About this file

This document contains two related Statements of Work (SOW) for the Lowell National Historical Park, covering elevator maintenance and UPS battery installation. The first SOW details comprehensive elevator inspection, maintenance, and repair services for six elevators and two wheelchair lifts across five buildings, with a firm-fixed-price contract and a $20,000 annual contingency for unscheduled repairs. The contract period is from October 1, 2025 to September 30, 2026, with an option for a second twelve-month period.

The second SOW specifically addresses the purchase and installation of four elevator lowering batteries in four different buildings: the Counting House, Mogan Cultural Center, Kirk Street HQ, and Visitor Center. The batteries are TPV series units manufactured by Reynolds & Reynolds Electronics, designed to automatically activate during power failures, move elevators to an available floor, and open doors to prevent passenger entrapment. Installation must occur within 12 weeks of contract award, with a one-year warranty on parts and labor. The project is aligned with the 2024 International Building Code and Massachusetts amendments, with a period of performance from October 1, 2025 to September 30, 2026.

STATEMENT OF WORK – CLIN 4

PR# STATEMENT OF WORK PAGE 2 OF 4

1.0 BACKGROUND

The Park (Lowell National Historical Park, in Lowell, MA) owns the Boott Counting House, a two-story 19th century mill building that is connected to the Boott Cotton Mill #6 for Lowell National Historical Park and regional offices for the Northeastern Nation Park Service. This building has one elevator which does not have a necessary battery to enable to elevator to return to the ground floor, in case of fire. It provides access to the two levels of the Counting House and one level of the Cotton Mill, which is between the Counting House Levels.

Similarly, the Park also owns the 19th century Mogan Cultural Center building with an elevator, and the 19th century Kirk Street (Linus Child) headquarters building with an elevator. Neither of these elevators are able to return to the ground floor in case of fire/building power failure. Finally, the NPS leases a 19th century Market

Mills Building suite which houses the Park’s Visitor Center, and the government’s lease agreement dictates that the building meets Massachusetts Building Code, thus also requires an elevator lowering battery.

2.0 SCOPE for CLIN 04

The work is to purchase and install inverter batteries in the base year to enable four elevators that are owned by the government to return to ground level and allow doors to open in case of building power outage. Passengers may then exit the elevator, avoiding entrapment.

A site visit of the four elevators will be offered, to determine where the batteries may be placed in the elevator shafts and confirm necessary power requirements of the batteries.

3.0 OBJECTIVES

To purchase and install four elevator lowering batteries in the four buildings as described by this statement of work. The scope includes all necessary labor to install to meet all relevant codes, especially the 2024 IBC with

MA 10th edition amendments.
