Yosemite National Park Post Construction

Reseeding and Hydromulch Application Valley Loop Road

SCOPE: The contractor will install erosion control wattles (logs), hand broadcast seed and hand rake seed, apply seed with 2 step hydro-seeding and hydro-mulch (wood fiber hydro-mulch and tackifier).

This project will include installation of 1,500 linear feet of erosion control wattles, 1.5 acres of hand seeding and raking, and 2 step hydro-seed / hydro-mulching on 12.5 acres. Construction activities are planned to be completed in summer of 2022 and wattle, seeding, and mulching activities are anticipated to occur in fall of 2022.

CONFIDENTIALITY: The information developed under this contract is the property of the U.S.

government and shall be kept in strict confidence.

PERFORMANCE PERIOD: Upon award through February 1, 2023.

PROJECT IDENTIFICATION: The work of this task order shall consist of the services described below for the referenced project.

I. GENERAL DESCRIPTION OF WORK

This work consists of traveling to Yosemite National Park in California to install erosion control wattles, seed and mulch construction related disturbances at the Valley Loop Road Project.

The Valley Loop Road project includes 13 linear miles and 14 acres of road side and parking lot reseeding and erosion control material (mulch and wattle) applications. This project includes installation of erosion control wattles placed on slopes approximately 5 feet from pavement edge for 1,500 linear feet. The second task will be to utilize government furnished native grass and forb seed to seed 14 acres of road side disturbances. The contractor will utilize a 2 step hydro-seeding and mulch application for approximately 12.5 acres and hand seeding and raking any inaccessible areas, approximately 1.5 acres.

All seeding will occur in the fall season, no earlier than October 1st. Depending on yearly weather fluctuations the seeding date may vary. The contractor will be given 4 weeks notice as to the preferred seeding date.

II. FUNDING LIMITATIONS

The Government obligation for performance of this contract beyond this phase is contingent upon the availability of funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond the amount that has been authorized through the issuance of this contract.

III. SCOPE OF SERVICES

Task 1. Erosion Control Wattle Installation The contractor will install 1,500 linear feet of weed free, 100% wood fiber, all natural netting 9 inch diameter wattles on designated road shoulders that have a slope greater than 3:1. In all cases the wattles will be installed 3 to 10 feet from edge of pavement in areas designated by the government.

• Installation shall be per manufactures specifications and Quality Standards listed below.

• The contractor should anticipate digging a 3 inch trench parallel to the road.

• Place wattles in the trench and secure with a wood lathe that is a minimum of

2x2x24.

• Overlap the ends of abutting wattles by 2 feet and secure both ends.

• Use soils generated from excavating the trenches on the upslope side of the wattle to fill in the trench and secure the wattle.

• Do not apply seed or mulch on top of the wattles. Do not seed before wattles are installed.

Task 2. Hand Seed

• The contractor shall hand broadcast and rake a total of 1.5 acre of the road shoulders and disturbed area near Yosemite Valley Day Use Parking area. Maps will be provided upon award of this contract but contractor should anticipate seeding from road shoulder to 10 to 20 feet from edge of pavement and several newly constructed parking lot islands. Limited park appropriate seed is available so in order to make best use of the contractor is required to assure the seed provided will be applied in such a manner that it is evenly distributed across the designated areas. The contractor will be provided with a target (per acre or per square foot) seeding rate and a pounds per acre or pounds per square foot calculation for each seed mix. The contractor will divide the mix and calculate the appropriate amount of seed for areas that will be seeded and seed at the appropriate rate.

• Hand raking seed into topsoil. Following seed application the contractor will rake seed into top ¼ inch of soil assuring good seed to soil contact and assuring seed is not buried under so much soil that germination is inhibited (keep seed in top ¼ inch of soil profile).

Task 3. Hydromulch Two step hydro seed and mulch a total of 12.5 acres. The work shall occur on both sides of the road from the roadway edge to the edge of disturbance which will range from approximately 1.5 to >10ft feet off the road shoulder.

• The contractor shall hydro-seed (step 1) and hydro-mulch (step 2) the entire 12.5 acres of disturbed areas.

• All of the Quality standards for hydroseeding apply to hydromulch.

Task 4. Documentation

• The contractor shall provide a brief 2-3 page write-up documenting task outcomes and other information useful to this project and send a copy to the COR.

• The contractor shall provide digital photos both within the write-up and as separated

.jpg files (appropriately labeled), all provided to COR digitally. The photos shall include repeat photography taken before, during and after the work from the same locations to document the process. Document a minimum of one location for each task listed. The documentation is due one month after completion of the project on site.

