Restoring native vegetation at Tennessee Valley Trailhead parking lot in Golden Gate National

Recreation Area

Scope: In accordance with the terms and conditions of the contract, the contractor shall perform the work of this contract for the National Park Service (NPS) for work conducted in Golden Gate National Recreation Area (GOGA) as described below. The contractor will be asked to perform all the following tasks: delivery of live plants to Tennessee Valley Trailhead parking lot, mechanically removing non-native, invasive, and undesired species from the planting site prior to planting and again after planting, outplant live plants, and provide maintenance watering.

Confidentiality: The information developed under this contract is the property of the U.S.

government and shall be kept in strict confidence.

Performance Period: From time of award to February 17, 2023.

Project Identification: The work of this contract shall consist of the services described below for the project referred to as Restoring native vegetation at Tennessee Valley Trailhead parking lot in Golden Gate National Recreation Area.

1.0 GENERAL DESCRIPTION OF WORK

In January and February of 2022, Federal Highways rehabilitated the Tennessee Valley Trailhead parking lot in Golden Gate National Recreation Area to provide an all-weather, low maintenance surface that can be delineated for space-efficient parking. The project resulted in the need for revegetation work including removing non-native and invasive species and planting of live native plants that have been propagated in a local nursery. The area needing revegetation is 5500 square feet (0.13 ac). This contract will provide the delivery of native containerized plants, plant installation, mechanical removal of non-native, invasive, and/or undesired species, and maintenance watering of installed plants.

Outplanting of containerized plants is expected to occur in a time window of October 3 to November 18, 2022, based on weather condition. Non-native, invasive, and/or undesired mailto:LJ_Gravelle@nps.gov species removal by mechanical means will occur prior to installation of container plants, and again January 1-31, 2023. Maintenance watering of transplanted plants will occur two times in a window from November 1, 2022 – February 17, 2023, based on weather conditions. Due to high use of this parking lot and trailhead by visitors, all work must be conducted Monday through Friday; no work on weekends or holidays.

2.0 SCOPE OF SERVICES

TASK 1. Delivery of container plants to Golden Gate National Recreation Area The contractor will pick up 1413 live plants at Marin Headlands Nursery, 1301 Kirkpatrick Street, Fort Cronkhite, Sausalito, CA 94965 and deliver to the planting site at Tennessee Valley Trailhead parking lot in Golden Gate National Recreation Area. There are 638 8-inch leach tubes (LT8) and 775 16 cubic-inch deep pots (DP16). Plants shall not be damaged in transport.

Planting and Storage Specifications:

• Delivery and outplanting will occur between October 3-November 18, 2022.

• Delivery date(s) must be the same as installation date(s). Dates will be based on weather conditions and agreed upon by the COR and contractor.

• Plants cannot be delivered prior to the date of outplanting.

• Plants must be kept in shaded area out of wind at planting site until time of installation.

TASK 2. Removal of non-native, invasive species The contractor shall remove all non-native, invasive plant species from 5500 square feet of area before planting live plants and between 40-120 days after planting. The contractor will remove vegetation of non-native species using only mechanical means (e.g., hand pull, hoe, shovel, chopper, string trimmer).

Non-native, invasive plants shall be:

• Removed no more than 7 days prior to planting of nursery grown materials on a date to be determined by the contractor and COR based on plant phenology and weather but will occur between October 3 -November 18, 2022.

• Second removal period shall be between November 14, 2022 and January 31, 2023 and based on plant phenology.

• Work shall occur prior to seed set for all species.

• All plant material removed by the contractor shall be bagged in 3 mil or thicker bags and removed from the park.

Target species to be removed; other species may be added to the removal list based on which species are present at the time of treatments:

TASK 3. Outplant nursery grown plants, water, and mulch The contractor shall outplant 1413 nursery grown plants. Planting locations will be according to the provided written plant (Table 1) and map (Figure 1).

Planting specifications:

• Plant in weed-free prepared planting beds.

• Over-excavate each planting hole by at least 1.5 times the width of the plant and 3 inches deeper than the depth of the plant to be planted.

