BOG HOUSE STABILIZATION

1. PROJECT DATA:

TITLE: BOG HOUSE STABILIZATION

TRURO MA (42 00’ 11.14” N, 70 01’ 46.08” W)

2. General Description of Work:

Base Bid: Base bid items are as follows: 1. Remove, properly dispose and replace the antiquated roof system for the house, adjoining utility room and covered porch; 2. Patch damaged sheathing at chimney; 3.

Prepare roof overlay with 36-inch-wide ice and water at the eaves, perimeter of chimney up to chimney flashing, 4. Provide aluminum drip edge at eaves and rakes; 5. Provide 30 pound felt with fiberglass reinforcement per manufacturers instruction for all roofing; 6. Provide new lead flashing and new lead counter flashing at the chimney.

Option 1: Prepare existing roof deck and provide a full overlay of one-half inch type CDX Douglas fir plywood.

Option 2: Remove and dispose of 24 pairs of wood shutters from the house; and furnish and install Douglas fir, type CDX plywood to cover the exterior of the windows and doors . Provide one coat of Acrylic Lates Exterior prime and one coat of white exterior 100% acrylic latex paint to the window and door plywood covering. Prime and paint edges and exterior surfaces. Provide ¼ inch x ¼ inch stainless steel mesh wrap for soffit and facia animal exclusion. Surface mount with #10x1-1/4 inch with neoprene bonded stainless steel washers.

4. General Requirements:

1. Project is located at the Cape Cod National Seashore, Bog House, North Payment Road, Truro Ma. (42 00’

11.14” N, 70 01’ 46.08” W)

2. Remove wood transition threshold at main entry door.

3. Strip off and properly dispose of the existing roof shingles, nails, felt, membrane underlayment, drip edge, for Bog House. Remove debris from roof, the job site and properly dispose of all debris. Sweep the site at grade with a magnetic roller each day.

4. Onsite dumpsters are authorized. The dumpster shall be covered and shall be removed from the site prior to final inspection. Patch and grade damage from the dumpster to the landscape.

5. The Bog House will not be occupied during construction.

6. The Bog House is part of the North Pamet trail system and the site is open to the public. Provide warning signs, catch platforms, etc. to protect the public and government employees. All equipment, ladders, material and tools shall be secured when not in use or when not supervised.

7. Conduct operations to provide minimum interference with the adjoining neighborhood. Adhere to town of Truro noise and construction restrictions (no noise between 10pm to 7am Monday-Friday and 10PM- 8am weekends and holidays.

8. Option 1: Provide new ½ inch Douglas fir CDX plywood sheath to cover the existing roof sheeting.

Fasten new sheathing to ensure substrate meets the shingle manufacturer’s installation requirements and that it is fastened in accordance with the Massachusetts State Building Code, 9th edition. Sheathing, nails shall be 8D HOT DIPPED GALVANIZED RING SHANK NAIL. Hot dipped galvanized for exterior use. Fasten in accordance with the Massachusetts State Building Code, 9th edition

9. Asphalt-Saturated Roofing Felt shall be Fiberglass reinforced Roof Deck Protection - UL Classified for use with Class A Asphalt Shingles to meet roof shingle manufacturer’s requirement, complying with ASTM D 226, ASTM D4869, 36” wide. Material shall be GAF Shingle mate, Tarah Type 30 ASTM Saturated Felt, United Roofing Manufacturing #30 HD ASTM 4869 Type II or equal. Apply felt wrinkle free, in shingle fashion to shed water and with end laps not less than 6 inches between courses. Overlap side edges in accordance with manufacturers specifications but not less than 3-1/2 inches. Secure felt with fasteners in accordance with the manufacturer’s specification.

10. Asphalt Plastic Cement shall be rubber reinforced asphalt cement with mineral fibers complying with

ASTM D-4586 Type 1, ASTM D 3409 and federal Spec SS-C-153 Type 1 (Asbestos-Free) designed for trowel application. Material shall be Karnak #19 Ultra Rubberized Flashing Cement, APOC 128 All Pro SBS Rubberized Flashing Cement, BLACK JACK Premium Rubberized or equal.

11. Membrane Flashing at Eaves and chimney shall be cross laminated, high density self-adhering polyethylene membrane, 40 mils thick, 36” wide, with nonskid surface. Membrane must be compatible with shingles and asphalt saturated felt underlayment. Membrane shall comply with ASTM D1970/D1970M. Acceptable products include: W.R. Grace - Ice and Water Shield - 40 mil;

CertainTeed - Winter Guard; GAF – Storm Guard; Owens Corning - Deck Dri; EMCO - Proguard Waterproofing Membrane; or equal approved by the government.

