Quality Assurance Surveillance Documentation

Performance Objective (per Technical Exhibit 1 – Performance Requirements Summary (PRS)

5.1.1 Contractor shall

provide support to draft, coordinate, and make recommendations on export control policies a n d procedures regarding initiatives or approved programs as they apply to FMS cases.

5.1.2 Contractor shall

provide support to review and make recommendations concerning policies, objectives and implementing procedures pertaining to Security Assistance (SA) initiatives, with a focus on these programs that relate to the Army’s modernization priorities.

5.1.4 Contractor shall

provide direct support for the technology transfer elements of international Disclosure issues to include: Exceptions to National Disclosure Policy (ENDP), Tri-Service Committee briefings under DODI-S 5230.28 and Missile Technology Control Regime reviews in support of Army Security Assistance Programs.

5.2.1 Contractor shall

provide support to conduct assessments of selected

Army acquisition programs to identify opportunities for security cooperation and to identify requirements for and compliance with DoD and Army directives regarding program protection and end use monitoring.

5.2.4 Contractor shall

provide management and administrative support necessary to assist DASA DE&C in the management of international technology transfer documentation to include ITAR exemptions, export policy statements, Exceptions to National Disclosure Policy (ENDP) determinations, associated Records of Actions (RAs), other releasability determinations/guidance, Delegation of Disclosure Letters (DDLs), and other applicable FMS and acquisition program related export documents.

5.2.4 Contractor shall

provide management and administrative support necessary to assist DASA DE&C in the management of international technology transfer documentation to include ITAR exemptions, export policy statements, Exceptions to National Disclosure Policy (ENDP) determinations, associated Records of Actions (RAs), other releasability determinations/guidance, Delegation of Disclosure Letters (DDLs), and other applicable FMS and acquisition program related export documents.

5.3.1 Contractor shall

provide technical support to the DASA (DE&C) for the FMS of legacy, Interim

Force, and Objective Force weapons systems and components. Draft, coordinate and make recommendations pertaining to the FMS business strategy, considering technology transfer and other relevant procedures to ensure Army equities are preserved.

5.3.5 Contractor shall

provide support necessary to manage programs to include End Use Monitoring (EUM) Special Defense Acquisition Fund (SDAF), and Building Partner Capacity (BPC).

This includes coordination across the Army Security Assistance Enterprise (ASAE), Defense Security Cooperation Agency (DSCA) and the Geographic Combatant Command (GCCs) to ensure alignment of planning and execution activities.

5.4.1 Contractor shall

support the Director, Security Cooperation Integration & Exports with daily responsibility for reviewing, staffing and coordinating the implementation of approved programs in accordance with established policies and procedures. Contractor shall advise the DASA (DE&C) and Director, Security Cooperation Integration & Exports on all facets of program execution in order to enhance the overall effectiveness. Contractor shall assist with the development and staffing of Army positions on security cooperation issues, coordinating with the G3, G4, G2,G8, Secretariat offices, DoD agencies, and other Military Deputies, as required.

5.4.8 Contractor shall

review and staff OT&E (Yockey) waiver requests.

5.4.11 Contractor shall

review and staff actions involving foreign disclosure and technology transfer as they apply t o FMS.

5.5.1 Contractor shall

provide assistance in the tracking of taskers, management and coordination of meetings, consolidation of weekly staff notes, and manage overall operation functions in each Directorate.

Contractor shall manage, review and process correspondence in accordance with Army policy, disseminate incoming correspondence to appropriate personnel, and maintain calendars.

Contractor will schedule meetings and ensure all conference, meeting and event logistics are coordinated, including booking rooms, preparing agendas, sending out meeting invites. Contractor will consolidate briefing slides and other materials in preparation for internal and external meetings and ensure timely submission of all required reporting requirements. Contractor will monitor and administer in accordance with management requirements, the Army Task Management Tracker (TMT). Contractor will print and assemble materials as required for the preparation of trip books.

5.5.2 Audit and FIAR

support. Contractor shall support the facilitation of Army response to Government Accountability Office (GAO), DoD Inspector General (IG), and audit data calls. Contractor create and maintain a tracker and repository of all GAO and IG inquiries, and help ensure any resulting action are pursued for resolution. Must be knowledgeable and have experience in Generally Accepted Auditing Standards and Financial Improvement and Audit Readiness (FIAR).

Coordinate and review requirements levied by DoD IG, GAO, and DSCA Security Assistance Audit Readiness Board. Army will support DSCA’s pursuit of audit readiness for five Assemble Units;

Appropriations Received/Case Acceptance (DIFS OA); Contract Pay, Civilian Pay, Reimbursable Work Orders; and Vendor Pay. The current timeline is a limited scope audit in late FY19 through FY20, a current year audit in FY21, and a full financial statement audit beginning in FY22.

