1. Could you please send a list of all companies who requested to receive this RFP?
Answer: BOEM will not provide this information.
2. Please confirm that the contractor will be not excluded from future design or construction or consultant work at any of the research port facilities.
Asnwer: Please refer the section of the solicitation that state all reports developed in connection with the solicitation will be released publicly. Also, please note that BSEE otherwise has no involvement with the procuring activities of individual Ports.
3. On page 5, the RFP states that, “the sample task order will be issued as a FFP task order.”
However, page 47 refers to the “proposed price of the Sample Task Order Statement of Work, developed as a T&M contract type.” Please confirm the following: the sample task order will be awarded as FFP task order, but the Government is requesting a breakdown of the cost proposal in a T&M format.
Answer: The sample task order will be issued as a FFP task order, the offeor shall submit the proposed price of sample task order, developed as a FFP contract type. Section B.3.1 is removed.
4. On page 22, the RFP states the following, with regard to Project Manager requirements:
In addition, the PM must have at least seven (7) years of project management experience overseeing vessel and field research operations service contracts. Experience with vessel engineering work package specifications; maritime-based archaeological and geophysical survey; and troubleshooting marine engineering causalities, electrical generators, propulsion systems, hull equipment, marine electrical systems, and scientific equipment is required. USCG Masters license and training from a major OEM manufacturer in marine engine service and repair is highly desirable.
The descriptions of the scope of work for the contract and the sample task order pertain to studies. They do not imply the need for a person with skills and experience in vessel engineering and operation, or a USCG Masters license and training from a vessel manufacturer. Please confirm that the above PM requirements are not required for this contract.
Answer: The last paragraph under H.7 on page 22 of RFP starts with “In addition, the PM must have at least seven (7) years of project management experience…” is removed from RFP.
5. Page 26 states the following:
BOEM anticipates a variety of projects conducted at sea that require specialized Contractor personnel for periods of days to weeks at a time. Some examples include, but are not limited to, ship- and shore-based research; geophysical and archaeological survey and data collection; and public outreach events. Because timing of these projects must align with vessel and/or professional staff and partner availability, events scheduling, and seasonal weather fluctuations, schedules during projects may be intensive.
All personnel…in many cases must also have USCG or Federal Aviation Administration-issued licenses or permits (in the case of vessel and drone operations). Personnel shall have all certifications that may be required for a specific task.
As noted in the preceding question, the scope of work and the sample task do not indicate the need for this type of effort or personnel with USCG and FAA-issued licenses and permits.
Please confirm that these types of services will not be required. If they are required, can the contractor provide evidence of the certifications based on the specific requirements of a task order at the time the task order is issued?
Answer: Section H.18 & H.19 are changed to read as below:
H.18 WORK SCHEDULES
The Contractor will generally work during the normal operating hours of Contractor’s business, unless there are duties that require work on weekends or after hours. In some cases – such as when work is conducted at sea or in preparation for fieldwork at sea, or at special events sponsored by BOEM – operations may occur 24-hours a day.
As such, depending on specific project needs and schedules, some task orders may require Contractor personnel to work weekends, holidays, and 24 hours per day. These cases will be specified in the relevant task order.
Work is not billable, or allowed, when the Government is in shut down status.
H.19 QUALIFICATIONS AND REQUIREMENTS
The Contractor shall provide a sufficient number of qualified personnel to perform the work described in Section C and in accordance with subsequent task orders. These personnel shall provide the core of knowledge for the Contractor to ensure uninterrupted performance at acceptable quality levels.
6. Page 44 states, “the Offeror shall provide…letters of commitment, as applicable.” Are letters of commitment required for all key personnel proposed – that is, for all staff for which the Offeror provides resumes in the proposal?
Answer: Letters of Commitment is required for Project Manager and all other key personnel that the offeror provides resumes in the proposal.
7. In the sample task order, page 8 calls for the following:
An inter-industry interaction invesitigation to understand potential interactions, including synergies, co-benefits and space-use conflicts, by analyzing available data releveant to port industries and offshore wind port infrastructure needs and assessments from previous studies, and by collecting new information including ethnographic methods on other port infrastructure needs.