• Documentation shall also include weekly written documentation of the project progress and include number of people involved in the project their job duties and a summary of the work completed during the week.

Option A. Traffic Control for Valley Loop The road contractor who is conducting the road reconstruction work may work with the government to provide traffic control for the re-seeding effort. If that does not occur it may be required that the revegetation contractor supply traffic control for the re-seeding work.

• Traffic control will include the use of flaggers and pilot cars for traffic control. Furnish, maintain, and relocate traffic control devices and services for control and protection of public traffic through the project in accordance with the Manual on Uniform Traffic Control Devices (MUTCD). Submit a traffic control plan for review and approval prior to beginning of work.

• Anticipate Traffic Control efforts for hydroseeding work areas only.

• All work including traffic control will be conducted in the Fall. Work dates will be weather driven. Typically the fall seed application period is between mid-October to the end of November. The work and traffic control period will be determined by COR and park staff a minimum of 4 weeks prior to work initiation.

IV. QUALITY STANDARDS

Quality Standard shall be in accordance with standard industry practices and as described in this statement of work.

General Information:

• Work week will be scheduled from Monday through Friday during normal business hours. Work on weekends and holidays is generally not permitted. However, weekend work may be permitted with extenuating circumstances and with CO and park approval.

Submit written notification to the CO seven days prior to desired weekend work and indicate the dates, times, and activities of proposed work. Approval is not guaranteed.

All work shall be performed in accordance with the Quality Standards. Project closeout is to occur during office hours, Monday through Thursday.

Existing Site Conditions:

• Expect busy road conditions typical to that of Yosemite National Park. The road corridor that the contractor will be working within contains many curves, blind corners and limited shoulders.

Safety: The contractor will understand that its employees will be working alongside, near, and in some cases on the road. Proper safety protocols will be the responsibility of the contractor. This includes, but is not limited to, proper signage for oncoming traffic and safety attire for employees (e.g. orange vests, traffic cones, flags, and flaggers).

Quality Assurance:

• The contractor will be responsible for its workers at all times. The NPS expects full compliance with National Park Service regulations and the quality standards listed in this task order. The contractor is to assume this responsibility.

• In most instances the contractors project manager is expected to be on site daily while the work is occurring.

The contractor is expected to keep a clean job site. Dirt clods, garbage and any other debris are expected to be removed from the job site and pavement prior to departure each day. The contractor is expected to maintain existing pavement conditions at the sites. Do not break, crack, or damage the edge of pavement.

Traffic Control

• If option A is awarded and the contractor is responsible for traffic control then the following applies:

• The contractor is expected to adhere to Manual of Uniform Traffic Design (MUTCD), Chapter 6E, 2009 Edition for traffic control safety standards while working on and alongside of the road.

Equipment Cleaning

• All vehicles and equipment will be inspected before their entry into Yosemite

National Park for mud, weeds, plant materials, seeds, and other unwanted substances. Power-wash all seeding equipment before loading for transport to the Park and conduct secondary inspection before off-loading equipment at park.

• Be advised that NPS has very high equipment cleaning standards. No soil debris is permissible and no plant material can be found on the equipment. This includes all equipment, including rental equipment.

• Equipment will be rejected and need to be re-cleaned and re-inspected before entry into the park is allowed.

• All hydro-seeding/mulching equipment used in the park will be free of all seed and mulch materials when they enter the park. At a minimum all equipment including tanks, trailers, and all associated hydromulching parts will be triple rinsed with clean water. All equipment and parts will be inspected by park personnel to assure no residual seed, mulch, or foreign material is present.

Contractor shall provide 1 week notice to park before moving equipment into the park. The contractor is responsible for inspecting and removing any seed or fibers from the interior of the hydro seeding equipment. This type of inspection is necessary to assure no foreign seed is brought into Yosemite.

• All hydro- seeding/mulching hoses shall be newly purchased for this project.

Contractor shall submit receipts to COR prior to use in Park. Only new hoses shall be used on YOSE park projects. If hoses are non-corregated and have a smooth cleanable surface they may be allowed to be used on this project. The contract will need to do a clean hose demonstration with the CO/COR present to show clean water and no residuals flowing freely through the hoses.

• All equipment shall be free of organic debris, including soil and plant materials.