5.5.7 The contractor shall

web-enable the CWAT.

The web-enabled CWAT must have the capability for automatic data feeds from authoritative databases leveraged in the CWAT (a future Pre-LOR database, DSAMS CISIL SCES as necessary, GFEBS/ATAAPS, CEFMS, VCE, and PCF).

Must run models currently existing CWAT to generate recommended FTEs given forecasted workload. Must support automated workforce and workload exports in a standard FY report for claimants to transparently, and easily, validate across Core Functions and fiscal years.

Must have analytics capability for the lay person to correctly and quickly analyze workforce and workload information across an unknown number and type of data fields going back to FY06. Must have a secure log-on for claimants to access and run their annual resource models online. Must be able to have multiple users logged-on simultaneously (minimum of 25), including multiple people running different excurisons of the same organization model.

Must have the capability to Claimants to finalize and produce a single CWAT report as part of their budget/POM submission.

Must be able to easily modify parts of the data /models to support future changes for the CCB and/or data reconciliation efforts.

5.5.8 Contractor shall

conduct and coordinate the collection of requirements for developing IT systems (new initiatives and current systems requiring change/update) within the FMS community. Once requirements are identified and collected, contractor shall conduct an analysis of the requirements to ensure they meet the current and future needs of the Army FMS users. When the analysis has been completed, contractor shall coordinate the requirements within the Army FMS community and as required, with the Defense Security Cooperation Agency (DSCA). Conduct the collection and analysis for both Army unique systems as well as Joint/OSD-developed systems.

Contractor shall support tasks required to continue the establishment of the ASA ALT as the single executive office for the Army, responsible for, and with decision authority over, international activities of: security cooperation activities, export control/munitions licensing (technology transfer);

conduct of Foreign Military Sales and cooperative research and development programs, and related policy and resource management support activities.

5.6.1 Contractor will

support development, implementation, and maintenance of information technology solutions; to include advising on cyber security challenges (requires knowledge and experience of DoD cyber policies, RFM, STIGs, and IAVA, as well as, DoD 8500.01, 8510.01, 8570.01M, 8570.01).

Contractor personal will be certified (minimum of Security+) prior to performing information technology tasks.

5.6.3 Contractor will

translate business community requirements into thoughtful and creative IT solutions through active participation in definition and execution of complex and large projects, including providing input to the development of project plans and estimates.

Contractor as necessary will create mock-ups and prototypes of interfaces and attributes based on findings. Contractor will utilize process models, specifications, diagrams and charts to provide direction on Army and FMS / Armaments Cooperation user requirements to developers and project teams.

5.6.5 Contractor shall build

and deploy intranet and extranet and document management sites on SharePoint and other website environments (requires familiarity and experience with multiple programming languages such as HTML, JavaScript, AngularJS, JQuery, WordPress, etc). The Contractor will define information architectures, taxonomies, and workflows; identifying and documenting user requirements for website usability; preparing technical requirements;

designing and developing page templates and prototypes; and planning and implementing webpage additions and enhancements.

5.7.1 Contractor shall

compile and reproduce policy documents to be used for training materials and conduct training to remediate identified deficiencies in, and make improvement to the Army FMS and Security Assistance (SA) Programs process implementation and compliance with DoD and Army guidelines. Training task to include Army resource management activities that are related to, or support the Army Security Assistance Programs. A total of two (2), 3-day training sessions per year are anticipated (one in Washington, DC and one in Huntsville, Alabama) with approximately thirty (30) individuals attending each session

5.8.2 Contractor shall

review and staff strategic documents to identify requirements and ensure compliance with DoD and U.S. Army directives.

Contractor shall analyze existing requirements and recommend options for better efficiency and effectiveness in our processes and monitor the number of projects for the organization. Support the development of strategic communication plans to articulate the mission and objectives of the organization. Support the Air and Trade Shows that the Army participates in to articulate the FMS and Armaments Cooperation

5.8.4 Contractor shall

support strategic planning processes by researching and evaluating market conditions, understanding competitive landscapes, identifying growth opportunities and assisting in the development of strategic engagement campaigns and plans.

5.8.2 Contractor shall

review and staff strategic documents to identify requirements and ensure compliance with DoD and U.S. Army directives.

5.8.4 Contractor shall

support strategic planning processes by researching and evaluating market conditions, understanding competitive landscapes, identifying growth opportunities and assisting in the development of strategic engagement campaigns and plans.

5.8.6 Contractor shall

leverage data to understand internal operations in depth and identify areas of opportunity to streamline and improve performance measurement and reporting utilizing an array of tools like Tableau, Dadoop/Hive, Oracle, ETL, Excel, Informatica, Micro Strategy, and many other internal tools to work efficiently at scale.

Contractor shall develop and maintain business rules for use of data sets from both third party data vendors such as Janes and internal data sources and analytics teams.

