STATEMENT OF WORK

PORT OF COOS BAY PORT INFRASTRUCTURE ASSESSMENT FOR

OFFSHORE WIND DEVELOPMENT

1.0 Introduction

The U.S. Department of the Interior, Bureau of Ocean Energy Management (BOEM) requires the Contractor to provide a study on the Port of Coos Bay and identify infrastructure upgrades in order to support offshore wind development. The work to be performed under this Task Order (TO) falls within Section [TBD], Task [TBD], of the U.S. Pacific Outer Continental Shelf Region – Infrastructure Needs and Impacts IDIQ. The terms and conditions of the contract [to be provided at award] apply to this TO.

The Port of Coos Bay is one of two deepwater ports in the State of Oregon. The port could be used for the installation, service, manufacturing, and decommissioning of floating offshore wind turbine components. BOEM is seeking information documenting the current state of the port and coastal infrastructure, as well as identifying improvements that would be needed for the port to be deemed feasible as for offshore wind development. These identified improvements may inform a site feasibility assessment.

The BOEM-funded Porter and Phillips (2016) study evaluated the infrastructure needs to support offshore wind and provided an inventory of the Pacific West Coast and Hawaii candidate port facilities. The study identified whether ports could meet port classification characteristics with additional development or mitigation procedures. The study evaluated infrastructure to accommodate 6 MW turbine size; however, offshore wind technology has progressed at a rapid rate with larger turbine capacities. For example, serial production of the GE Haliade-X 12 MW is projected by 2021 with a 220- meter rotor with a total height of 260 m (GE, 2020), Siemens Gamesa’s SG 14-222 DD offshore wind turbine, is projected by 2024 with a 222 meter rotor diameter and a 14 MW power rating (Siemens, 2020) and a 15 MW turbine with a rotor diameter of 248 m is projected to be feasible within 2032 (Musial et al., 2019). The study will build on previous work to evaluate infrastructure capabilities and needs at the Port of Coos Bay to support anticipated floating offshore wind development in the region.

2.0 Objectives

The objective of the study is to conduct an infrastructure assessment and needs analysis for the Port of Coos Bay which will include the capabilities and upgrades that would be required to support floating offshore wind development.

The study will address modifications that would be needed to support the installation, operations, maintenance, and decommissioning of offshore wind under the following three scenarios in Table 1.

During the scenario development, if is identified that the Port of Coos Bay cannot fully support a particular aspect of floating offshore wind development, then capabilities of ports in the region will be identified. Meanwhile, the upgrades and associated costs for the upgrades is only for the Port of Coos Bay.

The assessment will address the following:

1. The current capabilities and currently planned major projects of the Port of Coos Bay, which include the port- and sea-side, and includes (1) a desktop review of previous assessments and planned projects, (2) coordination with the Port of Coos Bay, and (3) documentation of historical dredging records.

2. The basis of analysis to determine the requirements of the Port of Coos Bay under the three scenarios that would be needed to enable floating offshore wind development from the Port. If there is an aspect of a floating offshore wind project cannot be accommodated by the Port of Coos Bay, then capabilities of other ports in the region will be identified. The basis of analysis includes the floating offshore wind turbine characteristics, as vetted by the by the offshore wind industry and the assumptions used in the scenarios.

3. Identify the modifications, improvements, or upgrades that will be needed for the Port of Coos Bay in order to accommodate offshore wind development, under three scenarios, that would be needed for a site feasibility assessment. Identify the associated costs for the upgrades under each scenario. Travel to the Port of Coos Bay may be needed to successfully identify port infrastructure modifications.

3.0 Scope of Work

Task 1: Post-award meeting

The contractor shall schedule a post-award meeting with the Contracting Officer’s Representative (COR) as soon as possible after award. The Contractor shall participate in a post-award meeting with BOEM no later than seven (7) days after award to discuss roles, responsibilities, working relationships, identify staff, major milestones, and task order deliverables. The Contractor’s management plan shall be reviewed, and any remaining technical or managerial issues resolved. The meeting can be held via teleconference or webinar, and no travel is expected to occur. The Contractor shall prepare a meeting agenda and submit the agenda to the COR, along with any other materials prepared, and least two (2) days in advance of the meeting, unless otherwise specified. Within ten (10) days following the meeting, the Contractor shall prepare and submit a written memo to BOEM describing a summary of the discussion and any mutually agreed on decisions. No changes to the terms or conditions are authorized unless approved in writing by the Contracting Officer via a medication to the TO.