Please clarify the application of ethnographic methods within the context of this study. Is BOEM expecting participant observation, interviews and reliance on existing documents, or a combination of these methods?
Answer: The application of ethnographic methods would be determined at the time of the task order; however, a combination of methods could be anticipated depending on project scope and available funds.
8. In section B.2.1, there is the following statement: “The labor categories are anticipated to be the primary labor sources necessary to perform services at the task order level.”
a. Could BOEM provide some indication of the % of work that is intended to be performed by the Project Manager on task orders under this IDIQ (we are assuming it will be significant since you only request rates for the PM)? The table in Section L.11 suggests a wider range of personnel may be required under this IDIQ.
Answer: Other labor categories are anticipated to be added if applicable and necessary to perform the scope at the task order level. The Contractor shall also propose other appropriate labor categories that are applicable to accomplish the work described in Section C and the Sample Task Order Statement of Work.
b. The description of the requirements of the Project Manager in Section H.7 seem very specific and not typically the requirements we would expect for a PM on the sample scope of work. Are these correct?
“In addition, the PM must have at least seven (7) years of project management experience overseeing vessel and field research operations service contracts. Answer: See Question #4 above.
9. RFP Paragraph L10.1 states that offerors should “describe in detail its understanding, approach, and ability to accomplish each of the tasks outlined in the IDIQ SOW, Section C”. However, Paragraph C.4 Scope of Work, only lists examples of potential Task Orders.
a. Are there any other requirements that are not listed in Paragraph C.4 that must be addressed in the IDIQ Technical and Management Approach section?
Answer: There is no other requirements that are not listed in Section C.4.
b. Please confirm that it was the Government’s intention to include the last paragraph on page 8 of the RFP as the fourth example of potential Task Orders.
Answer: Yes. The last paragraph under C.4 should read, “4. A study assessing infrastructure impacts of infrastructure upgrades on the environment, or with other industries. Impacts may include resilience, job creation, other socioeconomic impacts, and impacts to other industries and user.”.
10. Will the Government provide the definition for each possible rating (e.g. adjectival, color, or numerical) that will be used to rate the factors/sub-factors listed in RFP Paragraph M.3? For example, if BOEM/BSEE uses an adjectival rating methodology such as “Exceptional, Good, Acceptable, Marginal, and Unacceptable”, how will BOEM/BSEE define those ratings for this procurement?
Answer: Specific evaluation rating definitions will not be provided.
11. The following questions are in reference to specific RFP sections that may not be relevant to this specific SOW:
a. RFP Section C.6.1 Reimbursable items – The items discussed in the first paragraph of this section do not appear to be relevant to the SOW. Please confirm if the government believes that these items are necessary for the task orders that may be issued under the IDIQ. Answer: It is not anticipated that reimbursable items (e.g., instruments, equipment, parts) will be necessary for the Sample Task Order. Services of consultants or sub-contractors may be necessary. It is anticipated that reimbursable items will be addressed on a task order basis.
b. RFP Section H.7 Project Manager - The experience requirements contained in paragraph 5 of this section do not appear to be relevant to the SOW (e.g. experience overseeing vessel and field research operations service contracts, a USCG Masters license, training from major OEM manufacturers.) Is proposed IDIQ project manager required to have this experience? Answer: See Question #4 above.
c. RFP Section H.18 Work Schedule - This section references work being conducted at sea, field work at sea. Paragraph 2 of this section lists other work involving geophysical and archaeological survey and data collection. Is the work schedule described in this section relevant to the SOW? Answer: See Question #5 above.
d. RFP Section H.19 Qualifications and Requirements – The second paragraph states that in many cases, all personnel shall have USCG or Federal Aviation Administration-issued licenses or permits (in the case of vessel and drone operations). Please confirm these licenses may be required for specific tasks. Answer: The second paragraph of Section H.19 will be removed.
12. In the Sample Task Order, Section 5, Table 2 – Schedule, are the due dates calculated as calendar or business days?
Answer: The due dates in the Sample Task Order are calculated as calendar days.