12. Roofing Nails shall be hot-dip galvanized 11 or 12-gage, sharp pointed, conventional roofing nails with barbed shanks, minimum 3/8" diameter head and of sufficient length to penetrate through sheathing.

Nails shall meet ASTM A-153 Hot Dip Galvanizing Spec.

13. Aluminum Drip Edge shall be minimum .024" aluminum sheet style-D drip edge, brake-formed to provide a minimum 1¼” inch flange with 3/8" drip at lower edge by minimum 6 1/2” roof deck flange.

Furnish in 8' or 10’ lengths. Do not install drip edge in pieces shorter than 24”. Color to be selected by government from the manufactures standard color palette.

14. Reglets Adhesive and Sealant (s): Seal reglets to chimney with the one-part, single component bitumen-modified, moisture-curing polyurethane sealant. Reglet sealant shall meet ASTM C836-84.

15. At the chimney provide new ice and water membrane, reglets, lead counter flashing and lead roof flashing. Ice and water membrane shall consist of 36 inches of ice and water membrane with a minimum of 4 inches adhered to the face of the chimney. Provide stepped lead flashing and lead counter flashing. Provide lead full depth at each reglet. Space wedges 6 inches on center. Reglet shall be set not less than 9 inches above roof. Butt and align end joint of each section of reglet and securely hold in position until adhesive has cured.

16. Contractor shall document with digital photos all flashing assembly during the construction process.

Submit schedule showing the location of each photo with dates, times, name and title of photographer.

17. Provide (furnish and install) new Timberline HDZ Series or equal (owen cornings, Tamko and PABCO) Building products or architectural energy savings shingle roof complete with manufacturers’ 25 year non-prorated roof warranty. Shingles shall be heavyweight, granule surfaced, self-sealing asphalt shingle with a strong fiberglass reinforced and a mineral granule surfacing.

Architectural laminate styling provides a wood shake appearance with a 5-5/8 inch exposure. Features highly reflective roofing granules that bounce back the sun’s rays and more effectively release absorbed heat. Color shall be weathered wood. Shingles shall comply with: ASTM D 4586;

ASTM D 3018, Type 1; ASTM D 3462 Tear Resistance; ASTM E 108 Fire Resistance: Class A; ASTM D 3161 Wind Resistance: Type 1; ASTM E 903 Standard Test for Solar Absorptance; UL 790 Fire Resistance: Class A; Wind - ASTM D7158, Class H; and Algae Resistant.

18. Provide metal drip edge on all edges including rakes and eaves.

19. Deliver materials in manufacturer's unopened, labeled bundles, rolls or containers. Materials shall be stored to avoid water damage. Comply with manufacturer's recommendations for job-site storage and protection.

20. Proceed with shingle work only when weather conditions are in compliance with manufacturer's recommendations and when substrate is completely dry. ABSOLUTELY NO

WORK SHALL BE PERFORMED IN THE RAIN. NO SHINGLE WORK SHALL BE

PERFORMED WHEN THE AIR TEMPERATURE IS BELOW 32 F.

21. ROOFING INSTALLATION shall comply with instructions and recommendations of shingle manufacturer, except to extent more stringent requirements are indicated in theses Contract Documents.

22. Underlayment: Apply one layer felt, free of wrinkles, over entire surface, lapping succeeding courses 2" minimum and 6’ minimum at side laps, fastening with sufficient nails to hold in place until shingle application. Stagger side laps at least 24” at each consecutive layer.

23. Shingles: Install manufacturer’s starter strip or a course of the specified shingles with tabs removed; fasten shingles in pattern, weather exposure and number of fasteners per shingle as recommended by manufacturer. Use horizontal and vertical chalk lines to ensure straight coursing.

24. Inverting a course of shingles is NOT an Acceptable Starter Course

25. Comply with installation details and recommendations of shingle manufacturer and NRCA

Steep Roofing Manual.

26. Flashing and Edge Protection: Install metal flashing and edge protection in compliance with details and recommendations of the NRCA Steep Roofing Manual.

27. Ridge Cap: Install in accordance with manufacturer’s instructions. Contractor should provide cap shingles on all ridges.

28. Option 2: Contractor shall remove and dispose of the existing wood shutters and fasteners.

29. Option 2: Provide ½ inch CDX plywood over existing window and door openings. The plywood for each window shall extend 4 inches beyond the window length and width. Fasten plywood window covering with ¼ inch x 2-1/2 inch, Torx head, galvanized lag screw with fender washers (1 inch diameter).

30. Option 2: Provide one coat of Acrylic Lates Exterior prime and one coat of white exterior 100% acrylic latex paint to the window and door plywood covering. Prime and paint edges and exterior surfaces.