Task 2: Review of existing information and planned major projects

The Contractor shall review the existing and relevant information regarding the capabilities of ports in the region as well as the existing Port of Coos Bay infrastructure, including port- and sea-side, and the currently planned major projects (i.e., channel modification, rail line tunnel and bridge modification). This review will include previous studies (e.g., Porter and Phillips, 2016).

The meeting can be held via teleconference or webinar, and no travel is expected to occur. The Contractor shall prepare a meeting agenda and submit the agenda to the COR, along with any other materials prepared, and least two (2) days in advance of the meeting. Within seven (7) days following the meeting, the Contractor shall prepare and submit a written memo to BOEM describing a summary of the discussion and any mutually agreed on decisions. No changes to the terms or conditions are authorized unless approved in writing by the Contracting Officer via a medication to the TO.

Task 3: Midway project status meeting

The contractor shall schedule a midway project status meeting halfway through the award period to present progress-to-date, discuss challenges, and identify next steps. The meeting can be held via teleconference or webinar, and no travel is expected to occur. The Contractor shall prepare a meeting agenda and submit the agenda to the COR, along with any other materials prepared, and least two (2) day in advance of the meeting. Within seven (7) days following the meeting, the Contractor shall prepare and submit a written memo to BOEM describing a summary of the discussion and any mutually agreed on decisions. No changes to the terms or conditions are authorized unless approved in writing by the Contracting Officer via a medication to the TO.

Task 4: Basis of analysis for defining requirements

The Contractor shall identify the basis of analysis for the port infrastructure requirements needed support the installation, operation and maintenance, and decommissioning of floating offshore wind that will be used for the study. The port infrastructure requirements shall be vetted by the offshore wind industry. The Contractor will also define the assumptions for the three floating offshore wind development scenarios for the study considerations.

The meeting can be held via teleconference or webinar, and no travel is expected to occur. The Contractor shall prepare a memo detailing the basis of analysis and the port requirements that will be used for the assessment and send to the CO and COR ten (10) days in advance of the meeting. The Contractor shall prepare a meeting agenda and submit the agenda to the COR, along with any other materials prepared, and least one (1) day in advance of the meeting. Within seven (7) days following the meeting, the Contractor shall prepare and submit a written memo to BOEM describing a summary of the discussion and any mutually agreed on decisions. No changes to the terms or conditions are authorized unless approved in writing by the Contracting Officer via a medication to the TO.

Task 5: Draft report

The Contractor will provide a draft report which incorporates all the Task Order objectives. The draft report will include the results from Task 2, 3 (if applicable), and 4. Additionally, the report will include a gap analysis of the requirements that are needed but not yet available for each scenario. The gap analysis will be prioritized, and the Contractor will develop a cost estimate to implement the gaps identified.

The draft report will follow BOEM’s Environmental Studies Program (ESP) Report Specifications (updated July 2018, or more recent version if available at TO award date) available at: https://www.boem.gov/esp-data-and-information-specifications.

BOEM, or other reviewers identified by BOEM, will have a three-week period to review and comment on the draft report. The Contractor shall address all comments by either incorporating the change in the final report, or by providing a justification to why the comment was not incorporated into the final report in a comment tracker form, prepared by the Contractor. BOEM may require review of a final draft report if the comments on the draft report are extensive.

Task 6: Final report

The Contractor will provide a final report which incorporates comments provided by BOEM or the other reviewers identified by BOEM and an updated comment tracker form which details how comments were addressed in the report, or a justification to why the comment was not included. The final report will follow BOEM’s Environmental Studies Program (ESP) Report Specifications (updated July 2018, or more recent version if available at TO award date) available at: https://www.boem.gov/esp-data-and- information-specifications.

Task 7: Final report presentation

The Contractor shall provide a final report presentation to BOEM staff and others, as invited by BOEM. Travel is not required, and the meeting can be held by webinar.

4.0 Period of Performance

The period of performance for the TO is anticipated to be twelve months from the date of award. The period of performance will encompass all tasks from initial planning, through and including BOEM’s final acceptance of all deliverables.

5.0 Schedule

Deliverable products shall be submitted to the addresses shown in Section [TBD] below, in accordance with the schedule in Table 2.
