GLACIER BAY NATIONAL PARK & PRESERVE
HVAC System Recalibration
GUSTAVUS, ALASKA
April 1, 2025
Introduction: The GLBA Maintenance Building heating and ventilation system exhibits seasonal operational failures that affect temperature regulation and ventilation quality. The system has proven incapable of maintaining indoor temperatures within the acceptable range and generates disruptive noise levels, particularly in the conference room. These issues cannot be addressed through standard maintenance. This contract is issued to inspect, clean, recalibrate, and replace (as necessary) heating and ventilation controls to ensure system-wide compliance with ANSI/ASHRAE Standard 62.1. Deliverables include a post-calibration performance verification and a written recommendation report.
The contractor is required to supply all materials, parts, tools, equipment and labor necessary to complete the stated work. All work will be performed under a single contract.
Description of site The facilities under the scope of this project include the following:
Maintenance Support Building GBA99 -
• 19,200 GSF
• 17 years old
Indian Point Dock-
1) A treated wood approach pier with an approximate 10’ X 310’ footprint supported by approximately sixty-four (64) treated timber pilings.
2) A treated wood pier head with an approximate 10’ X 20’ footprint supported by approximately eleven (11) treated timber pilings. There are approximately three (3) timber fender piles along the southerly face of the pier head. There is one (1) 18-inch diameter concrete-filled steel pile adjacent to the southerly side about mid-point of the pier-head that supports the crane mast.
3) A self-supporting gangway ramp with an approximately 6’-6” X 55’ footprint connects the pier head to the float. The gangway is constructed with treated wood and galvanized metal fasteners and hardware. The gangway ramp is currently disconnected from the pier head and laying on the float dock.
4) Two floats, each with an approximate 14’ X 44’ footprint, are connected together end-to-end and secured by treated timber pilings along each side of the floats.
There are approximately twenty (20) timber piles securing the float dock.
5) Two dolphins: one at the easterly end of float dock containing four (4) timber piles banded together, and a second dolphin located off the southwesterly corner of the pier-head containing three (3) timber piles banded together.
Approximate quantity summary for Indian Point marine facilities:
Treated timber pile count: 105 Steel hoist pile: 1 Pier and pier head length: 330 Lineal Feet Total float length: 88 Lineal Feet Gangway length: 55 Lineal Feet
Objectives
The Contractor shall furnish the necessary personnel, material, equipment, and services (except as otherwise specified) to inspect, recalibrate, and report on the HVAC control systems at the GLBA Maintenance Building. Tasks shall include full diagnostics, calibration, cleaning of system elements, airflow balancing, and documentation. The final outcome will be a fully recalibrated system capable of efficient and effective climate control and ventilation.
All work is to be completed in accordance with this Scope of Work and other Contract Documents, as well as all applicable Codes and Standards. Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits, and for complying with all applicable federal, state, and borough laws, codes, and regulations pertaining to the performance of the service that is to be rendered.
The Contractor shall take proper safety and health precautions to protect workers, the public, and property. The Contractor shall provide the Government all requested reports, and supporting material developed during the performance of the work. The Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work. It is the responsibility of the contractor to verify that all the information provided in this solicitation is accurate.
Description of tasks: The work to be completed under this contract consists of the following:
A) HVAC System Inspection: Inspect thermostats, sensors, dampers, air handling units, and fans. Document baseline operating conditions and identify all faulty or underperforming components.
B) Calibration and Cleaning: Clean and recalibrate all thermostats, humidity sensors, temperature sensors, VAV boxes, and damper actuators per manufacturer specs.
Ensure recalibration accuracy to ±1°F for thermostats, ±5% RH for humidity sensors.
Cleaning chemicals must be EPA Safer Choice compliant.
C) Airflow Adjustment: Perform duct balancing using NIST-traceable calibrated instruments. Verify airflow against ANSI/ASHRAE 62.1 air exchange rates for indoor air quality. Document sound levels per ANSI S1.4 using Type 2 SPL meters.
