The contractor is responsible for all protective measures to the vessel while sanding, painting, and polishing, and is responsible for the repair of any and all damage occurring as a result. The contractor shall mask, tarp, etc., to prevent over spray or accidental application, as well as clean up any unintended paint, polish or non-skid that may occur, without causing damage or alteration to the surface, in a timely manner to prevent tape or overspray from sticking to surfaces. Contractor shall remove any tape residue that may occur on surfaces. All areas not previously painted, including but not limited to rub rails, cap rail, swim step, stairs, crane, deck hatches, cleats, vents, handrails, life rafts, ladders, hardware, fixtures, windows, gel coat and anchor shall be masked to prevent being painted. Any previously existing lettering such as the vessel name and arrowhead logos shall also be masked and protected.

If polishing is awarded, all areas with chips or dents shall be filled and sanded smooth before polishing. 3M Marine Rubbing Compound or equivalent shall first be applied to all surfaces and buffed out, followed by Meguiar’s Flagship Premium Marine Wax or equivalent. All filling, buffing and waxing shall be done to manufacturer’s recommendation and industry standards.

Contractor shall supply filler, rubbing compound and wax.

Items 0001 – 0014 apply to the Ocean Ranger.

Item 0001: Pressure Wash Bottom. The Contractor shall use fresh, pressurized water, with or without additives, to clean and prepare the entire underwater hull bottom of the vessel for inspection by the Contracting Officers Representative (COR).

Item 0002: Prepare and Paint Bottom. Contractor shall clean the bottom of the vessel of all marine growth prior to applying two coats of Ameron ABC #3 Black Antifouling Bottom Paint over the entire bottom. A third coat of Government-provided Antifouling Paint shall be applied from the waterline to the chine.

Sea screens shall be removed, cleaned, and painted with the same coats of paint on both sides as the rest of the bottom, and replaced prior to launching the vessel. Thru-hull openings shall also be cleaned of growth as far up as possible and painted with a minimum of 2 coats of anti-fouling paint. The Contractor shall remove existing plate zincs and shaft zincs and reinstall after painting. The Government will determine if plate zincs need to be replaced and if so, will provide all zincs. All manufacturers’ recommendation for storage, handling, preparation, and application of the coating system shall be strictly adhered to. All manufacturers’ requirements for surface preparation and weather conditions must be met prior to paint application. The Contractor shall lightly sand bottom with 60 grit sanding disc. Spot prime bare metal with 1 coat 302 zinc, 3coats epoxy primer and coat Ameron ABC #3 anti-fouling. Apply by airless 1 coat over entire bottom and roll 2 coats from waterline to chine Ameron ABC #3 anti-fouling paint.

After the hull bottom is completely dry and free from any potential damage to newly applied paint, the Contractor shall remove/relocate dry-dock blocks and cradles to expose unprepared/unpainted bottom areas for painting of these areas, with the same number of coats as specified.

The Contractor shall mask, tarp, etc., to prevent painting over spray or accidental application, as well as clean up any paint over spray that may occur, without causing damage or alteration to the existing paint. All over spray preventative materials shall be removed in a timely manner to prevent tape from sticking to surfaces. The Contractor shall remove any tape residue that may occur on surfaces. All painting shall be inspected by the designated National Park Service COR or Project Inspector for compliance with the requirements specified herein. Quality problems such as “holidays”, bubbles, excessive streaking, puddles, drips, and similar conditions discovered by the NPS inspector shall be cause for rejection and repair/renewal.

The government will provide all paint and thinners. Contractor shall supply the NPS COR a list of required paint and thinners. If an out of water examination reveals more paint is needed, the COR will procure more paint at that time. All paint shall be applied in accordance with the paint manufacturer’s application procedures, drying time between coats and climatic restrictions.

Item 0003: Remove and Replace Three (3) Propellers. Contractor shall remove and replace three (3) propellers. Contractor shall use the industry standard for removal and replacement of propellers.
