About this file

This Scope of Work (SOW) details the repair of wastewater lagoon liners at Chaco Culture National Historical Park in New Mexico. The project involves replacing the 45 mil reinforced polypropylene (RPP) geomembrane liner on the south-facing berms and corners of the southeast and northeast lagoon cells, with an estimated liner replacement area of 13,750 square feet. The work includes digging new anchor trenches, installing vents, and relaying geocomposite vent strips.

The project stems from damage caused by a 2024 windstorm and subsequent UV degradation, with the objective of restoring lagoon capacity until complete liner replacement. Specific tasks include site verification, wastewater transfer between cells, cleaning existing liner surfaces, and precise liner installation techniques. Performance requirements specify work between 8 am-5 pm on weekdays, with onsite work limited to 30 calendar days. The construction delivery date is set for 60 calendar days after the Notice to Proceed, with the government expecting to issue the notice 30 calendar days after award.

Scope of Work Task Order / Project Title: Repair Lagoon Liners

Park / Park Unit: Chaco Culture National Historical Park

Date: February 21, 2025

1.0 PROJECT DESCRIPTION / SUMMARY:

This project consists of repairing the southeast and northeast cells of the wastewater lagoons.

See highlighted area of attached plan set 310/106386A and pictures.

Repairs consist of replacing the 45 mil reinforced polypropylene (RPP) geomembrane liner on the south facing berms and corners. Estimated area of liner to be replaced is 13,750 square feet.

Work will include digging a new anchor trench, vents, and relaying necessary sections of geocomposite vent strips.

2.0 OBJECTIVES:

This project is intended to restore the capacity of the lagoons until the liners are completely replaced.

3.0 BACKGROUND:

During 2024, a windstorm tore the liner on the southeast cell. During a January 2025 inspection, damages were found on the northeast cell. It appears the south facing portions of the liner have suffered UV degradation. The remaining sections of the liner are in good condition.

4.0 SPECIFIC WORK / TASKS:

a. Contractor to visit site to verify existing conditions before submitting bid. Contractor shall account for any changes that may have occurred between writing this scope of work and construction.

b. Transfer wastewater between cells to allow for the lining process.

c. Move sludge and clean existing liner in areas where new liner will be welded to the existing liner.

d. New liner will be 45 mil RPP.

e. Contract Line Item 1: South East Cell Remove damaged liner. Remove any rocks that could damage new liner. Dig new anchor trench. Attach and weld new liner at the bottom of the cell and past corners, to undamaged areas on existing liner. Relay geo-composite strip vents, install new vents in liner, and anchor new liner and geocomposite strips in new anchor trench.

f. Contract Line Item 2: North East Cell Remove any rocks that could damage new liner.

Excavate and expose undamaged liner in anchor trench. Attach new liner at the bottom of the cell, past corners, and undamaged liner in anchor trench. New liner will be installed over damaged liner. Install vents in new liner.

g. Dispose of removed liner and any construction refuse.

5.0 LINER SPECIFICATION AND SUBMITTALS:

a. Submit manufacturer’s information and sample for proposed liner material.

The geo membrane liner shall be industrial grade reinforced polypropylene manufactured from 100% virgin raw materials that are specifically compounded for use in hydraulic structures. It shall possess the following properties.

45 mil, reinforced polypropylene liner as manufactured by Carlisle Syntec Systems or approved equal.