13. Please confirm that this is not a GSA procurement.
Answer: This is NOT a GSA Procurement.
14. What is the expected award date?
Answer: This is expected to be awarded by the end of February 2021.
15. RFP Paragraph L.10.4.a states that offerors shall provide information on Government contracts
“performed recently (in-progress or completed within the last five years)”. However Paragraph M.3.4 Factor D: Past Performance states that “the Government will consider relevant contracts as those contracts that are ongoing or completed within the last three (3) years”. Please confirm that Offerors should provide information on contracts completed within the last five years per the Instructions to Offerors.
Answer: RFP Paragraph L.10.4 is changed to read as “Offeror shall provide information on at least three, but no more than five, previous Government contracts it performed recently (in-progress or completed within the last three (3) years) that are relevant to the requirements of this solicitation……..”
16. RFP Page 24, Section H.13 Section 508 of the Rehabilitation Act: Section 508
(https://www.section508.gov/manage/laws-and-policies) was updated in 2018 and now uses the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG 2.0) (http://www.w3.org/TR/WCAG20/). Will BOEM require all deliverables that will be published and circulated electronically to meet with the WCAG2.0 standards?
Answer: Yes. All deliverables are required to meet with the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG 2.0) IAW Updated Section 508 (https://www.section508.gov/manage/laws-and-policies).
17. M.3.4 Factor D: Past Performance: This sections requests references for contracts that “are ongoing or completed within the last three (3) years…” But section L.10.4 Past Performance, states “performed recently (in-progress or completed within the last five years).” Please clarify if we may demonstrate our past performance by including project examples and references for projects completed in the last 5 years or if we are limited to projects completed in the last 3 years.
Answer: See Question #15 above.
18. Please confirm that the following text in Section C.4, Scope of Work, comprises example task order #4 (it is missing a number in the RFP).

19. In L.15 Small Business Subcontracting Plan: This section requires prime contractors whose proposal totals of $700,000 and are not small business to submit an acceptable subcontracting plan. The IDIQ indicates a cap of $1,500,000, but with individual Task Orders estimated at a minimum of $10,000, the price proposal for the example task order may be less than $700,000 and may take some years to reach that threshold. If the price included in the business price proposal (L.11(f)) is less than $700,000, is a small business subcontracting plan required shortly after award, or once the $700,000 threshold is reached?
Answer: It is based on the IDIQ max of $1,500,000.00, and that the offeror must submit the Small Business Subcontracting Plan with their proposal submission.
Additionally, please note that the threshold for Small Business Subcontracting Plan is changed to $750,000.00 per FAR 19.702, and the FY2021 DOI Goals is updated as shown on the RFP revision.
20. In L.11(F)(5) detailed data concerning proposed consultants and subconsultants is indicated to include the daily fees to be paid to each consultant and or/subcontractor. Please advise/clarify if daily rates are required for all subconsultants for office-based works?
Answer: L.11(F)(4) & (5) will be removed. The sample task order will be issued as a FFP task order, the offeor shall submit the proposed price of sample task order, developed as a FFP contract type.
21. In H.7 the Contractor PM is required to have seven years of overseeing vessel and field research operations service contracts, as well as field services such as geophysical survey and marine electrical systems. We assume these requirements are not be applicable to the work associated within this IDIQ. Please advise if this assumption is correct, and provide a refined definition of the requirements for the Contractor PM.
22. In Attachment 3, Statement of Work, Task 2, a meeting with BOEM is identified, but the purpose of the meeting is not defined. We assume the purpose of this meeting will be to provide BOEM staff with an update on activities conducted as part of the team’s review of existing information and a to present a summary of the information identified and gathered on the capabilities, infrastructure, and planned major projects. Please advise if this assumption is correct or provide a refined definition of the main objectives of the meeting held under Task 2.
Answer: Correct, the purpose of the Task 2 meeting with BOEM to present a review of existing and relevant information regarding the capabilities of the ports in the region, including the Port of Coos Bay, as well as the existing infrastructure and planned major infrastructure projects for the Port of Coos Bay. The review includes previous studies.