5.8.9 Contractor shall

provide strategic and operational communications support in-order to effectively develop and disseminate information by targeting communications, including writing for specific audiences and selecting the most effective communications medium.

Contractor shall actively monitor and research media to produce daily highlights relevant to Security Assistance and Armaments Cooperation stakeholders. Contractor will develop communications products (senior/executive-level briefs, speeches, memos, newsletters, digital bulletin boards, etc) and draft content (press releases, website content, articles), and provide technical writing and editing in support of outreach efforts.

5.8.10 Contractor will

establish a reliable network of communication organizations and individuals across DoD and Army Public Affairs Offices. Under supervision, Contractor will be responsible for distributing relevant guidance on public affairs products (communication playbooks, press guidance, cleared top lines, etc.), and provide recommendations on defense conferences for senior leader participation on panels or delivering keynote addresses.

Contractor will coordinate participation and logistics for senior leader speaking engagements and ensure all required authorizations, such as clearances for widely attended gatherings (WAGs), are completed.

5.9.5 Contractor shall

support U.S. Army policy development with respect to the review, analysis, and initiation of international technology transfer.

Contractor shall maintain and update a classified, relational database;

Technology Transfer Decision Support System (T2DS2), to support technology transfer processes for the U.S.

Army in te rna t iona l affairs community.

5.10.4 Contractor shall

provide support to conduct munitions license processing activities in support of hybrid DCS/FMS programs.

Contractor shall conduct Army licensing process to ensure that commercial export licenses a r e processed within the time constraints promulgated by the OSD and appropriate Army-related systems, c a p a b i l i t i e s and technologies are adequately controlled in support of U.S. foreign policymilitary security and industrial base concerns. Periodically examine processes and provide results and recommendations on the Army export licensing process to DASA DE&C.

5.10.6 Contractor shall

provide management/administrative support necessary to assist DASA DE&C in the management of international technology transfer documentation to include ITAR exemptions, export policy statements, Exceptions to National Disclosure Policy (ENDP) determinations, associated Records of Actions (RAs), other releasability determinations/guidance, Delegation of Disclosure Letters (DDLs), and other applicable DCS, and acquisition program related export documents.

5.11.1 The Contractor shall

continue contracted efforts to improve and maintain a fully functional web-based export license processing system (Army ECS) that is integrated to and compatible with USXPORTS, a developmental effort under the direction of the Office of the Secretary of Defense. Army ECS is accessible to all designated users via a U.S. Army-provided SECRET network.

Data to be included in the database will be defined and identified by the COR and/or GTM. The Contractor shall provide continual data and system updates as required by the

COR/GTM.

5.13.1 Contractor shall

review International Cooperative Research, Development and Acquisition (ICRDA) related DoD and/or Army directives, instructions, regulations, manuals, guidebooks, pamphlets, handbooks, courses, road shows, strategies, policies and streamlining initiatives, and recommend revisions regarding how to better leverage foreign

S&T/RDT&E.

5.13.4 Contractor shall

assist with the development of a strategic initiatives for improving the outcomes and effectiveness o f ESEP, IEP, PAs and STANAGs which will enable Army’s S&T/RDT&E workforce to identify, leverage and develop foreign S&T/RDT&E for insertion into Army weapons systems.

5.14.8 Contractor shall

assist in the planning, preparation, and follow-up of actions for bilateral and multilateral Army and OSD Senior Cooperation Forum - Army . This includes preparation of taskers, collecting info papers and briefings from field activities, integration and summarizing the information into agendas, info papers, briefings, trip books, and read aheads.

The contractor shall follow up and track action items including the preparation of minutes, action items, and periodic reports on the s ta tus and resolution of meeting action items.

5.15.4 Contractor shall

prepare staffing packages for proposed ICRDA agreements with cognizant Army organizations, incorporate applicable comments, and prepare the final package for approval by the appropriate Government entity. The U.S. Army Acquisition Technology International

On-Line (Acq Tech IOL) software application will be used throughout this process.

5.16.1 Contractor shall

maintain the content of the automated records in Acq Tech IOL. This includes working closely with various project officers to identify missing data, collecting and properly formatting new data, and entering it into the supporting automated systems.

5.17.2 Contractor shall

provide support to improve and maintain a fully functional web-based export license processing system (Army ECS) that is integrated to and compatible with USXPORTS, a developmental effort under the direction of the Office of the Secretary of Defense.

Army ECS is accessible to all designated users via a U.S. Army-provided unclassified network. Data to be included in the database will be defined and identified by the COR and/or GTM. Contractor shall provide continual data and system updates as required by the COR/GTM.

5.17.5 Contractor shall

prepare and furnish to the COR/GTM a final briefing and report summarizing the work performed (for each funding type) and the results/conclusions developed within thirty

(30) days prior to the end of the contract period of performance.