A pressure washer or other high powered hose is advised to be used before entering the park to insure that all organic material, including soil and plants of any kind are removed from the tires, inside and outer areas of the equipment, as well as the under carriage of the trailer, equipment and truck.

• If the equipment does not satisfy the above cleanliness standards, the contractor will be asked to turn back and return later when the hydro-seeding equipment, trailer and truck have been thoroughly cleaned.

Experience/Knowledge

• The contractor will have an in-depth knowledge of hydro-seeding and hydro-mulching. Including calibration of hand seeding and equipment methods to assure proper seed rates are applied.

Native Seed Mix

a. All seed will be government furnished.

b. Rate will be in the range of 12 to 20 pure live seed (PLS) pounds per acre. Seed will be provided and seeding rate will be specified by the CO/COR.

Hand Seeding Standards

a. Apply seed evenly over entire area to be seeded.

i. Measure area to be seeded

ii. Calculate amount of seed (PLS and bulk pounds) required to cover the area at the rate specified for each seed mix, this will be expressed as seeds per square foot and pounds per acre.

iii. Weigh the amount of seed required for area to be seeded.

iv. Combine seed with an inert carrier such as rice hulls or fine sterilized sand at a 50/50 ratio. Carrier materials are designed to minimize seed separation in containers and to bulk up the seed mix to provide visual que’s for seed applicators to aid in the identification of seeded vs non-seeded areas.

v. Evenly disperse seed and carrier across the seeding area.

b. Seed dispersal may be done by hand or with a small mechanical seeder such as a whirlybird

c. Assure seed mix remains mixed. Different weighted seeds have a tendency to separate out by species and seed weights in the bag or mixer, frequently mix the seed in the seeding bag/container.

d. Wind speeds during application shall be <10 MPH.

e. Lightly rake the seed making sure the seed is buried approximately ¼ inch throughout. Do not over bury the seed.

Hydroseeding and Mulching Standards Two Step Hydraulic method

a. Step 1. Use hydro-type equipment capable of providing a uniform application using water as the carrying agent. The first application shall be of the seed and a tracer material of about 400 lbs. per acre /449kg. per ha. of hydro-mulch consisting of wood fiber mulch. Add the seed to the water slurry no more than 30 minutes before application. Seed by hand areas inaccessible to seeding equipment. Do not use seed that has become wet, moldy, or otherwise contaminated or damaged. Apply the seed mixture at a rate of pure live seed per acre determined by the CO and within the project limits.

b. Step 2. Using the same equipment, make a second pass, applying mulch and tackifier only at the rate of 1500 lbs per acre/1681.27 kg per hectare.

c. Mulch will be accepted when it uniformly covers the area being applied and is no less than ¼” thick at the time of application. Mulch applied to non-designated areas, such as roadways is to be cleaned immediately following application and will not be counted towards the total applied to the project.

Mulch

• Furnish mulch that consists of 100% Aspenwood fibers.

i. Moisture 10.0% ± 3% PH 5.4 ± 0.1

ii. Organic matter (oven dried basis) 99.3% ± 0.2

iii. Inorganic Ash (oven dried basis) .7% ± 0.2

iv. Water Holding 1,402%

v. A minimum of 50% of the fibers will be equal to or greater than 0.15 inch.

vi. 75% or more will be retained on a 28 mesh screen.

vii. American Excelsior (1-800-777-Soil) or approved equal.

Stabilizing Emulsion Tackifiers Standards

a. Nonasphalt emulsions having a water soluble, natural guar gum base, blended with dispersal and hardening agents. All ingredients are non-toxic, 100% environmentally safe and natural and biodegradable. The emulsion can be used with a variety of mulch types or fibers. The emulsion shall have good cover and adherence to soil. The cured product has high resistance to wind and rain drop impacts.

b. Apply at a rate of 80 lbs per acre on slopes less than 3H:1V. Apply at a rate of 100 lbs per acre on slopes greater than 3H:1V.

Erosion Control Wattles/logs

a. Wattles shall be composed curled excelsior fiber rolled into a cylindrical shape and encased in an all natural tubular netting.

b. Tubular mesh for fiber rolls. Provide tubular mesh with openings no larger than ⅜ inch (10 millimeters). Mesh material is required to be all natural and biodegradable

c. Wattles shall be 9 inches in diameter and secured using 2x2x24 inch wood lathe. Lathe shall be cut flush with top of installed wattle (+/-2 inches)

d. Coir rolls that are 100 percent coconut fiber may be considered as an alternate material but should be rated for a field life of 12-24 months.