23. In Attachment 3, Statement of Work, in Table 2, please confirm that the due date for the Task

Answer: Correct, the due date for Task 3. Meeting materials is two days prior to the midway project status meeting.
24. Please clarify / confirm the form of contract and if there is a form contract please provide a copy. Does the Standard Form 33 and all referenced clauses therein establish the form of contract, or is there another standard form contract that is available for review?
Answer: Standard Form 33 will be used. See the provided RFP.
25. RFP – H.7 Project Manager – Due to the large set of requirements for this effort, and as an alternative to those focused areas such as vessel service contracts listed on page 22, would the government allow for different areas of expertise and skill sets to be provided by the successful contractor’s Project Manager with the same years of minimum experience (7). For example, expertise in deep water energy operations, wind technology development and use, energy supply chain, grid infrastructure and planning, or electrical engineering on advanced scientific efforts?
26. RFP – L.10 TECHNICAL PROPOSAL – Can the government please confirm tables, call-out boxes and graphics contained in the Technical Volume can use pitch size 10?
Answer: Yes, boxes and graphics contained in the Technical Volume can use pitch size 10.
27. RFP – L.10.4 Past Performance states “Offeror shall provide information on at least three, but no more than five, previous Government contracts it performed recently (in-progress or completed within the last five years) that are relevant to the requirements of this solicitation. If the offeror has not had three Government contracts within the last three years, it may submit information on relevant Government subcontracts and/or commercial contracts instead.”
However, in M.3.4 Factor D: Past Performance on page 52 under Evaluation Factors it states “In assessing relevance of past performance, the Government will consider relevant contracts as those contracts that are ongoing or completed within the last three (3) years having comparable level of size, scope, and complexity…” Can the government please confirm the government will accept past performance for both Government contracts and/or commercial contracts in-progress or completed within the last five years?
Answer: See Question #15 above.
28. RFP – B.4 Contract Level - Is the $1.5m maximum the total value of orders per year or a total value of ALL orders over the five years of this contract? Or does the $1.5m refer to the size of an individual order to be made against the IDIQ?
Answer: The $1.5m maximum the total value of ALL orders over the five years of this contract.
29. RFP – B.2 Contract Pricing – Please confirm the government will be populating these project manager fully burdened hourly rate entries with information provided by the offeror in our business volume. Specifically, the offeror does not need to explicitly call out these individual lines in our response as they will be found in our pricing tables.
Answer: Proposed Answer: As described in Section B.2.1, the contractor shall propose the maximum fully burdened rates the Contractor may propose on task orders. The Gov’t provided the Project Manager as the required labor categories, and the offeror shall propose other appropriate labor categories that are applicable to accomplish the work described in Section C and the Sample TO.
30. RFP – L.11 Business / Price Proposal – Please confirm the offeror is not required to utilize this exact pricing table, but rather shall provide a similar model that, at a minimum and for evaluation purposes, includes three different levels for each labor category offered.
Answer: Although the offeror is not required to utilize the exact pricing table on L.11, The offeror shall provide a table similar to the one on L.11, and include it as part of its Business/Price Proposal submission, describing three skill levels for each of the labor categories proposes in B.2.
31. RFP – L.15 Small Business Subcontracting Plan – Please confirm the inclusion of a small business subcontracting plan is only relevant if the sample task order pricing indicates a total price above $700k. Given this is a sample task order (not required to be awarded), and the IDIQ pricing does not include totals, is our understanding accurate?
Answer: Small Business Subcontracting Plan is for IDIQ contract. As its maximum consideration under this Contract over a five-year period is estimated to be $1,500,000.00, If an Offeror is not a small business, Small Business Subcontracting Plan needs to be submitted with proposal. See Question #19 above.
32. RFP – B.3 Sample Order Task Pricing AND L.11 (f) --- In B.3 it states the sample task order will be awarded as an FFP. In L.11(f) the sample task order needs to be “developed as a T&M contract type.” Can the government please confirm if the sample task order will be FFP or T&M?
Answer: the sample task order will be issued as a FFP task order, the offeor shall submit the proposed price of sample task order, developed as a FFP contract type.