• Assure planting holes accommodate the full depth of the root mass, no “J-root” planting or twisting of the root mass to accommodate small holes is allowed.

• Pre-water hole to pack and moisten soil before planting plant (per the Quality

Standards below).

• Backfill holes after planting. Pack soils around plants to minimize air pockets.

• Within 6 hours or less after planting, apply water to each plant to provide moisture and to ensure no macro or micro air pockets exist in the planting hole. Watering should be done with several gallons of water per plant, spaced over several time intervals to allow water to penetrate and fill in around the newly planted plant.

• Figure 2 shows where park provided water may be obtained.

• Create a 2-inch-deep ring-shaped depression around each plant to catch water.

• All empty planting containers shall be returned to Marin Headlands Nursery.

• No additional soil can be brought into the park.

• Procure certified weed-free rice straw from a park-approved source.

• After nursery grown plants have been install, a 3-inch layer of certified weed-free rice straw will be evenly distributed over the entire planting area (5500 sq ft) to aid with moisture retention and wind damage to plants.

TASK 4. Maintenance watering The contractor will water the plants two additional times after planting. Watering will occur approximately 30 and 60 days after planting, depending on local weather. Park staff will monitor weather conditions and provide contractor with 2-weeks’ notice of desired watering date. Watering will occur during the period of November 1, 2022 to February 17, 2023.

• The Contractor shall submit a watering plan for COR approval as part of the bid proposal. The plan shall include method of transporting water from fill location, and method for watering individual plants, and estimated gallons per plant.

• Each plant must be watered using enough water to reach the lowest roots.

• Water shall be applied in short intervals to allow water to move through the soil column and prevent washing topsoil away from root crown.

• Each plant must be individually using hose or bucket. Flood and broadcast irrigation or use of a lawn-type sprinkler is not permitted.

Water will be provided by the government at a location near Fort Cronkhite (Figure 2). A heavy-duty hose is available for filling tanks. The contractor shall use clean equipment free from herbicides, pesticide residue, and soils/ invasive plants seeds.

Task 5. Reporting The contractor will provide the COR with a written report after each maintenance watering event for a total of 2 reports. The report will be 2 page maximum and include 2 pictures of planted areas. Report will be due to COR 14 days after each watering date. Reporting will occur between November 1, 2022 and March 1, 2023.

• Include date and time of watering.

• Number of gallons of water used.

• Location, quantity, and species identification of deceased plants using the planting map to reference the locations of dead plants.

4.0 QUALITY STANDARDS

Quality standards shall be in accordance with the base contract and as described below.

GENERAL REQUIREMENTS

All equipment shall be clean, free from soils and invasive species seeds. Includes all gloves, hand tools, tanks, hoses, and truck beds. Vehicles and equipment may be inspected by COR prior to entry to the work site.

Contractor shall be responsible for any damage to government property.

Contractor is responsible for employee safety. The project areas are adjacent to public roads. Signage will be required to alert the public to work zones. When signage is used, it will be relocated as the work site changes. Safety practices and signage will conform to state and federal regulations.

Contractor is responsible for a clean worksite. Any debris or garbage generated on site is to be removed each day.

Work will be completed in a manner that does not increase soil compaction and minimizes disturbance.

Work can only occur Monday through Friday between the hours of 7am and 5pm unless otherwise specified by the CO and NPS Park Contact.

CONTAINER PLANT DELIVERY

Contractor is responsible for replacing or reimbursing Golden Gate National Recreation Area for plants damaged in transport or installation.

Contractor shall return planting tubes and support trays, with tubes placed back into the support trays, to the nursery at a location specified by the Nursery staff.

1. Delivery Timing: The Contractor shall work in conjunction with the COR and park staff to ensure that the delivery date/timing is agreeable to all parties.

2. Conformance with State Law: The Contractor shall follow state plant transfer laws and assure safe, legal, and prompt delivery of the container plants to Golden Gate National Recreation Area.

