About this file

This is a Subcontracting Plan template issued by the U.S. Fish and Wildlife Service (FWS) for federal contract 140F0S26Q0046 under the Joint Administrative Operations Acquisitions Operations division. The form, FWS Form 3-0037 (Rev. 12/2019), implements FAR Clause 52.219-9 Alternate II and requires contractors to establish subcontracting goals and procedures for small business utilization.

The plan requires contractors to establish and report subcontracting goals expressed as both dollar amounts and percentages of total planned subcontracting dollars across six small business categories: Small Business (SB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business, Small Disadvantaged Business (SDB), and Women-Owned Small Business (WOSB). Goals must be documented for the contract base year and four option years in a detailed chart showing total contract value, total dollars to be subcontracted, and allocations to each small business category. Contractors must identify principal supplies and services planned for subcontracting and specify which small business categories will be utilized for each. The plan mandates appointment of a subcontracting administrator, description of methods for developing goals and identifying potential sources, and specification of whether indirect costs are included in goal calculations. Contractors must maintain comprehensive records documenting source lists, outreach efforts, solicitation procedures for subcontracts exceeding $150,000, and internal guidance to procurement personnel. Additional requirements include making good faith efforts to award subcontracts to small businesses used in proposal preparation, timely payment to small business subcontractors, reporting through the Electronic Subcontracting Reporting System (eSRS), and ensuring subcontractors with subcontracting opportunities receiving awards exceeding $700,000 (or $1.5 million for construction) adopt compliant subcontracting plans.

4. The following method was used in developing the subcontract goals in the chart on page 2.
