About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Fish and Wildlife Service (FWS) Over GSA Schedule contract vehicle. The amendment number is 0001, effective date August 12, 2026, and references solicitation number 140F0S26Q0046, dated August 5, 2026. The amendment is not extended. The purpose of this amendment is to provide
Questions and Answers:
1. Is there an emphasis to complete IMMP priority sites that fall within the refuge boundaries? Looking at the IMMP Site Selection
Tool it looks like there¿s approximately a dozen medium or high rated points that fall within the refuge in Site 4790. Are these the refuge¿s first priority, with any additional
San Luis points being added to these already designated sites?
a. The IMMP random sites identified in the Site
Selection Tool will be considered for the surveys. We will most likely have a mix of the
IMMP identified sites along with additional sites to capture the variety of habitat available at the refuge. The final selection of sites will occur once the number of sites that can be surveyed under this contract is known.
2. I wanted to get clarity that a single site would not need 4 monthly 1A/3 visits in 2027 and again in 2028. So, there will likely be different sets of sites in 2027 and 2028.
a. For the purposes of estimating the number of sites that can be surveyed, we will be treating season 2027 and 2028 as separate. For example, if it is estimated that 50 sites can be done, 25 in 2027 and 25 in 2028. These might end up being 50 unique locations or some locations might show up in both 2027 and 2028. For estimates we are just looking for the total number of survey sites (ie 50).
3. Are we able to purchase equipment under this grant? For example: stakes, flagging tape, spray paint, etc. to demark sampling plots.
a. Yes equipment can be purchased and should be part of the cost calculations.
4. Can we set out temporary structures such as stakes or pin flags to delineate plots that can stay in place between visits? Having premarked boundaries/transects can speed up subsequent visits to plots.
a. Yes, markers can be left to delineate plots

140F0S26Q0046/0001 but will need to be removed at the end of each season. They cannot be placed within 30-feet of a roadway or within 60 feet of a maintained levee road.
5. Are we able to incorporate costs for mileage, hotels, per diem under federal rates for our proposal?
a. All travel costs using federal rates should be included in the site cost estimate.
6. Under IMMP 1A is the recommended but optional meander activity. Should we budget for completing the meander activity as part of our time/cost estimates?
a. Yes include the meander walk survey with option A for just the blooming plants.
7. Finally, should the completed application packages be emailed to you for final submission? Or is there a submission portal that I¿ve missed?
a. Yes, all submissions shall be emailed to
Joni_Dutcher@ios.doi.gov prior to the close date and time.
