About this file
This is a Surveyor's Boundary Evidence Review document prepared by Stantec Consulting, Inc. for the U.S. Department of Interior's Office of Native Hawaiian Relations regarding the Hawaiian Home Lands Paukukalo parcel in Wailuku, Maui, Hawaii. The document evaluates existing boundary surveys and land records for two Tax Map Keys (TMKs) totaling approximately 62.81 acres owned by the State of Hawaii Department of Hawaiian Home Lands. The review, completed August 24, 2026, examined historical survey records dating back to 1882 and found that while the existing metes and bounds legal description is acceptable and sufficient to locate the exterior boundaries, a new comprehensive boundary survey is recommended due to the passage of time since the original 1961-1962 surveys and significant changes to adjoining lands.
The primary concerns identified include potential encroachments along the easterly boundary (Waiehu Beach Road) and the northerly and westerly boundaries (Waiehu Planned Development subdivision), with documented evidence of approximately 1.8 feet of road encroachment into the parcel from the 1966 Right of Way project. The Paukukalo parcel holds senior rights over these adjoining interests. The surveyor recommends a full boundary survey to preserve and protect the physical boundary locations, determine the extent of any encroachments, and provide updated measurements and survey records for future management. The estimated cost for this boundary survey is $83,000. The legal description and all historical survey records, plats, and referenced documents are included as attachments to the report.

Recommendations/Comments/Concerns/Corrections
Recommendations:
This Standards for Boundary Evidence Review recommends a land boundary survey of the entire
Hawaiian Home Lands of Paukukalo to preserve and protect the physical location of the exterior boundaries, determine the existence and extent of potential encroachments along the exterior boundaries, and to provide updated measurements, areas, and survey records for future management and protection of the Hawaiian Home Lands.
Comments/Concerns/Corrections:
The Paukukalo parcel is located within the ahupuaa (land division) of Wailuku, Island of Maui.
Historically, the overall area was owned by Wailuku Sugar Company, who then deeded the land in multiple platted increments to the Territory of Hawaii beginning in 1926. These deeds are recorded in various Libers at the State of Hawaii Department of Land and Natural Resources (DLNR) Bureau of
Conveyances (BOC). The land was designated for use by the Hawaii National Guard Camp Site and Rifle
Range, until it was eventually subdivided into the Paukukalo parcel and the “Waiehu Planned
Development” subdivision.
The Paukukalo parcel entered the Hawaiian Home Lands Trust in 1962 via an exchange deed between the State of Hawaii Department of Land and Natural Resources (Grantor) and the Department of
Hawaiian Home Lands (Grantee). The exchange deed, metes and bounds description, and map of
Paukukalo parcel are documented in Liber 4265, page 425 thru 455, at BOC.
This exchange deed stated an exclusion within the parcel to remain with the State of Hawaii (Hawaii
National Guard Camp Site and Rifle Range). Later, in 2010, this excluded parcel was formally transferred to the Hawaiian Home Lands via quitclaim deed and recorded in the BOC.
The metes and bounds land description for the Paukukalo parcel is acceptable as written and is verified in various recorded plats, including plats of adjoiners. The Paukukalo parcel location, as well as its adjoiners, was visually checked by underlaying 2026 Bing Maps Aerial imagery, and the areas noted for possible incursions are along the easterly boundary (Waiehu Beach Road) and the northerly and westerly boundaries (Waiehu Planned Development subdivision), as noted in the survey history.
This Standards for Boundary Evidence Review on the exterior boundaries of the Paukukalo parcel is based upon information found at the State of Hawaii Department of Accounting and General Services
(DAGS) Survey Office, DLNR BOC, the County of Maui, and the State of Hawaii Department of
Transportation Cadastral Engineering Section. The research conducted herein for this report meets with the land surveying industry’s accepted standards for research.
History of Pertinent Official Surveys:
The following acronyms are defined for the Pertinent Official Surveys as follows:
Hawaii Territorial Survey (HTS)
Hawaii State Survey (HSS)
Copy of Survey Furnished (CSF)
File Plan (FP)
Year Description
1882 M.D. Monsarrat, Hawaii Territory Surveyor, compiles A Portion of Wailuku Maui, from Iao
Valley to Paukukalo, as depicted on Registered Map 1261, which was redrawn by State
Land Surveyor Kazutaka Saiki in 1981. The redrawn map indicates the Paukukalo area is occupied by the Rifle Range and Camp Site and the land was deeded to the Territory of
Hawaii (from Wailuku Sugar Company) per Liber 857 page 381 in 1926.