31. Option 2: Provide stainless steel mesh along the entire length of fascia and soffit. Mesh shall be 316 stainless steel, ¼ inchx1/4 inch and 23 gauge. Fasten to wood surface with #10x1-1/4-inch, stainless steel, self-tapping sheet metal screws with neoprene bonded stainless steel washers. Securely tighten the mesh to the soffit and fascia at the front and rear of the house. Install mesh with gaps no greater than ¼ inch.

32. Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B.

Coordinate with COR. Contractor shall receive an approved permit from the C a p e C o d N a t i o n a l S e a s h o r e prior to beginning cutting, welding or burning. Contractor shall designate its responsible project- site fire prevention program manager to permit hot work.

33. Smoking: Smoking and/or vaping is prohibited in and adjacent to construction area, inside existing buildings and additions under construction. In separate and detached buildings under construction, smoking is prohibited except in designated smoking rest areas.

34. Dispose of waste and debris in accordance with NFPA 241. Remove from the building and construction area daily.

35. Perform other construction, alteration and demolition operations in accordance with 29 CFR 1926.

36. Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads.

Minimize disruptions and coordinate with COR.

37. Utilities Services: Electric Utility will not available for construction at the site.

38. Bathrooms are not available at the construction site.

39. Security Procedures:

a. General Contractor’s employees shall not enter the project site without appropriate identification. They may also be subject to inspection of their personal effects when entering or leaving the project site.

b. For working outside the “regular hours” as defined in the contract, The General Contractor shall give 3 days’ notice to the Contracting Officer so that security arrangements can be provided f o r the employees.

40. Motor Vehicle Restrictions

a. Vehicle access is authorized at the site. Vehicles shall use established roadways and parking areas only. All damage caused by vehicles, equipment, dumpsters, etch shall be repaired immediately.

b. A parking place is not guaranteed for each employee and subcontractor.

42. Fire Safety Protection Requirements:

Establish and maintain a Fire Safety Protection program in accordance with 29 CFR 1926. Prior to the start of any work, submit a fire safety plan detailing project specific fire safety measure(s) which will be addressed including periodic status reports demonstrating compliance with the contract requirements.

Fire Hazard Prevention Inspections: Inspect entire construction areas daily once construction starts and until the project area is turned over to the government. Coordinate with, and report findings and corrective actions weekly to COR.

Flammable and Combustible Liquids: Store, dispense and use liquids in accordance with 29

CFR 1926, NFPA 30 and NFPA 241.

Fire Extinguishers: The necessary number and appropriate type of portable fire extinguishers shall be provided (Contractor to provide extinguishers) and maintain for all construction areas and temporary storage areas in accordance with 29 CFR 1926, National Fire Protection Association (NFPA) 10 and

241. Keep fire extinguisher/hose installations clear of obstacles.

The Contractor Competent Person (CP):

a. Shall be capable of identifying existing and predictable hazards in the surroundings and working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authorization to take prompt corrective measures to eliminate them.

b. Shall be competent in the general inspection of typical construction work sites during renovation performed by contract staff.

c. Possess OSHA’s 30-hour construction safety certification.

d. Ensures that the specific safety requirements of construction operations are implemented.

e. Participates in the facility multidisciplinary team established for construction safety.

I.

5. SUBMITTAL REQUIREMENTS:

Contractor shall provide submittals as indicated in the “Schedule of Contractor’s Submittals” listed at the end of this section.

The Contractor shall furnish to the Contracting Officer, for his/her approval, all shop drawings, product data, Safety Data Sheets (SDS), and catalogue cuts, of all equipment furnished under this contract, before purchase, manufacturer or construction. The Contracting Officer and COR will examine these submittals and one copy returned to the Contractor for correction, if necessary.

Contractor shall forward submittals in sufficient time to permit proper consideration and approval action by Government within 14 days after NTP. Contractor shall time submission to assure adequate lead time for procurement of contract required items. Delays attributable to untimely and rejected submittals will not serve as a basis for extending contract time for completion. Submittal

Forms will be sent electronically and will be digitally signed by the contractor using a PDF writer program; such as Adobe Reader/Writer or Pro V Nuance, etc. Supporting Data, such as cut-sheets, etc., shall be scanned and emailed with each submittal.

Itemized below is a list of materials requiring drawings, certifications, manufacturer’s literature, data brochures, Material Safety Data Sheets, technical data, and samples. These materials as noted shall be submitted to the Contracting Officer by the Contractor for approval using the appropriate form approved by the Contracting Officer.

Note that SDS used on this project shall be submitted to the Contracting Officer and COR.

Copies of all approved SDS shall be obtained from the Contracting Officer and COR before starting any work requiring submittals as specified. All submittals, except warranties and operating instructions, as noted below, shall be submitted not later than 14 days after receipt of the Notice to Proceed or as specified by the Contracting Officer.

Warranties and operating instructions are required at the completion of the Contract work.