33. RFP – Overall; Sample Task Order – Does the government intend to award the sample task order at the same time as this IDIQ or is it for evaluation purposes only (and will not be awarded at the same time as the IDIQ)?

34. Sample Task Order – Task 5: Draft Report – Can the government please confirm what degree of accuracy in estimating bidders should provide? For example, will this effort be considered an early stage assessment where it would be acceptable to be within the industry standard of at least 30% of estimated costs?
Answer: The offeror can assume the Cost Estimate Classification System Class 5 from the American Association of Cost Estimating (AACE) as a guideline or can propose a similar classification from ASTM International, American Society of Professional Estimators (ASPE) or other organization.
35. Sample Task Order – Task 5: Draft Report – Can the government please confirm how broad the estimates should be? For example, should it include housing, roads, power transmission, and other costs not currently specified by the government?
Answer: The Contractor shall identify the basis of analysis for the port infrastructure in Task 4 which informs Task 5 and the basis for the cost estimates. For example, the basis of analysis may include required road and rail connections as the Port’s overland transport connection to support offshore wind energy installation, operations and maintenance, and decommissioning (i.e., project lifecycle). Regarding power transmission, the basis of analysis may include the Port’s infrastructure for subsea transmission cables over the project lifecycle but not the transmission system from the onshore substation. The Contractor can assume the Cost Estimate Classification System Class 5 from the American Association of Cost Estimating (AACE) as a guideline or can propose a similar classification from ASTM International, American Society of Professional Estimators (ASPE) or other organization.
36. How many responses to the RFI did the government receive?
Answer: BOEM will not provide this information.
37. If necessary, will the prime be able to add additional subcontractors during the IDIQ?
Answer: If necessary, the prime contractor may add additional subcontractors during the IDIQ; however, the prime contractor shall submit a small business subcontracting plan revision if applicable.
38. Where is the COR for the first Task Order based? Where is the Contracting Officer for the IDIQ based?
Answer: The COR for the IDIQ contract will be appointed at the time of award and is anticipated to be based in the Bureau of Ocean Energy Management’s (BOEM’s) Pacific Region Office based in Camarillo, California. The CO, Tea-Won Eum, is with the Bureau of Safety and Environmental Enforcement (BSEE) Acquisition Operations Branch based in Sterling, Virginia.
39. Is location of the CO expected to change over the course of the IDIQ on a Task Order by Task Order basis?
Answer: No.
40. Section C.5 indicates travel costs will be reimbursed exclusive of fee. Can the Government please confirm fee will be allowed if it is part of the offeror’s disclosed accounting practices to include fee on travel?
Answer: No fee will be allowed.
41. Section F.3 references the “addresses shown in Section C.9”. There is no Section C.9 in the RFP.
Can the Government please confirm the addresses for submission of deliverable products are those in Section F.4?
Answer: Deliverable products shall be submitted to the addresses shown in Section F.4 in accordance with the delivery schedule provided at the TO level.
42. Section G.5.2 references invoicing instructions in Section 3.8.1, however, there is not a Section
3.8.1 in the RFP. Can the Government please provide the additional invoicing instructions or confirm all instructions are already included in the RFP?
Answer: Section G.5.2 is changed to read, “Invoices shall be submitted as specified at the TO level.”.
43. The solicitation included a SF 33 but there is a reference in L.11 BUSINESS/PRICE PROPOSAL for a

SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
B.1 GENERAL
The Contractor shall provide all labor, materials, equipment, services, logistical support, and supplies necessary to perform “U.S. Pacific Outer Continental Shelf Region – Infrastructure Needs and Impacts”, in accordance with the Section C, Statement of Work. The Government anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) type contract in accordance with the Federal Acquisition Regulation (FAR) Part 16.5 and FAR Part 15. However, the Government reserves the right to not award a contract. The Government anticipates the Sample Task Order (Attachment 3) will be the first task order issued.
Task orders (TO) may be issued under this IDIQ contract on a Firm-Fixed-Price (FFP), Time-and-Materials (T&M) basis, or a hybrid of both. TOs will be issued in accordance with the procedures set forth in Section H. The ordering period shall not exceed five (5) years from date of award.