1926 James M. Dunn, Hawaii Territory Surveyor, compiles and describes the land deeded to the
Territory of Hawaii from Wailuku Sugar Company, per Liber 857 page 381 in document
CSF No. 4649. The land deeded to the Territory of Hawaii contains an area of 106.2 acres, more or less. The controlling corner and Point of Beginning is noted as an iron pipe
(no diameter noted) named “Wailuku”. Per Executive Order 261, this parcel will be designated to the Hawaii National Guard Camp Site and Rifle Range.
1927 James M. Dunn, Hawaii Territory Surveyor, compiles and describes additional land deeded to the Territory of Hawaii from Wailuku Sugar Company, per Liber 945 page 395 in document CSF No. 4837, as an addition to the Hawaii National Guard Camp Site and Rifle
Range, per Executive Order 379. This land is located south of and adjacent to the deeded land per CSF No. 4649, containing an area of 54.49 acres, more or less, beginning at iron pipe “Wailuku”.
1935 Territory of Hawaii, Survey Department, compiles and describes an additional parcel of land and the realignment and widening of Paukukalo road, deeded to the Territory of
Hawaii from Wailuku Sugar Company, per Liber 1269 page 279-282 in documents CSF
Nos. 7127 and 7281. This triangular-shaped parcel is located south east of and adjacent to the land deeded in CSF No. 4837, containing an area of 21,890 square feet, and
Paukukalo Road was realigned and widened to 30 feet wide. This widening resulted in a small portion of the southeast corner of the Hawaii National Guard Camp Site and Rifle
Range falling into the new Paukukalo Road Right of Way.
1941 Territory of Hawaii, Survey Department, compiles and describes an additional land deeded to the Territory of Hawaii from Wailuku Sugar Company, per Liber 1642 page 167-174 in document CSF No. 9434, as an addition to the Hawaii National Guard Camp Site and Rifle
Range. This land is located south of and adjacent to the deeded lands in CSF Nos. 4837, 7127, and 7281, and the parcel’s Point of Beginning references the corner “Wailuku”, which is now named in the description as a “Type B Triangulation Station”.
1941 Territory of Hawaii, Survey Department, compiles and describes land exchanged and deeded to the Territory of Hawaii from Wailuku Sugar Company, per Liber 1706 page 430 in document CSF No. 9601, as an addition to the Hawaii National Guard Camp Site and
Rifle Range. This land is located east of and adjacent to the deeded land in CSF No. 9434.
1952 Territory of Hawaii, Department of Public Works, Division of Surveys and Rights of Way, approves a Right of Way Map for IAO Bridge and Approaches for Federal Aid
Secondary Project (FASP) No. S-247(1) located at the easterly boundary of the Hawaii
National Guard Camp Site and Rifle Range. This map documents the future Right of Way width and alignment of Waiehu Beach Road. A significant note on this map is that it returns the portion of the Hawaii National Guard Camp Site and Rifle Range parcel that was taken in the previous Paukukalo Road widening in CSF Nos. 7127 and 7281.
1959 Territory of Hawaii, Survey Department, maps and describes Portion of Grant 3343 to
Claus Spreckels as being land conveyed to the Territory of Hawaii in CSF 12995. This map combines the previous land parcels documented in CSF Nos. 4649, 4837, 9434, and
9601. This map also documents the easterly boundary as Waiehu Beach Road per the
Right of Way Map for FASP No. S-247(1).
1961 State of Hawaii, Survey Division, Department of Accounting and General Services, compiles and describes the Pihana and Halekii Heiau to be set aside as Historical Sites in document CSF 13523 per Executive Order 2030. Parts 1 and 3 are south of and adjacent to the parcel described in CSF 9434, while Part 2 is within the parcel described in CSF
9434.
1961 State of Hawaii, Survey Division, Department of Accounting and General Services, compiles and describes the Portion of Grant 3343 to Claus Spreckels to be withdrawn for exchange with Hawaiian Homes Commission in document CSF 13524, per Executive
Order 1990. The easterly bounds are described as the Waiehu Beach Road FASP S-
247(1) project, and the Heiau historical sites in CSF 13523 are excluded along the southern boundary.
