About this file
This is an Indian Affairs Indian Economic Enterprise Representation Form used for federal contract solicitations set aside under the Buy Indian Act (25 U.S.C. 47). The form serves as a self-certification mechanism whereby offerors represent that they meet the definition of an "Indian Economic Enterprise" (IEE) as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480.
The form requires offerors to provide the solicitation or sources sought number, project title, and submission date. Key information fields include the name of the federally recognized tribal entity, the legal business name, the Unique Entity ID (UEI), and the name of the 51% or greater owner of the IEE firm. A certifying signature and printed name of an authorized representative must accompany the submission. Offerors must certify eligibility at three critical junctures: at the time of offer submission, at the time of contract award, and throughout the full contract term. The form carries significant legal consequences, as false or misleading information constitutes a violation under 18 U.S.C. 1001, while false claims during contract performance are subject to penalties under 31 U.S.C. 3729 to 3731 and 18 U.S.C. 287. Contracting Officers retain the authority to request additional documentation or information to verify eligibility at any point in the acquisition lifecycle.
