About this file

This document is a Request for Information (RFI) file containing seven detailed questions and responses related to a construction project at the Bog House within Cape Cod National Seashore. The RFIs address critical project specifications, including hazardous material handling, safety officer requirements, public access during construction, and specific technical details about window coverings, stainless steel mesh installation, and roofing work. Key responses clarify that the site will remain open to the public during construction, the superintendent can serve as the Site Safety and Health Officer if qualified, and precise specifications are provided for stainless steel mesh installation along fascia and soffit areas, including mesh dimensions (¼" x ¼"), material type (316 stainless steel), and installation requirements with no gaps greater than ¼ inch.

RFIs 1-7

RFI 1: Please confirm if any hazardous material reports are available.

Response 1: No hazardous materials testing reports are available for this project.

Contractors shall remain alert for suspect materials during demolition activities. If any suspected hazardous materials are encountered, work must stop in that area and the Contracting Officer must be notified immediately.

RFI 2: Please clarify if a superintendent can be a dual hat to cover the requirements of

SSHO?

Response 2: Yes, the superintendent may serve as the Site Safety and Health Officer (SSHO) if they meet the qualifications required for both roles, including possessing a current OSHA 30-hour construction safety certification and meeting all safety responsibilities outlined in Section 4, Item 42(e) of the SOW.

RFI 3: Please confirm if the property will remain open to the public during construction?

Response 3: Yes, the Bog House is part of the North Pamet trail system and the site will remain open to the public during construction (see SOW Section 4, Item 6). The contractor is responsible for securing the work area with warning signs, catch platforms, and by securing all equipment and materials when not in use.

RFI 4: Part of Option 2 calls for installing plywood over the existing windows. Currently, there is plywood with vents on the interior side. Can you please advise if option two pricing should include vents on the exterior as well?

Response 4: No, the SOW does not require vents in the exterior plywood window covers. Option 2 requires removal of shutters and installation of solid, primed and painted plywood over the exterior openings.

RFI 5: Can a drawing be provided to detail the expected coverage area for the ¼” x ¼” stainless steel mesh wrap for animal intrusion that option two highlights?

Response 5: A specific drawing is not available. However, per SOW Section 4, Item 31, the ¼" x ¼", 316 stainless steel mesh shall be installed along the full length of the fascia and soffit at the front and rear of the house. Mesh must be secured with stainless steel fasteners and washers, with no gaps greater than ¼". A submittal covering the mesh material and fasteners is required prior to installation.

RFI 6: A section of the fascia is deteriorating on the backside of the house; please confirm no fascia/soffit repairs or paint will be needed?

Response 6: The contract does not include fascia or soffit repair or painting. Offerors are expected to account for existing conditions observed during the site visit when preparing their proposals

RFI 7 : In the SOW and tech spec for the roofing project on the Bog house there is a requirement for 'stainless steel' wire mesh to wrap around the roofline (to keep critters out etc). Would galvanized wire mesh be an acceptable substitute? typically that is easier to obtain, just as durable and possibly a lower cost.

Response 7: Under the statement of work, 4. General requirements, line 31, “Option 2:

Provide stainless steel mesh along the entire length of fascia and soffit. Mesh shall be 316 stainless steel, ¼ inchx1/4 inch and 23 gauge. Fasten to wood surface with #10x1- 1/4-inch, stainless steel, self-tapping sheet metal screws with neoprene bonded stainless steel washers. Securely tighten the mesh to the soffit and fascia at the front and rear of the house. Install mesh with gaps no greater than ¼ inch.”
