About this file

This statement of work outlines requirements for a communications shelter and integrated articulating 20-foot monopole tower to be installed at the North Cascades National Park. The self-contained shelter must be no larger than a small 2-bay cabinet to house radio equipment, batteries, and a 48VDC solar power system capable of providing a minimum of 48 hours of continuous power at 105 watts. The structure and tower must withstand 90 mph winds with 1/4 inch of radial ice and be constructed of aluminum alloy for RFI and lightning shielding. The integrated tower will articulate to allow lowering for antenna maintenance and include mounting for two Telewave omni antennas to be provided by the park. The contractor will deliver the fully assembled shelter, tower, and solar power system to the Wilderness Information Center in Marblemount, Washington by the specified date.

GENERAL DESCRIPTION:

The North Cascades National Park has a requirement for the purchase of one communications shelter with an integrated articulating 20’ monopole tower.

The shelter will be a self-contained no larger than small 2-bay cabinet that can contain the required radio equipment and power system safely. The communication structures will have an articulating integrated monopole tower, 20’ in height. The structure will not have a supporting foundation and must be designed to be mobile. Faraday grounding is required and in accordance with EIA standards. The tower is to be integrated into the structures and designed to support wind loads of 90 mph with radial ice load of ¼”.

SHELTER AND TOWER REQUIREMENTS:

• Structure:

o The maximum footprint of the structure with integrated tower will be no more than 15’x15’. The shelter must be able to protect sensitive digital radio equipment and batteries from external threats such as snow, ice, wind, lightning, radio frequency interference and electro-magnetic radiation. At minimum, the structure will include one standard 19” equipment racks capable of hold 3 Codan repeater subracks, (each approximately 6” in height), and one standard rack for the battery system.

o The structure shall be designed to withstand a minimum of 90 MPH sustained winds at twenty feet above ground level with a coating of 1/4 inch solid radial ice or the requirements in the current ANSI/EIA STANDARD 222, whichever is greater.

o Structure and tower shall be properly grounded, at a minimum, in accordance with all industry standards. To further protection sensitive communications equipment, a Faraday grounding system will be used in the structure.

o Structure and tower shall be constructed in a fashion for ease of installation, and if necessary easy for redeployment.

o Structure must be constructed of aluminum alloy plating for electrical conduction (RFI and lightning shielding) and high strength.

o The structure will be built to allow for a four or more-port cable entry gland. The entry gland will be provided by the contractor.

o Internal grounding will be facilitated through the structure Faraday cage. The contractor will provide any necessary grounding straps to ground the transmissions cable entering the structure.

o Ventilation will be passive or louvered.

o The shelter and tower should be new, unused, and shall meet the latest design and fabrications standards.

o Structure and tower will be painted to blend in with the surround terrain. Paint scheme will be designated by the Park.

o A permanent metal marker plate shall be affixed to the shelter, inscribed with the following information:

Site name Manufacturer and contact information Model number Serial number

• Tower:

o The tower shall be 20’ in height, integrated to the structures via direct contact or through a base sub-structure. Tower shall be a monopole in design and must articulate so that can be mechanically lowered for maintenance of antennas.

o The contractor will provide two standoffs for two Telewave ANT150F2 omni antenna. Antennas listed will be purchased and installed by the Park.

o Tower shall, once constructed, be designed to lower and raise by hand crank.

Cable management into the structure will be through a four or more-port cable entry gland.

o The tower is to be integrated into the structure and designed to support wind loads of 90 mph with radial ice load of ¼” and will be in accordance with ANSI/TIA- 222 latest version.

o Will comply with Federal Aviation Administration (FAA), Advisory Circular; AC 70/7460-1K or latest revision.

o Will Comply with all Federal, State, and local codes and regulations, as needed.

o FAA and FCC identification numbers, if applicable, shall be clearly labeled near the base of the tower.

• Power:

o Design of the power system will be in a fashion to allow easy installation, maintenance, and replacement of the batteries.

o Solar and battery system will be provided by the contractor. The Park will be responsible for the installation.

o 48VDC AGM battery system with supported solar system. Battery system must be able to provide a minimum of 48 hours at 105w load continuous.

o Solar system must be large enough to support the 48VDC battery system and have the appropriate charge controller and breaker for the system.

INSTALLATION:

Structure installation will be complete by the NPS. The contractor will provide necessary documentation to facilitate a successful installation of the structure and tower.

DELIVERY:

Coordination of transportation of all materials to the Park is the responsibility of the contractor.

The address below is the designated delivery point:

Wilderness Information Center Location: 7280 Ranger Station Rd., Marblemount, WA 98267. Drive SR 20 toward Marblemount. Turn onto Ranger Station Road, which leaves SR 20 at milepost 105.3, just west of Marblemount, and drive 0.7 miles to the end of the road and the ranger station.