3. Transport Vehicle: Vehicles and equipment used to transport the container plants shall be clean (i.e., free of soil, plant parts, and pests) prior to loading plants to prevent the spread of disease/pathogens and non-native plants. The transport vehicles shall also provide protection for the plants to prevent any damage or dehydration.

4. Transport Handling: During transport from the nursery to the planting site the containers will be handled carefully, not dropped, tossed, or otherwise roughly handled.

Do not stack plants on top of other plants.

5. Temporary Storage: The Contractor shall ensure that plants are stored in areas protected from wind and full sun and that container soil is thoroughly moistened.

Plants should not be delivered to site prior to day of planting. Plants can not be returned to nursery once removed.

CONTAINER PLANT INSTALLATION

Park will provide plant layout before the contractor places plants in the ground.

1. Weed Prevention Protocol: Ensure all vehicles, gear, tools, equipment, personnel (e.g., clothing, boots, laces) Personal Protective Equipment, etc. involved with or otherwise used in project installation arrive to the project site clean and free of off-site soil and organic debris.

2. Planting Specifications: All container plants shall be planted in accordance with the following specifications:

• Immediately prior to planting plants shall have thoroughly moistened soil.

• All planting holes shall have vertical sides with roughened surfaces and be a minimum of one and one-half (1.5) times the diameter and a minimum of 3 inches deeper than the depth of the plant’s container.

• Damage to surrounding native plants shall be minimized. Excessive digging, trampling and piling soil removed from planting holes is not allowed.

• Any roots wrapped around the sides of the containers shall be pulled loose from the root balls. Plants shall be planted with the roots untangled and laid out in the planting holes to promote good root growth and prevent the plants from becoming root bound.

• Roots shall be adequately protected from the sun and/or drying winds.

Plants shall not be removed from their containers until immediately before planting. The container shall be removed in a manner that does not damage the root ball or plant.

• After excavation and before planting, the planting holes shall be filled with water. Holes shall be allowed to drain thoroughly before planting to reduce settling.

• Plants shall be set in the thoroughly drained planting holes so that the crowns of the root balls are 0.5 inch above finished grade when backfilled with soil. The soil around the planting shall be tamped down sufficiently to eliminate any air pockets in the soil. The crowns of the plants shall not be depressed.

• A watering basin 3-5 inches in diameter shall be constructed around each plant in a manner that causes the least amount of disturbance to the surrounding seeded area.

• Each plant shall be individually watered at the time of planting with sufficient water to reach the lower roots. Special care must be taken to prevent the soil from washing away from the roots and the root crown from being buried with soil.

WATERING

1. Damage Control: The Contractor shall ensure that watering efforts shall not damage or destroy native vegetation, nor create/lead to erosion impacts in either the planting or surrounding areas.

2. Methods: If the Contractor wishes to deviate from the watering plan, the changes must be submitted in writing to the COR for approval. Note: Water will be available at no cost.

EQUIPMENT CLEANING AND PHYTOPHTHORA PREVENTION STANDARDS

Clean all vehicles, equipment and tools before entry into the park at the beginning of the project and after any time vehicles, equipment or tools have been used at any other project site. All vehicles, equipment and tools shall be free of mud, weeds, weed seed, plant materials and other harmful substances upon entry into Golden Gate National Recreation Area. All vehicles, equipment and tools will be inspected before their entry into Golden Gate National Recreation Area. Contractor must provide Park staff with 24 hours’ notice of need for inspection.

Shoes must be cleaned and sanitized upon arrival at, and departure from, the Marin Headlands Native Plant Nursery. Any tools brought into the nursery must also be sanitized.

Materials to sanitize boots will be provided by the Marin Headlands Nursery.

REMOVAL OF NON-NATIVE, INVASIVE, AND/OR UNDESIRED PLANT SPECIES

Mechanical removal is the appropriate use of “weed wrenches”, shovels, picks, Pulaskis, saws, machetes, or similar hand tools or, with approval from the Project Manager, brushcutters, chainsaws, string trimmers or similar hand-operated machinery to treat invasive plants. Care should be taken to minimize soil disturbance beyond extracting the target plants.