1961 State of Hawaii, Survey Division, Department of Accounting and General Services, surveys, maps, and describes the Portion of Grant 3343 to Claus Spreckels to be exchanged with Hawaiian Homes Commission in document CSF 13525, as recorded in Liber 4265 page 425. This is the controlling boundary of the Paukukalo parcel deeded to
Hawaiian Home Lands, excluding an interior parcel that will remain with the Hawaii
National Guard Camp Site and Rifle Range (State of Hawaii), with a net area of 61.04 acres. Neither the map nor description states corner monuments for the exterior boundary.
The Point of Beginning is the southeasterly corner of the parcel that is coincident with a southwesterly corner of the Waiehu Beach Road FASP Project S-247(1).
The southerly bounds of the parcel are the remainder of Grant 3343 to Claus Spreckels, Hea Place (a road to the interior exclusion), and the Pihana and Helekii Heiau Historical
Sites.
The northerly and westerly bounds of the parcel are the Hawaii National Guard Camp Site and Rifle Range.
The easterly bounds of the parcel is the Waiehu Beach Road (Iao Bridge and Approaches)
Federal Aid Secondary Project S-247(1).
1963 State of Hawaii, Survey Division, Department of Accounting and General Services, maps
Hawaiian Home Lands Paukukalo Residence Lots Unit 1 Lots 1 to 53 (Inclusive) in Plat
11.1HH, per CSF 13525. This is the first subdivision map of the Paukukalo parcel.
1966 State of Hawaii, Department of Transportation, Highways Division, approves a Right of
Way Map for Waiehu Beach Road for Federal Aid Secondary Project No. S-0341(2), located along the easterly side of the Paukukalo parcel. When mapped, the Right of Way for Waiehu Beach Road encroaches approximately 1.8 feet into the Paukukalo parcel.
Based on the notes indicated on the map, a 1” property pipe on the east side of Paukukalo
Road in the “Jason P. Ambrose Subdivision” was found and adopted for the Right of Way boundary, which suggests a suitable corner monument was not found along the west side of Paukukalo road.
Our opinion is that the Paukukalo parcel has senior rights over the Right of Way Map for
FASP No. S-0341(2). In addition, per the recorded metes and bounds description of
Paukukalo parcel, the easterly bound of the parcel is FASP No. S-247(1), the previous
Federal Aid Secondary Project.
1973 State of Hawaii, Survey Division, Department of Accounting and General Services, maps
Hawaiian Home Lands Paukukalo Residence Lots Unit 2 in FP 1326. This is the second subdivision map of the Paukukalo parcel.
1983 State of Hawaii, Survey Division, Department of Accounting and General Services, compiles CSF 19816 documenting an exchange between State of Hawaii and Hawaii
Housing Authority of Portion of Grant 3343 to Claus Spreckels via Quitclaim deed in
Liber 17577 page 445. This remainder parcel’s southerly and easterly boundaries are adjacent to the northerly and westerly boundaries of the Paukukalo parcel. This parcel’s
Point of Beginning is on the Waiehu Beach Road FASP No. S-0341(2), that was noted as encroaching into the Paukukalo Parcel by approximately 1.8 feet. As such, this results in this parcel carrying the 1.8-foot discrepancy, and a gap is noted between this remainder parcel and the Paukukalo parcel.
1983 Norman Saito Engineering Consultants, Inc., maps Paukukalo Residence Lots Unit 3
Phase 1 in FP 1790 on behalf of the Department of Hawaiian Home Lands (Owner), and it is approved by the State of Hawaii Bureau of Conveyances. This is the third subdivision map of the Paukukalo parcel.
1985 State of Hawaii, Survey Division, Department of Accounting and General Services, compiles CSF 20162 documenting Parcel 13 to be included in Waiehu Beach Road
Federal Aid Secondary Project S-0341(2) per Executive Order 3286. This parcel’s southwest corner is a point-on-line along the north boundary of the Paukukalo parcel.
1985 State of Hawaii, Survey Division, Department of Accounting and General Services, compiles CSF 20163 documenting Parcel 15 to be included in Waiehu Beach Road
Federal Aid Secondary Project S-0341(2) per Executive Order 3286. This parcel is adjacent to the northeast boundary of the Paukukalo parcel. When mapped, this parcel for
Waiehu Beach Road maintains the 1.8-foot overlap into the Paukukalo parcel that was noted previously in the State of Hawaii, Department of Transportation, Highways Division, Right of Way Map for Waiehu Beach Road for Federal Aid Secondary Project No. S-
0341(2).
1987 R.T. Tanaka Engineers, Inc., prepares FP 1908 for Waiehu Planned Development
Increment “A”, and approved by the State of Hawaii Bureau of Conveyances, for the remainder parcel. This first increment is along the north boundary of the Paukukalo parcel.