B.2 CONTRACT PRICING
All task orders issued under this IDIQ contract shall be priced in accordance with Section B.2.1.
The labor rates in Section B.2.1 serve as the maximum rates the Contractor may propose on task orders. The Contractor may always provide lower rates and discounts in any future task order quotes. The labor categories are anticipated to be the primary labor sources necessary to perform services at the task order level. Other labor categories may be added if applicable and necessary to perform the scope at the task order level.

SECTION C
DESCRIPTION/ STATEMENT OF WORK
U.S. PACIFIC OUTER CONTINENTAL SHELF REGION – INFRASTRUCTURE
NEEDS AND IMPACTS
C.1 BACKGROUND
The Bureau of Ocean Energy Management (BOEM), as mandated by the Outer Continental Shelf (OCS) Lands Act administers exploration and development of energy and mineral resources on the Outer Continental Shelf.
BOEM is charged with the responsibility of issuing a lease, easement, or right‐of‐way for energy development on the OCS. To inform its management of energy development in the Pacific Outer Continental Shelf (OCS) Region (the OCS offshore California, Oregon, Washington, and Hawaii), BOEM has identified a requirement to obtain certain scientific and technical information. There is a need to identify and document available resources for potentially suitable energy development sites. To fulfill the need, BOEM is seeking performance of scientific and technical services, including technical, economic, and policy analyses related to infrastructure needs for offshore energy development. Infrastructure needs may include assessments and requirements of the infrastructure as well as its impacts which may include conflicts and synergies. Infrastructure refers to the aspects of offshore energy development outside of the offshore energy facility itself which may include ports, navigation, transmission, and supply chain.
Understanding infrastructure requirements needed to enable renewable energy development, along with any synergies, co‐benefits, and potential conflicts will help inform BOEM and other agencies’ offshore wind planning and environmental reviews, and enhance inter‐industry negotiations, mitigations, and mutual benefits. These study questions will be addressed under this Indefinite Delivery Indefinite Quantity (IDIQ) contract, titled, “U.S. Pacific Outer Continental Shelf Region Energy – Infrastructure Needs and Impacts”.
The individual Task Orders (TOs) will be applied to the offshore renewable sector within and adjacent to the Pacific OCS Region to better understand infrastructure needs for offshore energy development.
C.2 OBJECTIVES
The purpose of this Indefinite Delivery-Indefinite Quantity (IDIQ) contract is to have a source against which to issue task orders for the various services described in this Statement of Work.
This contract provides services for BOEM across its U.S. Pacific OCS Region’s infrastructure needs and impacts. Separate task orders issued by the Contracting Officer (CO) shall accomplish specific working tasking.

C.3 AUTHORITY
The Outer Continental Shelf Lands Act (OCSLA), 43 U.S.C. 1331-l356a, which authorizes the Secretary of the Interior to conduct an oil and gas leasing program and requires that all activities under that program be carried out in a manner that provides for safety, protection of the environment, and conservation of the natural resources of the OCS. Section 1346 of the OCSLA authorizes the Secretary of the Interior to conduct studies to as ascertain the environmental impacts on the marine and coastal environments of the OCS and the coastal areas which may be affected by offshore energy development.
The Energy Policy Act of 2005, 43 U.S.C. 1337(p), which authorizes the Secretary of the Interior to grant a lease, easement, or right-of-way on the OCS for activities, if those activities produce or support production, transportation, or transmission of energy from sources other than oil and gas, and requires that the Secretary does so in a manner that provides for safety, and in consideration of any other use of the sea, including use for a fishery, sea lane, a potential site for a deepwater port or navigation.
C.4 SCOPE OF WORK
The Contractor shall provide all the services described below. The Government will describe specific services and tasks in individual Task Orders as they arise over the course of the contract.
Task Orders will follow the general guidelines in the Indefinite Delivery Indefinite Quantity contract.
