About this file
This Statement of Work outlines the Bureau of Land Management's requirements for alfalfa and grass hay delivery to the Litchfield Wild Horse and Burro Facility in Litchfield, California, from April 1 through November 30, 2026. The requirement consists of two tasks: Task 1 calls for 1,000 tons of alfalfa hay delivered in small 3-twine bales weighing 100-130 pounds each, while Task 2 requires 1,000 tons delivered in large 3x4 bales weighing 1,200-1,500 pounds. All hay must be sourced from 2025/2026 domestic crops, sun-cured without moisture damage, and maintain a crude protein level between 12-18 percent. The hay must be free of mold, dust, weeds, animal contamination, pesticides, and foreign matter such as wire or nails, and must be cut with a crimper and baled with rat and rot-proof twine.
Delivery is F.O.B. destination to Litchfield Wild Horse and Burro Corrals at 474-000 Highway 395 East, Litchfield, California 96117. Bales must be stacked between 8-13 tiers high upon delivery. The contractor must provide three workdays advance notice to the Contracting Officer's Representative, including anticipated tonnage and carrier information, and must confirm barn capacity prior to shipment given the facility's 800-ton storage limit. Deliveries must occur between 7:30 a.m. and 2:30 p.m., Monday through Friday, excluding weekends and national holidays, with emergency weekend or holiday deliveries permitted with advance notice. State-certified weight tickets must accompany each shipment to verify tonnage at origin and destination. The contractor is responsible for all offloading equipment and may be required to adjust delivery schedules or bale sizes based on facility inventory needs.
