pound B:C carbon dioxide extinguisher.
PART 3: EXECUTION
3.1 TELEPHONE:
1. No telephone service is available onsite for Contractor's use. The project sites does have cellular phone coverage.
3.2 WATER:
1. Potable water is available at the site.
3.3 SANITARY FACILITIES:
1. Contractor shall provide temporary restroom facilities.
3.4 FIRE PREVENTION AND PROTECTION:
1. A capable and qualified person shall be placed in charge of fire protection. The responsibilities shall include locating and maintaining fire protective equipment and establishing and maintaining safe torch cutting and welding procedures.
2.Hazard Control: Take all necessary precautions to prevent fire during construction. Do not store flammable or combustible liquids in buildings. Provide adequate ventilation during use of volatile or noxious substances.
3. Spark Arresters: Equip all gasoline or diesel-powered equipment used in potential forest or grass fire locations with spark arresters.
4. Locate internal combustion equipment so that exhausts discharge well away from combustible materials.
5. Locate service areas a minimum of 25 feet from buildings. Shut down equipment before refueling.
6. Smoking: Smoking on the construction site is prohibited.
3.5 PROTECTION EQUIPMENT REQUIRED:
1. Vehicles and Equipment: Provide one extinguisher on each vehicle or piece of equipment.

SECTION 01 56 00 TEMPORARY CONTROLS
PART 1: GENERAL
1.1 DESCRIPTION: The work of this section consists of providing temporary controls.
PART 2: PRODUCTS Not Used.
PART 3: EXECUTION
3.1 HOUSEKEEPING:
1. Keep project neat, orderly, and in a safe condition at all times.
2. Provide enough containers for collecting construction debris and construction materials to be recycled. Food storage and disposal must meet Park regulations.
3. The Contractor is encouraged to provide individually marked containers for recycling personal items, such as aluminum cans, newspapers, plastic, corrugated cardboard. Remove grease, dirt, stains, foreign materials, and labels from interior and exterior finished surfaces. Sweep paved areas, rake grounds. At time of final inspection, project shall be thoroughly clean and ready for use.
3.2 CLOSEOUT SUBMITTALS: Submit before final inspection request.

3.3 SUBSTANTIAL COMPLETION AND FINAL INSPECTION: Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection.

1. When Contracting Officer determines that Work is substantially complete, he will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion.
2. If Contracting Officer determines that the Work is not substantially complete, he will immediately notify Contractor in writing, stating reasons. After completing Work, Contractor shall resubmit certification and request a new final inspection.
3.4 ACCEPTANCE OF THE WORK: After all deficiencies have been corrected, a Letter of Acceptance will be issued.
3.5 POST-CONSTRUCTION INSPECTION: Before expiration of warranty period, Contracting Officer will inspect project and notify Contractor in writing of all deficiencies.
