About this file

This is a Request for Information (RFI) document issued by the Bureau of Land Management (BLM) containing questions and answers regarding the Meadowood Sensory Trail Title I & II Design Services procurement (Solicitation No. 140L0626R0014), dated July 10, 2026.

The procurement is a Total Small Business Set-Aside requiring the prime contractor to qualify as a small business under NAICS code 541330. Large businesses may only participate as subcontractors. The contract requires design services for a sensory trail project at Meadowood, including site and utility analysis, restroom facilities (pre-fabricated vault toilets without electric or water service), and a trailhead entrance off Gunston Road with coordination required with Fairfax County departments. The project schedule is 180 days. Submissions must be made on SF 330 form, limited to 50 pages (excluding SF 330 Part II), with no prescribed page limits for individual sections. Resumes and project summaries are not page-limited individually but count toward the overall 50-page limit. The RFI clarifies that projects reaching 100% design completion qualify as completed for experience requirements, 11x17 pages count as two pages, and CPARS and Past Performance Questionnaires are not required with submissions. Government-furnished NEPA documents will be provided via amendment. The anticipated Notice to Proceed is expected in August 2026, and the submission deadline was extended to July 30, 2026. No background soil testing has been performed on the site, and the Government will provide the public working group list post-award.

# QUESTIONS ANSWERS

1 Is the restroom building anticipated to be pre-fabricated or a custom building?

The BLM is anticipating the restroom facilities to be pre-fabricated to match the other vault toilets across Meadowood.

2 The RFQ states that “projects should be completed and performed within the last five (5) years.” Does “completed” mean 100% constructed, or would a project that has reached 100% design also qualify?

For purposes of this RFQ, a project that has reached 100% design will be considered complete and is eligible for consideration under the

Specialized Experience factor. Projects do not need to be fully constructed to qualify. However, offerors should clearly identify the project's status and the services they performed.

3 Is there any way that a non SBE could prime the project?

We tried to contact BLM and submitted a question to clarify the requirement and have not heard back yet.

No. This procurement is a Total Small Business Set-Aside. To be eligible for award, the prime offeror must qualify as a small business under the applicable NAICS code (541330) and meet the solicitation requirements. Large businesses may participate as subcontractors or members of a contractor team, but they are not eligible to serve as the prime contractor for this requirement.

4 For Section E – Resumes, are resumes limited to one page?

Are there specific disciplines required for inclusion in the submission?

No. Resumes are not limited to one page. There are no prescribed disciplines that must be included. Offerors should include resumes for the proposed key personnel whose qualifications are relevant to the scope of work and demonstrate their ability to successfully perform the required services. Resumes are included in the 50-page submission limit.

5 For Section F– Specialized Experience and Technical

Competence - Are project summaries limited to one page?

No. Project summaries are not limited to one page. Offerors should provide sufficient information to clearly demonstrate relevant specialized experience and technical competence. Project summaries are included in the 50-page submission limit.

6 The RFQ notes that the submission is via an SF330 and cannot exceed 50 pages.

Correct. The RFQ requires submission of an SF 330. The Government has not established separate page limits for individual sections of the SF

330. Offerors should use their judgment in allocating pages within the overall 50-page submission limit. SF 330 Part II will not count toward the 50-page submission limit.

7 Would an 11x17 page count as 1 or 2 pages (i.e., for

Section D, Organizational chart)?

An 11x17 page will count as two (2) pages toward the 50-page submission limit.

8 Are SF330 Part II forms required for all offices of the prime and sub of key personnel listed in Section E? Are the

Part II forms included in the total page limit? If so, would you consider extending the page limit by 10-15 pages to allow for space for this section?

SF 330 Part II shall be submitted in accordance with the SF 330 instructions for each office of the prime contractor and any subcontractor that will have a key role in performing the project. SF 330

Part II will not count toward the 50-page submission limit. No other changes to the page limitations are being made.

9 Can you provide guidance as to what information you would like included in Section H besides a write-up on

“Capacity to Accomplish the work in the required time”?

No additional information is required beyond what is requested in the

SF 330. For Section H, offerors should provide sufficient information to demonstrate their capacity to accomplish the work within the required schedule, including current workload, availability of key personnel, adequacy of resources, and any other information they believe is relevant to demonstrating their ability to successfully complete the required services within the period of performance.

10 When is the anticipated award date/NTP expected to be issued?

For planning purposes only, offerors should anticipate issuance of the

Notice to Proceed (NTP) in August 2026. This estimate is subject to change.

11 Has any background soil testing been performed on the site regarding potential contamination and/or characterization of material for on-site placement of excavated soils?

No background soil testing has been performed on this site.

13 Will the Government supply the list of public working group participants?

The BLM would provide the public working group list once awarded.

14 Are the Meadowood SRMA Reference Plans and/or other

Government Furnished Information and Materials referenced in the Statement of Work available for review during the RFQ period?

The BLM will attach the related NEPA Documents listed in Attachment

3 - Statement of Work 6-23-2026 via amendment 1. The following

Attachments were added: Attachment 6 - NEPA CE DR Enchanted

Pond Outflow System Replacement; Attachment 7 -NEPA FONSI

Mustang Trailhead; Attachment 8 -NEPA FONSI Sensory Trail.

15 Is there any guidance on how this project schedule will interact with local, county, and/or state environmental regulatory requirements given that the design schedule is projected at only 180 days? Can you provide a list of anticipated agencies?

This project is on federal land managed by the BLM where the design team would solely work with the BLM. The BLM does expect that the

A/E Contractor will coordinate with the appropriate Fairfax County departments to ensure compliance with the new trail entrance off

Gunston Road.

16 Is the trailhead entrance intended to include electrical and water service?

The trailhead entrance will not include electric and water service.

17 Can you confirm if the Site and Utility Analysis includes design of electrical and water service for anticipated loads/usage of future restroom facilities, the design of which are outside of this contract? If so, will the anticipated sizing and load/usage requirements for these facilities be provided by the Government?

This project does not include design of electric and water services.

Future restroom facilities would be a vault toilet with no electric or water services.

18 Given the July 4th holiday falls within this response time, would you consider extending the submission deadline by one week?

The BLM will extend the submission deadline to July 30, 2026 via amendment 1.

19 I wanted to confirm that CPARS and or PPQs are not required in the proposal/solicitation responses due on 7/23 for the above referenced opportunity?

Correct. Offerors are not required to submit CPARS evaluations or Past

Performance Questionnaires (PPQs) with their SF 330 submission. As stated in the RFQ, the Government will retrieve CPARS independently and may consider other credible sources of past performance information if CPARS is not available.
