About this file

This is a supplement to the Indian Economic Enterprise (IEE) set-aside requirements for solicitation 140A2326Q0080, a Microsoft 365 License Renewal Upgrade contract with the Department of the Interior Bureau of Indian Affairs Bureau of Indian Education. The document serves as a template form for offerors to provide required submissions and written assurances mandated under the Buy Indian Act set-aside.

Offerors must submit two critical components with their proposals: (1) a description of the percentage of work and costs the offeror will perform versus subcontract, with compliance to subcontracting limitations that restrict IEEs to 50% subcontracting for supplies and services (75% for special trade contractors and 85% for general construction); and (2) qualifications of key personnel assigned to the contract, which may be marked as not required at the Contracting Officer's discretion. Additionally, offerors must provide written assurance to the Contracting Officer that they are and will remain in compliance with the IEE requirements both before contract award and upon successful completion before acceptance of work or product. Failure to provide the required information in these sections may result in the offer being deemed non-responsive and rejected.
