1 OVERVIEW

1.1 PROJECT INTRODUCTION AND BACKGROUND

The Bureau of Land Management (BLM) owns the Meadowood Special Recreation Management Area

(Meadowood) in Northern Virginia. Meadowood is managed by the BLM’s Lower Potomac Field Station, located on the area’s premises at 10406 Gunston Road, Lorton, Virginia 22079.

The BLM has identified three separate Task Areas at Meadowood for which the A/E Contractor will be responsible for providing design services. The aerial image below is for reference only – the A/E Contractor shall be responsible for ensuring that all work will be in compliance with the project extents outlined in the attached National Environmental Policy Act (NEPA) approvals.

Reference Aerial Image showing the location of the three separate Task Areas.

1. The Meadowood Sensory Nature Trail (Title I & II Design Services)

The Meadowood Sensory Nature Trail, to be located at Meadowood Special Recreation

Management Area (Meadowood) will invite visitors of all ages to explore nature in a way that is specifically designed for individuals with neurodivergent conditions (such as Autism Spectrum

Disorder), sensory processing disorders, and intellectual disabilities.

This unique trail will be the first dedicated sensory nature trail on Federal lands and will offer a welcoming environment where everyone can connect with nature in a sensory-friendly setting – making it the perfect place for families and individuals seeking a calm and engaging outdoor experience.

The Sensory Nature Trail will engage the senses of people with autism and other developmental disabilities, helping them connect more fully with nature. Designed with accessibility in mind, it will offer a sensory-friendly experience that encourages a deeper interaction with the outdoors. The

C-5

Statement of Work

23 June 2026 proposed trail will offer a variety of opportunities where visitors can run, jump, climb and move while experiencing the sights, sounds, textures, and smells of nature.

The Sensory Nature Trail is intended to encourage moments of reflection, inviting guests to pause, think and meditate. It will foster creativity by allowing visitors to design, explore, and construct in a safe, welcoming environment. The trail will serve as a dynamic outdoor classroom, where visitors can learn, listen, coordinate, and share experiences.

The Sensory Nature Trail is largely inspired by the existing Autism Nature Trail (ANT) located at

Letchworth State Park in New York.

The proposed approximately 21.02 acre location for the Sensory Nature Trail within the

Meadowood Area has been identified on the attached Reference Site Plan.

The A/E Contractor will be responsible for providing full Title I & II Services for the design of the

Sensory Nature Trail, from Pre-Design survey services through full Construction Document services.

Title I Design Services include pre-design services, schematic-level design services (approx. 35% of total design process) for the project, including a level “C” cost estimate, and Design Development

(65% of the total design process), including a Class “B” cost estimate.

Title II Design Services include design efforts to complete a full, stamped set of Construction

Documents (Specification and Drawings) and a Class “A” cost estimate.

Construction Administration, such as Title III services, is not included in this task order.

2. Mustang Trailhead Parking Area (Title I – Survey Only)

The existing parking lot at Mustang Trailhead (10702 Harley Rd, Lorton, VA 22079) is undersized and has inadequate turning geometry to serve the special events that take place in the adjacent pavilion and recreation area. These events attract numerous visitors driving several vehicle types such as POV’s, semi-trailers, and horse trailers.

The BLM has determined that improvements are necessary to the existing 8.20 acre Mustang

Trailhead area to improve trailhead functionality and safety and shall consist of, among other items, upgrading stormwater management, adding public toilets, expanding the parking area, and installing water/electrical utilities.

The BLM will be internally executing design services for various improvements to the Mustang

Trailhead Parking Area, and as such will require a set of existing conditions survey documents to be prepared by the A/E Contractor under this Task Order.