D) Component Replacement: Replace nonfunctional sensors, relays, actuators. Submit part specs for COR approval. Document all replacement part numbers in final report.
E) Final Validation: Provide a 48-hour system performance log before and after recalibration. Include operational response to setpoint changes.
F) Reporting: Deliver an HVAC Performance and Recommendation Report including all calibration logs, airflow data, photos, noise measurements, and part replacements.
Identify further system deficiencies and provide cost estimates (Class C) for additional repair work.
General work requirements:
Required Contractor Qualifications:
• Lead technician must be a licensed HVAC professional with experience in institutional system balancing and controls diagnostics.
• Calibration personnel shall provide instrument certification documentation.
• Must be familiar with ASHRAE 62.1, SMACNA duct standards, and NEC (NFPA 70).
Site Support: The contractor is responsible to provide written notification to the Contracting Officer detailing any site support needs that will be requested from the National Park Service (NPS) in advance of work to allow time for resource coordination. It is the contractor’s responsibility to provide the necessary hardware and equipment to access Government furnished utilities. A restroom is available in the maintenance building (during regular business hours).
Site Access: Gustavus is accessible by air or water. The maintenance facility is accessible by road from the Gustavus airport and AMHS ferry dock. The contractor will be responsible for obtaining and complying with any permits required from the NPS to enter Glacier Bay with a marine vessel. Park security requires that all work and site visits be prescheduled. A designated Park employee will provide access for contractors personnel and be onsite for the duration of the work. Park to secure the site daily.
Schedule: Contractor schedule shall be submitted within 10 days of award and approved a minimum 2 weeks in advance of performing the work
Safety: The contractor shall prosecute the work in accordance with OSHA regulations 1910 and 1926 concerning General Construction safe working procedures. Fall protection safety will be in accordance to OSHA regulations found in 1926 subpart M.
Staging Area/Worksite Timeframes: Establishment of a construction camp is not permitted.
The contractor is responsible to provide written notification to the Contracting Officer detailing any staging area needs that will be requested from the National Park Service (NPS) in advance of work to allow time for resource coordination. Generally, access to the work sites and assets will be allowed Monday through Friday 07:00 to 17:30. Other times may be allowed with prior written approval from the COR.
Preservation of Natural Features: Confine all operations to work limits of the project, approximate location shown on drawings. Prevent damage to natural surroundings. Do not fasten ropes, cables, or guide wires to existing trees.
Cleanup: The worksite and any onsite staging areas shall be a neat and workmanlike manner;
trash shall be disposed of daily. Once the work under this project is complete the contractor shall perform a final cleanup of all worksite and staging areas. The contractor shall remove and dispose of all damaged and unused material from site.
Government Furnished Items: N/A
Re-performance of Service
When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract requirements at no additional cost to the government.
Non-Payment for Additional Work
Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.
Quality Assurance
The Government may utilize a Quality Assurance Surveillance Plan (QASP) throughout the life of the contract to ensure that the Contractor is performing the services required by this Scope of Services in an acceptable manner. The use or nonuse of any quality assurance methods by the Government will not constitute a waiver of or excuse from contract requirements. The Government may implement or change quality assurance measures at any time during the term of the contract. Surveillance methods may include 100% inspection, periodic inspection, random sampling, or customer input.
Warranty Period
The Contractor shall warranty all work and materials for 12 months after project closure.
Period of Performance
The anticipated period of performance for the resultant contract is from July 1, 2025- September 1 2025. All work must be completed, and deliverables received prior to September 1, 2025.
Submittals:
Qualifications letter-due with Quote Detailed Schedule-due 10 days after award HVAC Performance and Recommendation Report - due within 15 days completion of field work.

Partial Payment will not be authorized for this contract.
Contracting Officer’s Authority:
The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:
(1) direct or negotiate any changes in the Statement of Work or specifications;
(2) modify or extend the period of performance;
(3) change the delivery schedule; or
(4) otherwise change any terms and conditions of this contract.
The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the https://www.ipp.gov/
Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