Examples of potential Task Orders addressing infrastructure needs for the Pacific OCS Region may include:
1. A comprehensive assessment on port infrastructure to identify technical solutions or other opportunities for a port improvement plan and estimate costs for the identified improvements. The assessment may address port readiness with respect to draft requirements for offshore wind development and identify additional dredging or other measures to improve and maintain the port navigation.
2. An inter-industry interaction investigation to understand potential interactions, including synergies, co-benefits, and space-use conflicts, by analyzing available data relevant to port industries and offshore wind port infrastructure needs and assessments from previous studies, and by collecting new information including ethnographic methods on other port infrastructure needs
3. A study assessing the other infrastructure needs and modifications, and its associated costs, that will be needed for offshore wind development. Infrastructure needs may include supply chain or delivery of power to the electrical grid.
4. A study assessing infrastructure impacts of infrastructure upgrades on the environment, or with other industries. Impacts may include resilience, job creation, other socioeconomic impacts, and impacts to other industries and user.

C.5 TRAVEL
The Contractor may be required to travel during performance of the contract and will be reimbursed for actual, allowable, and reasonable travel costs incurred, exclusive of any fee, at the task order level. Travel will be reimbursed in accordance with the Federal Travel Regulation policy in effect at the time of travel.
The parties recognize that it may be necessary to cancel or reschedule a meeting or field operations. Where rescheduling or cancellation was due to unforeseeable cause(s) beyond the control and without fault or negligence of the Contractor, penalties imposed by airlines or other travel related services shall be treated as allowable reimbursable costs under this contract.
C.6 OTHER REQUIREMENTS
C.6.1. Expenses – Reimbursable Items
The Contractor may be required to provide instruments, equipment, parts, and consumable / non-consumable materials to perform the performance-based services specified in task orders, as pre-approved by the Government. Other incidental equipment and supplies may be purchased by the Contractor at the direction of the Government. These purchase may include, but are not limited to: fuel, maintenance materials, provisions, repair parts, purchase or rental of instruments, and etc.
The Contractor may also be required to provide the services of consultants or sub-contractors in the execution of services specified in task orders. These services may include but are not limited to instrument operation; and data collection, processing, and interpretation.

SECTION D:
PACKAGING AND MARKING:
D.1 All deliverables submitted under the contract shall be prepared and packaged in a cost-effective manner equivalent to standard commercial quality. Elaborate artwork, expensive paper and bindings are neither necessary nor desired.
D.2 Unless otherwise directed by the CO, all reports shall be provided in digital form and in hard copy when specified.

E.2 INSPECTION AND ACCEPTANCE:
Inspection of the supplies/services provided hereunder shall be made by the Contracting Officer’s Representative (COR) or any Inspectors designated by the Contracting Officer. The place of inspection of reports required under this contract shall be at the addresses for deliverables set forth in Section F of this contract. Final acceptance of supplies/services shall be made by the COR designated in Section F.
E.2.1 General Acceptance Criteria:
General quality measures, as set forth below, will be applied to each work product received from the Contractor under this contract.
• Accuracy - Work Products shall be accurate in presentation, technical content, and adherence to accepted elements of style.
• Clarity - Work Products shall be clear and concise. Any/All diagrams shall be easy to understand and be relevant to the supporting narrative.
• Consistency to Requirements - All work products must satisfy the requirements of this contract.
• File Editing - All text and diagrammatic files shall be editable by the Government.
• Format - Work Products shall be submitted in hard copy (where applicable) and in media mutually agreed upon prior to submission. Hard copy formats shall follow any specified Directives or Manuals.
• Timeliness - Work Products shall be submitted on or before the due date specified in this contract or a task order or submitted in accordance with a later scheduled date determined by the Government.

E.3 QUALITY ASSURANCE:
The COR or designated inspector will review for completeness the preliminary or draft documentation that the Contractor submits and may return it to the contractor for correction.
Absence of any comments by the COR will not relieve the Contractor of the responsibility for complying with the requirements of this contract. Final approval and acceptance of documentation required herein shall be by letter of approval and acceptance by the COR. The contractor shall not construe any letter of acknowledgement of receipt of material as a waiver of review, or as an acknowledgement that the material is in conformance with this contract.
