Point Arena City Hall Maintenance and Visitor Services Contract

1. Identification of the agency and the contracting office.

Bureau of Land Management- Ukiah Field Office 2550 North State Street Suite 2 Ukiah, CA 95482

2. Description of supply or service required to meet the agency’s needs.

a) This action is for the contracting of maintenance and visitor use services located on the City Hall property (owned by the City of Point Arena) by the BLM. The City Hall property is the main access (on the South side) to the BLM public lands and trails. The City of Point Arena maintains the parking lot, trailheads, and City Hall Trail for BLM and also provides visitor services for the BLM public lands on the City Hall property.

b) Sole Source

This contract PR package is a renewal of the Legacy Doc #: L17PX01544

3. The rationale or circumstances for limiting competition.

BLM acquired a parcel of land (409 acres) in June 2013 for the Point Arena-Stornetta Monument. For access, visitors have been parking at the adjacent City Hall property and the City of Point Arena (a BLM partner) has been incurring costs for restroom use, maintenance of the parking lot, signage, etc. The Monument designation occurred March 2014, and visitation has increased as well as general inquiries from across the country.

The City of Point Arena provides public access and legal ingress and egress to the Point Arena- Stornetta Monument; provides a parking lot for visitors of the Monument; maintains the parking lot, trailheads, and mows the City Hall Trail; provides essential visitor services and materials to the public on behalf of the BLM.

The City of Point Arena is the only vendor that can provide the services outlined by the requirement, because they are the legal landowners of the only property that can provide access to the Point Arena-Stornetta Monument.