1990 Norman Saito Engineering Consultants, Inc., maps Paukukalo Residence Lots Unit 3
Phase 2 in FP 1993 on behalf of the Department of Hawaiian Home Lands (Owner), and it is approved by the State of Hawaii Bureau of Conveyances. This is the fourth subdivision map of the Paukukalo parcel.
1990 R.T. Tanaka Engineers, Inc., prepares FP 2031 for Waiehu Planned Development
Increment “B”, and approved by the State of Hawaii Bureau of Conveyances, for the remainder parcel. This second increment is along the northwest boundary of the
Paukukalo parcel.
1991 Norman Saito Engineering Consultants, Inc., maps Paukukalo Residence Lots Unit 3
Phase 3 in FP 2055 on behalf of the Department of Hawaiian Home Lands (Owner), and it is approved by the State of Hawaii Bureau of Conveyances. This is the fifth and last subdivision map of the Paukukalo parcel.
1992 R.T. Tanaka Engineers, Inc., prepares FP 2088 for Waiehu Planned Development
Increment “C”, and approved by the State of Hawaii Bureau of Conveyances, for the remainder parcel. This third increment is along the west boundary of the Paukukalo parcel.
The Point of Beginning of this increment is the northwest corner of Paukukalo parcel.
2009 State of Hawaii, Survey Division, Department of Accounting and General Services, compiles CSF 24813 documenting the “Former Hawaii National Guard Maintenance Shop
Site” of 1.77 acres, which was excluded from the original exchange deed, to be transferred to the Department of Hawaiian Home Lands via quitclaim deed. The quitclaim deed is filed at the BOC under Instrument 2010-011595.
Maps of the official surveys described above are included in Attachment 2A – Maps of Official Surveys.
Copies of the above-referenced land survey records and land title documents are included in Attachment
3 – Copies of Referenced Land Surveys Records and Land Title Documents.
The full list of survey records and documents evaluated for this report are included in Attachment 4 – List of Survey Records and Documents Evaluated.
Conclusions:
After reviewing the record documents, the boundary surveys of the Paukukalo parcel are acceptable as written and depicted, and they are sufficient to locate the exterior boundaries. However, a land boundary survey is recommended due to the passage of time since the original surveys, and significant changes have occurred to the lands in and adjoining the parcel since its entrance into the Hawaiian Home Lands
Trust in 1962. The widening of Waiehu Beach Road along the east boundary and the subdivision along the north and west boundary of the Paukukalo parcel present the opportunity for possible incursion.
However, the Paukukalo parcel has senior rights of its adjoiners, as noted in the parcel history and timeline.
Thus, conducting a new land boundary survey for the Paukukalo parcel will preserve and protect the physical location of the exterior boundaries, determine the existence and extent of potential encroachments along the exterior boundaries, and to provide updated measurements, areas, and survey records for future management and protection of the Hawaiian Home Lands.
The metes and bounds legal description for Paukukalo parcel was compiled from Government Survey
Records and is included in Attachment 1 – Legal Description (Exterior Boundary).
The boundaries of the Paukukalo parcel to be surveyed are bolded in the exhibit included herein as
Figure 1: Depiction of the Site Boundary. The projected cost of the boundary survey is estimated to be
$83,000, and the estimated cost breakdown is included in Attachment 5 – Boundary Survey Cost
Estimate.
Attached separately is an AutoCAD file depicting the exterior boundary and its relationship to its primary adjoiners.
The boundaries of the Waiohuli-Keokea parcel to be surveyed are bolded in the exhibit included herein as
Attachment 6 – Depiction of the Site Boundary.
The research and analysis presented herein are based upon those records, documents, and sources deemed relevant to determining the nature and extent of the rights and interests associated Hawaiian
Home Lands’ Paukukalo parcel. A reasonable and diligent effort was made to identify, review, and evaluate pertinent evidence bearing upon the ownership, boundaries, easements, and appurtenant rights
Hawaiian Home Lands, and the research effort was directed principally as such.
Adjoining ownerships, rights, and interests were also researched and considered to the extent necessary to evaluate their potential effect upon the subject property and the conclusions reached herein; however, such investigations were not conducted to the same depth or extent as the research of the rights of
Hawaiian Home Lands. This investigation was not intended to constitute an exhaustive examination of all records, evidence, claims, or interests that may affect the subject property or adjoining lands. Additional records, evidence, or claims not discovered or reviewed during the course of this investigation may exist.
